Item Description:The pro-Russian authorities of Moldova count on financial assistance from the European Union. However, they avoid reforms, which results in diplomatic ostracism by the EU countries and institutions. Hungary's Prime Minister Viktor Orbán broke away from this position when, on 12 March, in Chişinău, he stated that he would not take into account Moldovan reforms and praised plans for balancing cooperation with the EU and Russia. Moldova's President Igor Dodon's, of the Party of Socialists, attempted to soften his anti-Western image on 16 March when he formalised a coalition with the self-declared pro-European Democratic Party. This does not mean democratisation of Moldova. These actions are intended to strengthen the authorities against EU criticism and the loss of Romanian support
