This thirteenth edition of American Foreign Policy comes at a time when U.S. foreign policy finds itself being pulled in multiple directions at the same time. One debate is whether it should turn back from Donald Trump’s America First agenda or continue to embrace it. A second debate is over whether it is entering a new cold war. Underlying both debates is an increasingly polarized domestic landscape that presents potential obstacles to the success of any foreign policy. Like its predecessors, this thirteenth edition does not try to present students with an answer on how best to move American foreign policy forward. Rather, it is designed to help students cultivate the critical thinking skills they need to develop their own answers and par ticipate in current and future debates about the conduct and content of U.S. foreign policy. We do this by raising four key sets of questions over the course of the book: (1) What do we mean by foreign policy and what is the national interest? (2) How did we get here and how do we learn from the past? (3) How is foreign policy made? (4) What next? The thirteenth edition contains all of the essential critical thinking materials found in previous editions. The introductory “On the Agenda” section introduces students to the material being covered by providing them with a short contemporary case study. The “His torical Lessons” section provides a historical context for students to understand current U.S. foreign policy issues and is linked to the “On the Agenda” section. The “Over the Horizon” section concludes each chapter with a
speculative view to the future to spur student thinking about how American foreign policy might evolve in the coming years. Each of these critical thinking sections has been updated, and in some cases a new topic has been added to better capture the current U.S. foreign policy agenda. When this is the case, sometimes the material has been moved to another chapter. This edition updates information presented in the twelfth and introduces students to key facets of Joe Biden’s foreign policy. New topics in the “On the Agenda,” “Historical Learn ing,” and “Over the Horizon” sections include: • • • • • • • COVID-19 the Ukraine War (various aspects are addressed in several of these sections) exiting Afghanistan Biden’s first one hundred days nuclear proliferation NATO the Quincy Institute for Responsible Statecraft Important topics from the twelfth edition that are also found in these sections include: • the South China Sea • the Paris Climate Agreement • the Mexican border XV
