Condition of the associations of friends of the League of Nations (1919-1939) Summary The book is an attempt to present the activity of the organizations supporting the League of Nations based on the acceptance of its goals and tasks expressed in its Covenant. The associations from about 50 states, members of LN, sometimes existing only formally, acting collectively and temporarily, require elabora tion or observations. Especially significant role was played by individuals - mostly those holding posi tions of chairmen, presidents, secretaries, etc., whose activity often dominated the entire activity of a par ticular association. All the associations, being federations of various national organizations accepting the regulations of the Covenant of LN, were an important ally of the Genovese institution, both from the polit ical as well as social and propaganda point of view. They were supposed to play the role of a bridge bring ing closer and connecting LN with one’s own country and society. The pro-League movement, presented at the background of the activity of the League, was undergo ing all the turbulence of the interwar period. Most of the works devoted to LN marginalize or do not in clude it. This is not right. Numerous organizations, associations, federations - even though usually not be ing mass but rather elite (apart from the British League of Nations Union, in 1930 - 400 thousand payed contributions), were reminding in various comers of the world about the existence of an association/insti tution/organization aimed at war prevention and defense of peace.
They were gathering mostly intelligent sia, people of higher social aspirations. Few individuals engaged in the pro-League movement - of Great Britain, France, Germany, Czechoslovakia, and even Japan, were known in the world of politics, science, social, religious and educational organizations, etc. The dominant feature of the world movement of solidarity with the actions of LN was subordination to the governments. The states, members of LN, were the ones who were imposing priorities for the move ment which emphasized slogans of peace, security, disarmament and cooperation in the all possible fields, with hope for the rale of the power of law, and for eradication the law of power. Particular nations, states, governments - and national pro-League associations and federations fol lowing them - had an egocentric approach towards the procedures which were being realized in Geneva. If they talked about security, they thought about their own security, if about disarmament - about disarma ment of others; if they talked about rights of national minorities, they mostly thought about their own na tion; if the topic was religious equality - they thought about equality of their own creed according to the rale that only my God is true; if they talked about racial equality - they would indicate the race which con tributed to the civilization to the greatest extent. The words coming from the LN circles were both beau tiful and offering hope for justice and peace. They were understood in various ways, at times differently. Thus, the conditions for activity of the pro-League movement
were different in almost every state. For one of them destroying the “Fritz” was supposed to be lasting and complete in the military, political and ter ritorial sense; for others the thought about revenge became first a delicate one, later a brutal one, but al ways an important part of social consciousness, soon one of the most important, often the dominant one. The book is a result of an almost half-century interest in the League of Nations and an enduringly accompanying question about the social reception of its existence and activity, about its place in the con sciousness - understood both colloquially and in the historical dimension - not exactly that of change able politicians, but that of “simple people” and about their understanding of the reason of state. The role of youth is emphasized, as the proponents of LN were seeing in them a hope for saving peace. The most lively and controversial attention was in the pro-League movement attracted by the ques tions of national minorities. The criticism of the dissatisfied - regardless of the motivation - was direct-
Condition of the associations of friends of the League of Nations (1919-1939) 215 ed also towards the secretary-general of UIA Théodore Ruyssen, who was participating in the works of the committee as the secretary. The temperature of discussion around these issues was hotter than in the League itself. The discussions were reflecting the positions of particular governments which in most of the cases were funding and co-funding the activity of national federations/associations. This phenomenon, in vestigated based on the materials from the Central Archive of Modem Records in Warsaw in reference to the Polish Association of Friends of the League of Nations, is fully confirmed. Both in the organizational sense as well as in the sense of the program, the pro-League movement - called worldwide ֊ was a miniature version of the League of Nations. This also concerned the topics of subsequent congresses. By nature, they were taking place only in Europe. The separation into the del egations from the victorious states - “organized” by France - and those from the defeated ones ֊ focused around German delegates - had never been overcome. The resolutions appointed in the commissions (po litical, of the minorities, education, economic and legal) were rarely changed during the plenary proceed ings. The participants lobbied for the usually difficult unanimity. At the same time, the agreed resolutions/ positions were supposed to be consistent with the expectations of particular delegations, that is of govern ments, not seldom foreign ones. For instance, in Czechoslovakia, aside from
Czech one, there was also, since 1922, Deutsche Liga für Völkerverständigung., as well as that of Flungarian and Jewish minority; conflicts would even be triggered by the use of the Czech language during common meetings. Next to the association of German minority in Poland, there was also active the Polish Association of Friends of the League of Nations in Germany. The interest of the world capitals far from Geneva was concentrated on their own matters. It con cerned, among others, the United States, where the questions related to the functioning of LN were treat ed as secondary. The aggression of Japan - analyzed throughout over a dozen of months and ended with its secession from LN in 1933 - was a failure of all the organizations and associations regarding the defense of peace as their primary goal. However, it also reinforced the proponents of the conviction about the inevitability of changes of the international order, that is of revisionism understood in various ways, but usually broad ly. For many years, term “revisionism” was in the sphere of influence of LN strongly avoided. It always was also destroying the fragile order of proceeding of the commissions and congresses of UIA. For sev eral years it also concerned Deutsche Liga für Völkerbund which had in 1929 a group of 100 employees payed from governmental fund. German society, however, had an adverse, or even hostile approach to wards the pro-League movement. Baron Albert von Bodman (the deputy secretary-general of UIA) con sidered, in 1932, the German aspiration to create in Germany a movement supporting
the League, as an illusion. Writing the text was accompanied by a belief that both politicians as well as diplomats, including those concentrated around the pro-League movement, were participating in the widespread disputes over directing vindication aspirations of the defeated states. In is understood that all of them were situating these solutions as far as possible from their own home. An integral part of the vernacular social awareness was an aspiration towards a compromise, but it cost was supposed to be endured by “others”. It concerned also very strong French federation which was in full agreement with the subsequent governments that the most important thing was the triad: security - arbitration - disarmament. It suited the most general goal of the existence of LN and pro-League movement dominated by the word “peace”. On the other hand, it also reflected well social fears, even frustrations, which are perfectly synthesized by the term insécurité collective. Every attempt to refine the direction of actions according to French assumptions was triggering con flicts - what is more important, what is more urgent. The priority of security was supported by the citizens of defeated states, demanding the right to equality: their disarmament was supposed to be the beginning of a widespread process. It is not difficult to notice the gap between the expectations of the dissatisfied group of states and the resolve of the article 53 of the project of convention accepted by the Preparatory Commission for the Disarmament Conference in 1929 that the decisions of treaties ending the
war remain unchanged in the question of disarmament. The parties remained deaf to the arguments of others. Social-political tensions were escalated by the military men whose tools for work, life, power, fear - were be ing tried to be taken away from them. The activists of the pro-League associations found themselves in an even more difficult situation when they were trying to explain the necessity of restrictions or reductions in their army. The more and
216 Condition of the associations of friends of the League of Nations (1919-1939) louder the need to change the treaties was expressed, the more social acceptance for any kind of alterations of numbers of armament or of training of the armies, etc., was dwindling. A high position of the French pro-League movement might be suggested by the project of a European union, proposed by Aristide Briand from the tribune of the 10th Assembly in 1929. It was being analyzed over several years, what gave to the French pro-League associations an occasion to remind others that they are the promoters of the project which had been introduced into international circulation by their honor able chairman. The discussion around this issue was also included into increased activity of the proLeague associations in connection to the anniversary character of this assemble as well as into half-year later anniversary of the inaugural session of the Commission. It was a time of an increased activity - numerous events of information and propaganda character took place. Publications of the League and ILO as well as of willingly watched films, but also of informa tion boards, sets of postcards, albums, etc, were distributed. The merits of LN in liquidating such conflicts as Swedish-Finnish about Aland Islands, Greek-Bulgarian or Bolivian-Paraguayan, were being exhibited. Well-deserved praises for the amount of work were gathered by the ILO which was fighting for ratifica tion of resolutions and recommendations concerning many of the basic issues important for people, begin ning with the 8-hour workday
or prohibition of night child labor. At that time, also, generally good relationships between secretaries of LN and UIA tightened. Associations were an important, often the main receiver and a distributor of information-propaganda ma terials. The were popular prizes in various competitions organized especially by schools. The help of the pro-League associations in the distribution was important also in the case of the circulation figures inad equate to the demand. Especially difficult was distribution of „Resumé mensuel”, which was published in four language versions. German version in 1930 had only 21 subscribers, Italian 5, Spanish 1. Despite the alerts form the sales department of the Secretary, until 1930 the circulation figure of the Italian edi tion was 1830, Spanish 1650. Anniversary mobilization of the pro-League associations was a turning point separating relative ly good 1920s from the following decade dominated by the economic crisis and increasing political cri sis. It was accompanied by progressing lack of faith in the activities of governments, what was encour aging peace proponents and pacifists to develop grass-roots initiatives. A lasting trace was left by the Peace Ballot carried out at the turn of 1934/1935 by Britons with the participation of 11 million people. The plans of transferring this idea into entire Europe resulted in establishment of the International Peace Campaign (Rassemblement Universel pour la Paix (RUP)), focusing various political and social forces advocating the defense of peace. The plans of mass gatherings of the defenders of
peace and opponents of fascism in Paris, Brussels and Geneva triggered a counter-action mostly of British LNU. So far consistent and complementing each other paths of the British government and the activists of LNU were clearly diverging. The government of Switzerland refiised to agree to hold RUP assembly in Geneva even though well-known lord Robert Cecil was its main representative. Some governments were impeding, and in the end blocking, participa tion of national delegations in the gathering which took place in Brussels in September 1936. It also con cerned delegation from Poland which found itself in a very telling company of the absent - delegations from Japan, Germany and Italy were missing. The assembly in Brussels gathered delegations from 22 states and several dozen social and polit ical organizations. The propaganda closing of the gathering was a meeting on the Heysel stadium on 6 September 1936. It was the biggest peace manifestation of the interwar period - the last one organized on such a big scale. Four thousand delegates, not counting accompanying people and those “assisting”, participated, what in sum was - according to various sources, even up to 20-30 thousand people mani festing in defense of peace. Among the problems which were engaging the delegates from particular countries more and more lively was the Jewish question. The behavior of German authorities towards all minorities was a recur ring topic of all manifestations connected to the activity of the pro-League organizations. The compromise was difficult also because of the increasing
resistance of Arabs to the intensified immigration of Jews to Palestine. Resolutions and appeals addressed to the League of Nations and other institutions and organiza tions, equally helpless, like UIA, were multiplying. Increasing and spreading actions built on nationalistic foundations were triggering propaganda counterclaims in the capitals of the European destructors of peace - Rome, Madrid, Berlin. It led inevitably to a gradual distancing of the delegations of these countries

Their resignations from membership increased budget difficulties, which were being resolved to a larger extent than previously by participation of private donations. The Minority Commission of UIA was undergoing a difficult time also due to an increased activity of the representatives of minorities who counted on using it as a trigger for an explosion. The narrative of the book shows a positive effect of the creation of the League of Nations and asso ciations supporting it on the development of international relations. The scale of difficulty is shown by the activities of its successor - United Nations Organization, straggling for a decade with similar, often the same problems. The League and the associations supporting it were treading new ground with an ambition of essential changes. If in the first years of the interwar period we can talk about first positive steps, the second decade of this peculiar truce showed an old/new face of international politics, of not only that time. Discussions, full of doubts and emotions, did not omit any circle - regardless of the fact if it was friendly or hostile towards the project being realized in the form foreseen by the LN Covenant. The problem was actually not about the institutions, but about people - societies, nations, civilization. A more narrow plan concerned, first of all, positions of particular governments, their approach to the idea of common and universal dimension. It is emphasized in the book that
the dissonance between a gov ernment and pro-League associations was unfavorable first of all to the later - the weaker link. Simply, a government could fimction without a pro-League movement, but the pro-League organizations without support of the authority ֊ could not. It concerned to a lesser extent (but it did!) British organizations fo cused in the LNU, even though it resulted in a fall of authority and popularity of the pro-League organiza tions. The generosity of members would decrease, especially more wealthy ones, who were mostly com ing from conservative circles. Their imaginations about the methods of defense of peace were different than those of the left. Everyone was afraid, but each of them wanted to overcome the fear in a different way. Questions such as where pacifism and the activities in the name of superior goal - peace in Europe and in the world - end and egoism begins: politics of concession on others’ expense, at times defeatism, were not finding easy answers.
