CRIME AND PUNISHMENT. THE FEATURES OF THE LEGAL
POSITION OF THE GRAND DUCHY OF FINLAND
Summary. Until today, the punishment of criminal wrongdoers is an
indispensable part of state power. Crime control and criminal justice policy
are essential parts of the political system. The Scandinavian countries
differ in terms of both stability and softness of criminal policy:
As Grand Duchy, Finland was part of the Russian empire and the Russian
emperor reigned over Finland. However; Finland enjoyed substantial
autonomy, especially when it came to domestic matters. Throughout the
nineteenth century, Swedish laws were largely in force in Finland. It was
also during the period in Finland that nationalistic sentiment started to
evolve and people became more politically active pushing forward Finland s
independence. Despite the considerable resistance of the metropolis, in
1894 the Grand Duchy of Finland succeeded in adopting a new progressive
Criminal Code.
The paper utilizes a broad range of sources ranging from legislator
memorandums and reports of officials of the Tsarist administration to
expert opinions published in special journals. Analysis of historical and
political development of the Grand Duchy of Finland and legal concepts
makes this research a multidisciplinary study.

CONCEPTUAL FOUNDATIONS OF THE FORMATION OF THE
STATEHOOD OF LATVIA, LITHUANIA, ESTONIA IN 1917-1920
Summary. Even 100 years after, questions remain about how to qualify
correctly the events of 1917 in Russia, how the internal and external factors
of those events were combined, why they ended this way, and not the
other. In this framework, the interest in the circumstances of the Baltic
separation from Russia remains relevant. It is just to raise the question
of which concepts have served as the basis for this process. In particular,
it is important to understand whether these concepts of internal property
had already been there or were brought from the outside. The concept of
unimpeded statehood prevailed. This happened not because this concept
was more in demand. The fact that other competing concepts lost their
power due to circumstances played its role. Such development determined
the image of the Baltic States for the period 1918-1940.

THE “GERMAN FACTOR” IN THE BALTIC STATES 1918
INDEPENDENCE PROCLAMATION PROCESS: THE HISTORY
AND MODERN POLITICAL EVALUATIONS
Summary. Memories of the past are politically regulated by the present
in the Baltic States, which is due to the peculiarities of the politico-legal
and historical bases of gaining independence both in 1918-1920 and in
1989-1991 that were based on numerous violations of the rights of peoples
and individual people, civil wars, external military aggression and unique
political opportunism. Numerous white spots of history inevitably push
the Baltic states to a propaganda war, which can be replaced only by an
objective study of the historical past only.

THE ESTABLISHMENT OF ESTONIA S INDEPENDENCE:
HOPES AND SKEPTICISM. 1917-1925
Summary. The independence of the new States in the East Baltic in
the late 1910s inevitably put these countries before the need for finding
guarantees of its preservation. In addition to ensuring internal political
stability (which was created to provide the state apparatus and the
elimination due to the loss of economic ties with the former metropolis
negative effects in the economy) Baltic States had to take the place in a
radically altered geopolitical landscape that would safeguard the foreign
security. With the implementation of this task, the situation was much
more complicated than the solution of economic problems. Searching for the
solutions the government of Estonia had to look for answers to the many
foreign policy challenges constantly. The efforts of Estonian diplomacy
have not brought results due to objective circumstances.

THE STAGES OF ACHIEVING ESTONIAN
INDEPENDENCE (1905-1925)
Summary. Although poets did write about Estonian independence prior
to 1905, achieving independence was actually completely unrealistic under
the conditions that existed back then. The first stage of achieving Estonian
independence began with the revolution of1905 and primarily consisted of
the formation of the idea of Estonian autonomy and demanding autonomy.
The second stage, which led to Estonia s declaration of independence,
began in autumn 1917. After it became clear that the Russian Provisional
Government could not prevent the eruption of chaos, the Bolsheviks seized
power and Estonia came under the threat of German occupation. Estonian
independence was declared just before Germans captured Tallinn.
The third stage — the realization of the declared independence —
began in the autumn of 1918, after the fall of German occupation rule.
The Estonian People s Force (Eesti Rahvavdgi) succeeded in defending the
country against the Red Army. On February 2,1920, a peace treaty was
signed between the Republic of Estonia and Soviet Russia.
The fourth stage was achieving economic independence. In economic
terms, Estonia did not break with Russia, but Russia cast Estonia aside
by suddenly cutting all previous economic ties. Estonia reacted to this
with a shift in economic policy, which proved difficult and was realized in
the second half of 1924. This meant that Estonia had now also achieved
economic independence.
Estonia s choices during the first stages were quick reactions to external
conditions. The choices made in the stages of realizing independence
and achieving economic independence, however, were based more on the
expectations of the Estonian people themselves.

AUTONOMIST AND SEPARATIST TENDENCIES
IN LATVIA DURING WORLD WAR I
Summary. The article examines the socio-political processes in Latvia
(Courland, the southern counties of Livonia and the Latgalian part of the
Vitebsk province of Russia) during the World War I. The reasons for the
popularity of loyalist rhetoric at the beginning of the war against the
Tsarist authorities are shown; the conditions for the radicalization of public
sentiments and their interpretation in historiography and educational
literature are revealed; the role of socio-demographic deformation in
political processes is assessed. The author comes to the conclusion that the
fate of Latvia was solved with the direct intervention of external forces in
the conditions of military and post-war devastation, taking into account
foreign «geopolitical» developments and ideological confrontation, but
these factors do not always receive proper attention in the writings of
historians referring to this topic.

THE NATIONAL LATVIAN STATEHOOD IDEA DEVELOPMENT.
FEBRUARY, 1917 — JANUARY, 1918: FROM THE AUTONOMY
TO THE INDEPENDENT STATE
Summary. The main theme of the paper is the development of the
idea of the national statehood in Latvia in 1917. During the WWI the
possibility of the national autonomy had been discussed by many nations
of the Russian Empire. First of all it was connected with the formation
of nation military units. Already in 1916 the first project of the Latvian
autonomy within the Russian federative state was worked out. Still the
Provisional Government, who came into power in February 1917, had
no specific program of the national reform in the multinational state.
The Provisional Government granted the right of self-determination
to the northern part of Latvia — Vidzeme, but denied to unite three
historical Latvian parts. This fact both with the Provisional government s
refusal to declare Russia a Federal democratic Republic were incentives
to pay attention to the national independence of Latvia. At the same
time Latvians prepared to the All-Russian Constituent Assembly a
last attempt to save Russian Federative Republic. In order to work out
their common point of view on the Latvian autonomy which would be
expounded at the Constituent Assembly, the Latvian National Provisional
Council was formed. After the October revolution this Council headed the
Latvian democratic society, opposing the Bolsheviks. The Bolsheviks tried
to neutralize the influence of the Council declaring the Latvian Soviet
Republic. The radical change of the political situation in Russia drew the
Latvian Councils attention to the variant of the Latvian independence.
The dissolution of the Constituent Assembly put an end to the hopes of
Latvian political autonomy in the Russian Federal state.

THE FORMATION OF LITHUANIA S INDEPENDENCE
AND RELATIONS WITH SOVIET RUSSIA
Summary. At the turn of the millennium on the western frontiers of the
ancient Russian state there began to form the states of its neighbors: first
Poles, then Lithuanians. The relationship in such a triangle was initially
complex. Realizing no one of them would stand in confrontation with the
mounting power of Russia, the neighbors decided to unite. In that union
the position of Poland was prevailing. The article analyzes the centuries-
old relations of the three states, two of which acquired, lost and regained
the sovereignty, conflict among them, especially after the end of the First
World War. The special focus in the article is given on the relations of
the new Lithuania and Soviet Russia in the context of the presence and
influence of Poland on these processes.

THE “LITHUANIAN FACTOR”
IN THE SOVIET-POLISH RELATIONS IN 1918-1919
Summary. The article examines the role of the Lithuanian factor
in the formation and development of Soviet-Polish relations at the turn
of 1918-1919. At that time, Lithuanian and Belarusian lands became the
subject of a dispute between two independent republics — Soviet Russia
and Poland. In the geopolitical constructions of Warsaw and Moscow
this region occupied a special position. At the initiative of the Russian
Bolsheviks, the Lithuanian-Belarusian Republic was created, which
existence was closely linked with the need to protect against military
expansion from the west. At the expense of LitBel in particular it was
intended to implement a number of territorial concessions to the Polish
side in order to avoid a large-scale military confrontation. Moscow s peace
initiatives, which were contrary to the position of the Polish communists
and the leadership of LitBel, did not receive a positive response in Warsaw,
which led to the military seizure ofVilno on April 19,1919.

IN THE BALTIC STATES BETWEEN THE WORLD WARS
Summary. The article is devoted to the role of the religious factor
in the development of the new independent states that emerged in the
Baltic region with the dissolution of the Russian Empire. The genesis
and strengthening of national identity was an important task for these
new bordering states. The religious factor played an important role in
its implementation. One of the priorities was to break the limitrophes
Orthodox Churches away from the Russian Orthodox Church and to
ensure an autocephaly status — or at least full autonomy —for them. At
the same time the new Baltic States relied on Western powers support
for the consolidation of their independence and regarded the Holy See
as one of their influential protectors. That was especially relevant for
Estonia and Latvia, as the relations between the Vatican and Lithuania
were complicated by the Polish issue. Papal emissaries in Lithuania (and
to some extent in Latvia) were often suspected of being pro-Polish and,
therefore, hostile to these states interests. In all Baltic States, however,
the Catholic Church was regarded as a force capable of consolidating and
strengthening national identity.

TALLINN-REVEL CITY S ANTHROPOLOGY AND SEMIOTICS
DURING THE REVOLUTION OF 1917-1920
Summary. The city of Tallinn (called Revel till 1918) is a good example of
a locus in which the historically predominant semiotic organization of urban
space interacts with different cultural traditions and strategies of behavior.
The economic boom of the early twentieth century facilitated the active
migration of skilled workers from Russian provinces with a developed
industrial production to Estonia.
After the Bolsheviks signed the Russian-German peace treaty, Russian
troops were withdrawn. Together with them, Russian officials, their
families, Russian industrial workers and engineers fled the German
occupation. The Russian population of Tallinn decreased to several times.
On this demographic background, there emerged the Republic of Estonia
as a national state.
As a rule, the state fixes images and imperatives established in the
public consciousness to understand the history of the country and people
within a certain cultural paradigm. Changing the names of cities, towns
and streets is one of the most notable manifestations of the symbolic
appropriation of space within the framework of the policy of historical
memory.
To 1917 a toponymic picture of Tallinn with the participation of
Russian inhabitance, with political efforts of the official St. Petersburg for
integration of the Baltic provinces, was created in Tallinn. The semiotic
balance was supported by the German Ostsee tradition and the growing
self-awareness of the local Estonian majority.
Proclaimed in February 1918, the Republic of Estonia needed
additional legitimation not only because of the «right of nations to
self-determination», but also for securing this right in a system of
visual symbols. The semioze of the city landscape was to emphasize the
national character of the new state, contrasted with the old imperial
symbols.

PROBLEM OF INTERPRETATION OF DEFINITIONS
OF A “NATION” AND “SELF-DETERMINATION”
AT THE BEGINNING OF THE XX AND XXI CENTURIES
(THE BALTIC STATES CASE)
Summary. Changing ideas of a nation and transforming
interpretations of self-determination of peoples allow to understand state
and nation evolution through historical perspective. In case of Baltic states
these positions do not only perform key aspects of Baltic states in crisis
periods of time in the beginning and in the end of the XX century towards
the beginning of the XXI century but also identify main positions of foreign
policy od Baltic states towards Russia.
