SUMMARY
Jews had settled in the area of the Balkan Peninsula
already in Roman times, before the first Slavic tribes arrived.
Remnants of material culture and inscriptions on tombstones
indicate that in the ancient period, under Roman rule, they
lived in the areas of Macedonia, Slavonia and Dalmatia. The
text talks about their resilience in countries where they had
never been a majority, but they had always respected the laws
of those states and were loyal citizens.
They dealt with trade because the laws of the countries in
which they lived prohibited the possession of the arable land
and were therefore very mobile as a people. Their settlements
were mostly located along riversides or in coastal areas. City
authorities accepted the Jews. But in order to separate them, the
authorities assigned special housing districts to them.
The Jews had their own customs, culture and religion.
They differed in the area from which their ancestors came, cul-
tural patterns, the languages that they used, their costumes, and
in how they confessed their religion. In the era of national
awakening and the creation of nation states, the Jews were con-
tent with their position. They were late in forming a modem
concept of nationalism. Most of the other peoples in the territo-
ries where the Jews had come to originated from historical
peoples who had inhabited those territories since the Middle
Ages or earlier and who had already formed a sense of nationa-
lism in the modem sense.
The Jews themselves experienced a national awakening
and a national idea which was called Zionism. They were a
numerous people, scattered across many countries, but who did
not have their own state. They wanted to achieve diplomatic

arrangements with the Great Powers, especially the United
Kingdom, which would grant them a territory where they
would establish their home state.
The Jews sought to realize their home state on the same
ground where they had lived historically. Since it had been
approved by the Great Powers that the state of Israel could be
founded in the area of the British Mandate of Palestine, Jewish
citizens dreamt of moving to that area and realizing their nation
state there. There was always a blue suitcase in Jewish homes
in which money was collected for buying land in Palestine.
When socio-historical circumstances permitted it, the sta-
te of Israel was established. Almost all of the Jewish people
from the former Yugoslavia wanted to move to their home
country. The Jews of former Yugoslavia, with the favorable
agreement between the two governments of Yugoslavia and
Israel, could do so.
We have ascertained that all of the reasons for aliyah,
with some exceptions, had an underlying Zionist foundation,
i.e. their purpose was to move to the home country. Yugoslav
Jews sought to move to Palestine in as great a number as was
possible and to thus contribute to the creation of material
conditions for the arrival of even more Jewish immigrants
from all over the world to create the basis for a request to cre-
ate the state of Israel, among other things, based on demo-
graphic arguments, i.e. based on the solid information that
Jewish residents predominated on the requested territories in
Palestine.
The organized emigration of Jewish from the territory of
the former Yugoslavia took place in the period from August
1948 to 1952. The organized emigration took place in great
waves. Yugoslavia allowed all of its Jewish citizens to go to
Israel without any restrictions and conditions, except for those
that already existed and applied to other citizens - by acquiring

a citizenship release. Yugoslav citizens, as future citizens of
Israel, lost the right to citizenship and the right to own property.
The total number of persons who, during the period from
1948 to 1952, within the framework of organized aliyahs, left
for Israel had, thus, reached 8,618. Of these, 4,517 were from
Serbia, 2,747 from Croatia, 974 from Bosnia and Herzegovina,
308 from Macedonia, 68 from Slovenia and 4 from Montene-
gro. According to statistics, after the departure of the last group
of immigrants in July 1952, the number of remaining Jews in
Yugoslavia was 6,175.
Not all Yugoslav emigrants were satisfied with the situa-
tion in Israel and a number of dissatisfied immigrants later
returned to Yugoslavia. In principle, obtaining a return permit
was very rarely approved.
The Federation s leadership, in turn, thought that the
Yugoslav Jewish community had already given enough people
to resettle Eretz Yisrael and that it was now necessary to retain
the remaining members in order to maintain the continuity of
an organized existence of the Jewish population in Yugoslavia.
After the sixth organized aliyah, emigration to Israel was carri-
ed out individually, under the same conditions as for organized
emigration, freely, without a prior request for a visa, until June
13, 1967, when diplomatic relations between the Socialist
Federal Republic of Yugoslavia and Israel were officially ter-
minated
