Summary
We are living in a century of the most precipitous change, and it is almost
impossible to predict what the world will look like in 20 years’ time.
According to Bauman (2017, p. 9) our age is a fluid one - no new social
forms have time to establish themselves, society is changeable, orientated
towards individual interests and globalised. The global world, meanwhile,
faces serious social problems, the impact of which can also be seen in
Europe. In the context of the other socio-economic changes that are taking
place (for example, the advent of the fourth industrial revolution), the
already difficult path of démocratisation is for many European countries
becoming even more thorny. The European Union, whose chief mission
is to maintain peace and prosperity in all its member states, has shown
itself to be a highly heterogeneous grouping that has difficulty coming
to agreement on the solutions to complex problems such as the ongoing
migration crisis. The result is an increase in anti-European feeling that is
fertile ground for the new wave of populism and nationalism, not only
in post-communist countries but in traditional democracies as well. The
desire for certainty and security is, moreover, being abused by some
politicians as an excuse to slice away at individual freedoms (as, for
example, in Hungary and Poland, but also in France).
Given the events with which we as a society have had to deal in the
past few years, the question we ask in this book concerns the nature of
people’s lives in present-day Europe. Specifically, we try to capture the
values and attitudes of the inhabitants of the Czech Republic in comparison
with people living in other European countries. Our answers come from
the data in the European Social Survey, in which the Czech Republic
first participated in 2002. The data currently available is from the eighth
wave of the survey, which took place at the end of 2016. This extensive
international research allows us to carry out a truly detailed analysis of the
attitudes of Europeans in many areas of their lives. The book thus contains
a number of analyses of attitudes and value orientations concerning
certain issues, both of Czechs and of the inhabitants of the other European
countries that took part in the ESS project. A certain common denominator
across all the chapters is difference - the difference between the Czech
Republic and other post-communist countries on one hand and the rest of
Europe on the other.
It can be seen that the historical legacy of communism is still found in
the values of these societies. One of the areas significantly influenced by
the communist past is that of social trust. All the post-communist countries

have, compared to traditional democracies, lower values for individual
and collective social capital and a lower level of generalised trust. Yet
social capital is important not just from the societal point of view, but also
from the individual point of view, as we have clearly shown in relation to
its connection with health.
In a similar way, the different nature of the post-communist countries can
also be found when we look at European societies from the perspective of the
values to which people give precedence. Here, Czechs and other countries
of the former Eastern bloc differ from their western neighbours above all
in terms of their orientation towards success and power - an orientation
that has even grown over time, contrary to expectations. On the contrary,
the values of tolerance and orientation towards other people, typical of
economically-advanced countries, are on the wane in the Czech Republic,
in contrast with the economic trends. A further interesting feature of Czech
society is that it shows a different trend regarding the influence of education
on preferred values. While in other European countries, tertiary education
is connected with the values of tolerance and orientation towards others, in
Czech society this orientation is more the domain of less-educated groups
with lower social status. Inhabitants with tertiary education recognise above
all the values of orientation towards success and power.
Success at work and sufficient financial means play a significant role in
the overall feeling of satisfaction with life. As our book also shows, material
sufficiency is even more important to Czechs than health. However, health
follows immediately after financial security in the list of factors that
influence Czechs’ feelings of satisfaction with life. In keeping with the
current academic literature, our data supports the proposition that overall
satisfaction with life is not overly associated with the presence of a child
in the household. A lack of success in all the areas under study (health,
the sharing of a household with a partner or children, work and the
ability to live on one’s income) increases the likelihood that respondents
will evaluate their lives negatively, both in the case of men and women -
indeed, especially so for women.
Women also differ from men in the degree of their declared feeling of
safety and fear of crime. This is not, of course, something peculiar to Czech
women. In general, the proportion of people in the Czech Republic who
feel safe is relatively low. Moreover, this feeling seems to be associated
only in part with overall crime levels. It must be understood as a broader
social phenomenon which may be influenced by a number of more general
societal factors. In countries whose inhabitants are more trusting, happier
and more satisfied with life, the degree of safety felt is higher. It can also

be seen that fear of crime and feelings of safety significantly influence the
evaluation of quality of life. People who do not feel safe in the places where
they live, and who are worried they will become the victims of crime, tend
to seek out the company of other people to a somewhat lesser extent than
do people with a low level of fear and a greater feeling of safety. On the
other hand, the degree of impact that the fear of crime has on quality of
life is to a large extent subjective. In the case of Czechs, we may observe
a higher declared degree of the impact of fear than we might expect, while
in the case of the Nordic countries it is the other way around.
We also found Czechs to have considerably more negative attitudes to
the impacts of international migration than official statistics might lead
us to expect. In this regard, Czechs are considerably more critical than
the inhabitants of other countries. Nevertheless, they are not exceptional
in their attitudes. The ESS data show that even before the peak of the
“migration crisis” there were fears in Europe of the impacts of migration,
above all relating to rising crime. Positive expectations relate mainly to
the enrichment of cultural life. On the contrary, the impact of migration
on the economy and labour market is evaluated by Europeans in a largely
negative way. The greatest fears of migration are declared by people with
lower education levels and lower social status, with sex, age and size of
place of residence having only a small influence, or almost none at all.
Given the above-mentioned weak attachment of Czech society to the
values of tolerance and orientation towards other people, it is not very
surprising that in their understanding of democracy Czechs place far
less weight than inhabitants of any other country on the protection of
minorities, and in general on egalitarian attributes in democracy. However,
this is also intensified by the fact that the level of income inequality and
the degree of threat of poverty is low in the Czech Republic. In their ideas
of the ideal democracy the Czechs come closest to their Slovak neighbours,
as well as to other post-communist countries in the region. We may thus
once again state that the perception of democratic values is closely tied to
the cultural and historical context of the country in question, and reflects
the society’s value alignment. Overall, it may be said that for Europeans
the dominant characteristics of democracy are a just and independent
justice system, and free and fair elections. The more emphasis that people
put on freedom as a value, the more likely they are to be satisfied with the
current state of Czech democracy.
Satisfaction with democracy is something that has long been at the
centre of interest of political scientists and sociologists. The democracy
boom also brought a boom in democracies that are in many regards

non-standard. The study of democracy thus gained a new dimension -
researchers started to look at its quality. The issue of the quality of
democracy is connected to the degree to which it corresponds to its citizens’
ideas. Some authors suggest that the more dissatisfied citizens are with
the state of democracy in their countries, the smaller their support will be
for democratic rule in general. Satisfaction with democracy is, however,
not only related to the performance of democratic institutions. While
it used to be true that in the countries of Western Europe citizens were
more satisfied with democracy than were citizens in the post-communist
countries, it now needs to be stated that the degree of satisfaction with
democracy is closely connected to a country’s economic performance. In
the countries of the Eurozone that were affected by the debt crisis we thus
find a fall in the level of satisfaction with the functioning of democracy.
This dissatisfaction is therefore connected to a considerable degree with
the inabilities of national governments to deal with citizens’ problems in
an effective manner.
It might be said that Czechs do not see their life in present-day Europe
in too positive light. In our data the position of the Czech Republic is
similar to that of its geographical location - in many respects the positions
and values of the Czechs are close to the other post-communist countries,
but they are frequently closest to the value alignment of the West. The
overall picture of the values and positions of Europeans is nevertheless
much more complex. As our analyses of the ESS data have shown, it is
important to research social phenomena in a complex way, for only thus
will we be able to understand and capture its current development.
