Abstract
The author of this collection of articles and studies about interwar Bucha-
rest, Zoltán Rostás, draws attention to the fact that interest for the city’s history is
rarely directed towards understanding the efforts made by specialists to make this
environment more habitable. These texts are worth rereading not only for the value
they had when they were published, but also for their relevance today. It is actu-
ally amazing to discover that the expertise and solutions proposed by specialists in
urban planning, sociology, medicine and social assistance remain valid today.
Therefore, this anthology collects Bucharest-themed articles and studies
published in the interwar journals edited or related to Dimitrie Gusti: Archive for
Science and Social Reform, Romanian Sociology, as well as the magazine Social
Assistance. Not all the authors were part of the Bucharest School of Sociology (as
in the case of the volume Another interwar Bucharest published in this series), but
they certainly belonged to the social network developed by Gusti.
The volume makes its debut with a brief and original text from the Roma-
nian Encyclopaedia written by Anton Golopenpa, member of Gusti’s group of
sociologists who organized this monumental work. The text Bucharest - the social
appearance is a genuine essay about social history which would annoy the regular
reader with its positivist, event-centred, romantic style found in most historical
writings from that period. Golopenpa approached the historical stances of the
capital from a macro perspective, establishing sociologically justified evolution
phases. However, it is only natural for him to be more interested in the period
started by the Great War. “Although made up only by western houses, the capital
remains however a noticeable eastern city of Europe due to its almost complete
lack of systematization. The past 20 years are, from an urbanistic point of view, a
continuous battle between the new and old Bucharest. The eyes of those who built
the city after the war, city which was growing at a pace unknown in Western
Europe, were aimed towards America.”
In this first part, two renowned Romanian urban planners, Spiridon Cegá-
neanu and Cincinat Sfinjescu, begin to plot out urban development starting from
the first issues of the Archive magazine, right after the First World War. In agree-
ment with Gusti’s outlook, Ceganeanu, relying on his western experience, supports
the priority of scientific research over political decisions and action: “The solution
to our problem, however, requires a wider study based on scientific facts and, most
importantly, led by factors not ruled by the fluctuations of our public life, which
can continue their research unimpeded and have full moral authority to impose

solutions. Because solving the living problem in the capital, in provincial cities
and in the countryside is badly needed, especially now when we expect intense
activity, when so many healthy people have died in the war and especially because
of the diseases that lurk where the housing is bad and the food is miserable.”
Cincinat Sfintescu is no less sensitive to the social problem, but in order to
reach the urbanization tasks from the beginning of the 1920s, he first reviews the
“regulation plans” regarding the capital city of Greater Romania. For good rea-
sons, he presents the 20 plans conceived between 1848 and the beginning of the
First World War, as he also shows the reasons these projects failed. But while
correcting old mistakes, those responsible for the capital - says the study’s author
- first had to decide whether “Bucharest is destined to be a global city, will it only
remain the capital of a country or will it fall in the position of a regional city?
Every Romanian, especially those living in Bucharest, will be of course inclined to
say without hesitation that Bucharest will become an international city, hence
concluding the necessity of some monumental works. However, let us see and
analyse this question.” Sfin^escu’s analysis was of a competence and clarity rarely
seen in the urbanistic literature of the time. But the author published a second
study in 1929 in the same Archive: “Almost nine years have passed and a lot of
events have happened in the municipal administration since then, either economi-
cal, or legislative, which could have deeply influenced Bucharest’s systematization
for the better. But these opportunities have been missed. Even today, as far as
urbanistic achievements are concerned, we can’t say things are worse than in
1919, but 1 am sure that nothing has fundamentally changed from the old adminis-
trative concepts and that the real urbanistic improvements that can be listed from
this period lack depth.” Sfintescu was not disarmed by the slowness of the admini-
stration’s modernization; he instead came up with new proposals. which remain
valid today.
The second important part of the volume deals with an apparently known
phenomenon: the migration of peasants towards cities, particularly towards Bucha-
rest. Mihai Pop, member of the monographic school, future founder of Romanian
cultural anthropology, draws attention in the magazine Romanian Sociology to the
fact that this significant social category is not characterized only by the
socio-professional environment which incorporated it, but also by a living peasant
culture. Therefore, the inexperienced observer can see during summer how “.
around Pentecost, one can see teams playing the in front of coffee shops and
restaurants, in markets and in parks, but these calu§ari are not from the country-
side, they are inhabitants of Bucharest, that is, peasants who have left their villages
long ago and now live in Bucharest, as employees of the Tram Society, as police-
men, as factory workers or something else. With the arrival of the ritual time, they
strip the uniform, the factory clothing or the city clothes and put on the calu^ar
costume, choose their free time, form bands, take the stick with green garlic on top
and play the calu§ - just as they would do it in their villages - on the capital’s

asphalt, between buildings, sometimes hindering the movement of modem vehi-
cles.” If Mihai Pop’s articles analysed the spontaneous phenomenon of migration
and the survival of peasant culture in the capital, Dimitrie Gusti’s articles and
those of sociologist and historian Henri H. Stahl, the professor’s most important
collaborator, were occasioned by the opening of the Village Museum from Bucha-
rest, a moment which institutionalized the folkloric dimension. These articles were
characterized by a particular political moment of the time, in which the establish-
ment of an essentially modem settlement was directly correlated with King Carol
II’s strategy to appear as a defender of the interests and values of the Romanian
peasantry. Beyond political discourse, the two articles made it clear that the village
museum was in fact designed in such a way as to serve the scientific and social
intervention goals of the Sociological School of Bucharest.
The last part of the anthology comprises four studies from the magazines
Archive, Romanian Sociology and Social assistance. Gheorghe Banu, professor of
social medicine and prominent figure of his field during the interwar period,
meticulously analyses the situation of “found children, orphans and poors” regis-
tered in Bucharest. In order to reach the years following the First World War, the
author begins with a historical outline of the institutionalized attempts to help
children coming from these disadvantaged categories. Here we find the same
malady of projects and poorly supported efforts, abandoned as in the case of the
“regulation plans” mentioned by the urbanists. One also finds certain similarities
with the current situation, when it comes to the shortage and competency of the
personnel.
If professor Banu studied disadvantaged children due to poverty using sta-
tistical methods, Veturia Manuilá, the founder and director of the Upper School
for Social Assistance, studied poor families from the capital’s suburb Tei. The
author describes families in which poverty is being perpetuated without any pros-
pect for escape. Equally shocking are the two journals of social diagnosis pre-
sented by doctors Aurel Voina and Sabin Manuilá - the latter would become the
director of the National Institute of Statistics. Even if some assessments for the
reasons behind family poverty are not acceptable today, the professionalism of the
research conducted on groups of disadvantaged people in Bucharest, as well as the
concern for strategies to improve their situation, show the significant level of
institutionalization attained by social intervention services in Bucharest. More-
over, this chapter, as well as the entire book, shows that the accusations perpe-
trated by Stalinist officials against Gustian sociology in the 1940s-1950s - accusa-
tions renewed after 1989 by non-professional historians and chroniclers of
Romanian sociology in Romania - lacked any ground whatsoever.
I would consider this volume as an invitation to broaden our research for a
more nuanced and diverse knowledge of the capital, which hides enough facets
which are equally interesting and important for an understanding of the particulari-
ties of urban development.
