Viktor Ivanov, Dmitrii Ivanov. Housing and communal services
during the Leningrad blockade (organizational and law aspects of
primary bodies in 1941—1943)
Abstract: The article analyses the work of primary bodies of Leningrad hous-
ing and communal services during the Blockade by the example of heat and wa-
ter supply and sanitary state of houses and adjacent territory. The authors come
to the conclusion that municipal service institutions had no accuracy, respon-
siveness and organization what was especially essential during wartime. Imper-
fection of sanitary legislation was adjusted by exogenous repressive administra-
tive decisions.

The Siege Chronicle of the State Hermitage
Abstract: Till the moment the daily life of the State Hermitage during the
World War II has not become the subject of special research. The main topic of
the paper is to analyze the complex problem of the exhibits conveyance from
the largest museum of the USSR, from Leningrad to the Urals region in the ear-
ly months of the war (before the siege started), and the fate of the remained
treasures. The research and curatorial activity of the museum staff remained in
the besieged city are also examined. The attention is paid to the functioning of
the State Hermitage bomb-proof shelter for cultural workers and the hospital
for dystrophy patients. The study considers the period of the State Hermitage’s
exhibits’ stay in Sverdlovsk, exhibition and educational activity of the Sverd-
lovsk branch of the Hermitage (including the organization of the exhibition
’’The Heroic Past of the Russian people»), the relationships between the State
Hermitage’s staff and the local officials, the reaction and reception of the local

community. There are some special subjects in the paper, videlicet: the re-evacu-
ation of museum objects, the restoration of the State Hermitage’s buildings and
halls during the World War II, and preparation of the first exhibitions, with the
exhibits-«survivors’ and those returned from Sverdlovsk. The article is based on
the archival sources, large part of which is published for the first time.

Eduard Korshunov, Aleksandr Rupasov. “The operation of the
Leningrad front... was a good combat training of its troops”
Abstract: In 1942 the headquarters of the fronts and armies began to estab-
lish departments for the study of war experience, which included not only the col-
lection of materials and preparation of policy briefs. The Directive of the Gener-
al staff from November 9, 1942, “On the study of war experience”, and the order
of 11 October 1943, Marshal A. M. Vasilevsky (Deputy people’s Commissar of de-
fense for work on the study and use of war experience in the army headquarters of
the Red Army), stressed: “The Staffs of the fronts and armies have learned the im-
portance of studying and quickly-flexible introduction of troops in combat experi-
ence. Most of the staffs of the fronts and armies found and skillfully apply the most
intelligible troops to the techniques and methods of using the experience of war”.
The Directive stressed that the staffs of the fronts and armies group for the study
of war experience should be part of the operational departments. Experienced of-
ficers with good tactical training should staff these groups. Published document
(«The defense of Leningrad in complete blockade (26.09.1941-12.01.1943. Brief
tactical overview»), sponsored by the operational department officer of the Lenin-
grad front headquarters, published for the first time. This document was the first
attempt to analyze the operational-tactical actions of the Leningrad front.

Alexander Kutuzov. Malta is the Heroic Island
Abstract: In the article “Malta is the Heroic Island” A. V. Kutuzov consid-
ers a problem of reflection of blockade in wartime. In the years of World War II
the plots connected with blocking of the countries, the cities and islands were

actively discussed by mass media around the world. The besieged Leningrad,
for example, was regarded in the history of Russia from the point of the western
powers attempting to organize trade blockade of the country. But the author
concentrated on reflection in the wartime press of the Nazis blockade of Mal-
ta. On the basis of research of the military and post-war time sources, messages
of the press and memoirs the author raises the questions of reflection of hunger
in the western media. During sea blockade of the island it wasn’t spoken about
hunger. There were the articles about escorts breaking to the island, about ca-
tering services and supply of peace citizens, the photos confirming that every-
thing goes well, the news about decorating of the island of Malta with the St
George’s Cross. It was said that attempts to break moral spirit of the popula-
tion by air terrorism were unsuccessful. And only in post-war memoirs are pro-
vided the data that there wasn’t enough food, it became more difficult to deliv-
er and the civilians of the island were supplied by the residual principle. The
author draws attention to the fact that the story of “their” fortresses’ defense
during wartime was created using certain technologies: thoroughly selected
historical sources, quoting mainly the statements of officials which backed up a
picture of heroic fight. And if views of simple people were used, they spoke the
same way. Having broken through the German blockade, the British could ar-
range deliveries of high-octane gasoline, planes and the food. And now the un-
derwater fleet and aircraft of the Maltese military base blocked supply of the
enemy in North Africa. But the main events of World War II took place on the
Eastern front.

Vladislav Kutuzov. Zhdanov and Stalin. Notes on the history
of the relationship
Abstract: V. A. Kutuzov’s article “Zhdanov and Stalin. Notes on the histo-
ry of the relationship” attempts to reveal the dynamics of the relationship be-
tween Zhdanov and Stalin on the basis of available sources. The author claims
their connection was strengthened by Zhdanov’s struggle with “trotskizm” and
other anti-party actions and by his support of all initiatives of Stalin. It is no
accident that in December 1925 Zhdanov, who was then only 29 years old, was
elected as the candidate to the Central Committee. During the 15th Congress
he was again elected a member of the CC. The special favour of Stalin to Zh-
danov was illustrated not only by his decoration with the order of Lenin, but

also by the fact that as far back as before the war his name was already given
to the Northern shipyard and the Pioneer Palace (Leningrad), the East-Sibe-
rian State University (Irkutsk) and so on. At the 17th Congress Zhdanov was
elected Secretary of the CC, being the first Secretary of the Communist Par-
ty in Nizhny Novgorod, and after the murder of Kirov he became leader of the
Leningrad party organization. In the mid-1930s, as alternate member of the
Politburo, Zhdanov signed the orders during the absence of Stalin. During the
defense of Leningrad Zdanov at times was confused and was harshly criticized
by Stalin for some blunders. Despite this Zhdanov was the second person in
the party after the end of the war. However, the relationships between Zhdan-
ov and Stalin began to change due to the diplomatic break with Yugoslavia,
the start of the Berlin crisis and Yuri Zhdanov’s speech against Lysenko. It is
not by chance that all the proponents of Zhdanov were eliminated or punished
on the Leningrad affair. A similar fate could await Zhdanov, had he not died on
August 31,1948.

Jurii Lebedev. Where is the real Haider?
Abstract: The purpose of the given paper is to initiate the publication of
a new translation of “War diary” which was written by the chief of the German
Army general staff colonel-general Franz Haider so that significant semantic er-
rors in previous Russian editions could be eliminated.
Linguistic research “Where is the real Haider?” is based on the compari-
son of the German (original) text with the English and Russian versions. This
article analyzes the semantic distortions in the text of “War diary” concerning
the period from 2 July to 13 August 1941 in relation to the actions of the Ger-
man Army Group “North” advancing on Leningrad. It was at that time when
the military and political leadership of Nazi Germany tried to settle the desti-
ny of Leningrad.
Revised translation of Haider’s “War diary” will contribute to a more objec-
tive view on historical events of the period of the Great Patriotic War.

Vjacheslav Mosunov. The Struggle for Sinyavino
heights during winter of 1943
Abstract: The article examines the course of struggle for Sinyavino heights
during winter of 1943. Sinyavino heights are situated to the south of Ladoga
Lake. On 12th of January Leningrad and Volkhov fronts troops began the offen-
sive to break Leningrad Blockade. On 18th January the troops of both front broke
Blockade and connected near Workers Settlement 5. After they had to build up
success of the offensive. One of the most difficult tasks for Volkhov front troops
was capturing Sinyavino heights. Red Army troops were forced to advance from
unfit positions and suffered high casualties. The capturing of Sinyavino heights
meant disaster for German defensive positions to the south of Ladoga Lake. Thus
18th Army command demand to hold the line of defence at any cost. Heavy pro-
longed for the second part of January and whole February of 1943, 2nd Shock
army soldiers managed to capture part of the heights.

Vadim Musaev. German Occupation
in the North-West of the Russian Federation
Abstract: As a result of the German offensive in the Eastern front in sum-
mer and fall of 1941 a large area of the Russian North-West was occupied by the
troops of the German Army Group “Nord”. The occupation lasted till early 1944.
German occupation policy in the Russian North-West, as well as in other occu-
pied Soviet territories, was inconsequent and reflected contradictions between
supporters of the “mild” and the “hard” lines. Some measures proved efficient for
some time, such as the agrarian reform or support of religious practices revival in
the occupied territories. But efficiency of such “creative” actions was thwarted
by “destructive” elements of the Nazi policy, first of all by treatment of the occu-
pied lands as an object of pillage. A serious obstacle for establishing acceptable
relations with the population of the occupied territories was Nazi ideology with
its exhortation of racism and russophobia. As a result even that part of the pop-
ulation, which was imbued with anti-Soviet and anti-communist sentiments and
was ready at first to collaborate with the occupiers, later turned away from them,
having experienced the predatory nature of the Nazi man-hating “new order”.

Alexis Peri. Pochti Chetyre Dnevnika: Narratives of Revision
in Vera Inber’s Blockade Diary
Abstract: Based on a comparison of unpublished and published versions of
the poet Vera Inber’s famous blockade diary, Pochti tri goda, this essay demon-
strates how, through the process of revising her diary for publication (in 1945,
1947, and 1968), Inber not only penned a foundational text of the Blockade
myth, she also reconfigured her identity into an acclaimed party writer and au-
thoritative “voice of Leningrad.” The manuscripts of her diary, much less coher-
ent and less focused on the events of the war, demonstrate how Inber struggled
to develop this new public persona and earn such commendations. Without
arguing that any one version of the diary is “authentic,” this essay makes the
case for treating the set of Inber’s diaries as one project devoted to the tasks of
self-transformation and self-presentation. This essay also argues that the mar-
ginalia and mark-up to the texts constitute a critical narrative of “working on
the self’ and writing the Blockade in their own right. They are reminders of the
diary form’s dual existence as both a life practice and textual product.

Vladimir Piankevich Queues in Leningrad during
the Great Patriotic War
Abstract: The article deals with the issue of the food supply of Leningrad
before and during the siege, normal survival strategies and the phenomenon of
queues at shops and canteens of the besieged city. The causes of the origin and ex-
istence of a blockade queues before February 1942 are revealed. The author con-
cludes that the ordinary citizen had no alternative but to stand in a queue for vi-
tally important food, despite the danger of death from cold, hunger, bombs, shells
and other threats. Simultaneously agonizing and often futile waiting forced to
seek and find other sources of food.

Alexander Romanov. Types of agitators in blockaded Leningrad
and their qualification
Abstract: The article takes under consideration general classification of po-
litical functionaries engaged in political propaganda among the population of
the sieged Leningrad. The author analyses the city and district committees of
the party and Komsomol committees’ policy of selection and training of propa-
gandists and agitators. The article states what methods of work were priorities
for every particular type of propagandists, and indicates the available data on the
number of political functionaries at different stages of the siege.

Aleksandr Rupasov, Aleksandr Chistikov. “...Not every day
cranberries are dispensed...»: one-time food dispensations
in Leningrad during the Blockade.
Abstract: The news items from “Leningradskaya Pravda” along with dia-
ries and letters composed during the Blockade contain information about one-
time dispensations of both food and some types of nonfoods to the citizens of be-
sieged Leningrad. The documents published in the article make it possible to
trace the development of this type of supply in the dynamics during substantial
period: from introduction of ration cards in July 1941 till November 1942 inclu-
sive. Furthermore, the scholars publishing the documents introduce clarity into
documents and papers about daily quota of bread dispensation in Leningrad in
September 1941.

Mikhail Suprun. Arkhangelsk in the wartime period, 1941—1945
Abstract: The author examines the history of wartime Arkhangelsk.
He pays special attention to regularities and particular features of function-
ing of main branches of the Soviet city in emergency. The article shows the
contribution of the citizens of Arkhangelsk to the victory during the Second
World War. Thanks to the strict centralization of the power as well as cruel
war methods the authorities succeeded to mobilize all possible resources for

the front in short time. However, the mobilization of the resources was ac-
companied by the minimizing of the consumption of the population and in-
tensification of labor. The author claims that this led to hunger, diseases and
extremely high mortality rate among the residents. Fast and total mobiliza-
tion of the resources to support the front at the beginning of the war led to
crucial imbalance in the structure of the city economy. By the end of war only
companies and organizations that provided needs of the front continued to
operate in the city.

Documents on the practice of the industrial goods supply
of the population of Leningrad (1943—1947)
Abstract: The problem of the supply of Leningrad residents with the indus-
trial goods usually slips oif from the field of vision of the historians of blockade.
However this issue became of crucial importance as the acuteness of the food
problem went down. The published collection of documents reflecting the prac-
tice of manufactured goods supply to the population of Leningrad in the time of
warrant system (1943-1947s) action is called to fill this gap. In 1943 the con-
sumer goods provision system for different categories of citizens, which exist-
ed till the ration cards system cancellation in December 1947, was formed; the
similar principles of regulation of this system and, as it follows from the doc-
uments, its typical shortcomings remained. Archive materials indicate the in-
sufficient supply of the population, the disorders in the city distribution net-
work and on the markets, the abuses in the allocation of warrants for industrial
products. During the war and first postwar years the state could not ensure high
level of provision to society as a whole, the shortage forced to distribute cloth-
ing, foot-wear, household goods according to the principle of economic priori-
ty. Levels of supply gave official status to social differences in the Soviet soci-
ety. It is important to note that the shadow redistribution of goods among the
Party and business leaders (through the special stores and workshops), and also
among the trade workers (who had access to the material values, including gifts
from abroad) existed on a par with the legally established rates. However, in dai-
ly life ordinary citizens encountered the absence in sale of the necessary sizes of
clothing and foot-wear, inequality in distribution of the warrants, insufficiency
of their quantity.

Sergei Iarov. Letters of G. A. Rudin as a source
for the Leningrad siege study
Abstract: The article by Sergei Iarov “Letters of G. A. Rudin as a source for
the Leningrad siege study” is devoted to the analysis of the private correspon-
dence between associate professor of Leningrad Technological Institute G. A. Ru-
din and his wife and daughter who were evacuated from Leningrad. Professor Iar-
ov examines the dynamic of the letters’ content. He insists that first letters sent
to the family in September 1941 included a lot of rhetorical and emotional is-
sues, but letters written later in November and December 1941 are more focused
on tangible issues of siege conditions: starvation, cold weather, bombardments.
Complex of the letters sent by Rudin until his death in February 1942 shows us
methods of resistance of people who did not want to lose the skills of civilization.
However, it is also an important source for the study of emotions in the besieged
Leningrad, as well as fundamental concepts of morality that existed under the cir-
cumstances of one of the greatest catastrophes of the 20th century.
