Cultural Diplomacy: A Case Study of the Consulate General
of the Republic of Poland in Los Angeles in the Years 1991-2011
Summary
The Consulate General of the Republic of Poland in Los Angeles was
established in May 1991 as the first Polish mission abroad after the change of the
country’s political system. The Consulate in Los Angeles became the fifth
diplomatic mission of Poland in the US, alongside the Embassy in Washington
D.C., the Permanent Mission of the Republic of Poland to the United Nations,
Consulates General in New York City and Chicago. It should be said that there
functions also the Polish Cultural Institute in New York. By virtue of the Vienna
Convention, a consulate has multiple tasks to fulfil and cultural diplomacy is not
necessarily prioritized among them. Nevertheless, since every and any foreign
mission is responsible for shaping the image of its country so it seemed valuable to
examine how the process was realized in the consular region of the Consulate in
Los Angeles, especially against the background of the political transformation
taking place in the sending country. The research analyzes the activities undertaken
within the scope of cultural diplomacy from the moment of the Consulate’s
inception in May 1991 till the year 2011.
Part I, titled “Basic Terminology and Its Practical Application”, is a survey
attempting to establish the basic definitions. Chapters 1 and 2 explain a series of
notions such as classical diplomacy or public diplomacy as means of intercultural
communication with the objective of examining cultural diplomacy as a form of
diplomatic activity. Chapter 3 deals with the theory and practical application of
cultural diplomacy: its history, origin, and development throughout history to the
present day.
Part II of the work bears the tile of “Cultural Diplomacy as an Important
Aspect of the Activities of the Consulate General of the Republic of Poland in Los
Angeles.” Chapter 4 presents the history of the Consulate and describes its
consular region which encompasses 15 US Western states, including the Polish
diaspora. Chapter 5 discusses the promotion of Poland in general as well as Polish
culture, art and science in the consular region. This very chapter also focusses on
the analyses of consular reports from the years 1991-2011, graciously made
available by the Ministry of Foreign Affairs of Poland for which I am very grateful.
It also explores the role of the Polish diaspora and Polish-Jewish relations in
shaping the image of Poland. The description and analyses of select undertakings
of the Consulate in the field of cultural diplomacy constitute the contents of
Chapter 6. The selection includes three major events which clearly fall into the
category of cultural diplomacy in its current understanding. In an attempt to

objectify the picture and counterbalance the author’s personal choices, Chapter 7
includes individual narratives and opinions about several cultural aspects and
events occurring in the consular region, presented by former and current heads of
the mission, career consuls for culture, an honorary consul for Poland,
a representative of the American Jewish Committee, and representatives of NGOs,
namely the Modjeska Culture Club, and the Polish Film Festival in Los Angeles.
The work is completed with the list of sources and the annexes. The latter
illustrate the political domestic and international context of the discussed period.
Similarly to the classic or traditional diplomacy, it is very difficult to state
unambiguously what exactly public diplomacy is as the term has so many
definitions and attributed connotations. In order to put it “diplomatically,”
terminological chaos in the case of this notion seems to reign supreme. Scholars
unanimously assert that it undoubtedly is an extremely important tool in foreign
policy, which allows for shaping public opinion favorably in other countries and,
by extension, indirectly, also the governments of those countries. If diplomacy is
understood as the external activities of state authorities, whose aim is realization of
foreign policy, it only follows that the methods applied in foreign policy and
people employed in Foreign Service must be closely linked to the goals.
Undoubtedly, public diplomacy must have sprung from traditional diplomacy, but
the accents seem to be somewhat different. A change in emphasis — from
traditional (state) diplomacy to the public sphere — results from different tools
employed and different targeted groups, although its main aim remains the same: to
provide support for traditional diplomacy. In opposition to traditional diplomacy,
public diplomacy is transparent and societal, and the more so, the better. The latter
may be conducted both by the governments and non-governmental entities, and the
target groups may be a broad spectrum of people as well as narrow select groups.
Public diplomacy is - or often tends to be — associated with propaganda,
international PR, public affairs, soft power or simply a psychological warfare.
Some claim that the notion of “public diplomacy” practically embodies everything
that the listed terms bring in individually. Hence its scope is very broad and it
might include three spheres: political, economic, and cultural. In practice, public
diplomacy in various countries tends to be limited to one sphere only. For example,
in Poland, it is associated mostly with cultural diplomacy or national branding, i.e.
creating the image of a country through products or services.
The term “public diplomacy” was coined and first used in 1965 by Edmund
Gullion who in his work brings a variety of definitions but a typical statement
would describe public diplomacy as ‘direct communication with foreign peoples,
with the aim of affecting their thinking and, ultimately, that of their governments’.
When analyzing the historical development of terminology and the changes
from the “ministry of war” to “ministry of defense,” “department of propaganda”
to “department of information” and then into “department of public diplomacy,” as

common in many countries, it seems that the new public diplomacy is just a label
and a more attractive, politically correct wrapping covering similar if not exactly
the same content. Semantics may differ and times call for the always necessary
terms to denote a new approach, but the goals and tasks stay very close to those of
the past, regardless whether we use the much disgraced term “propaganda.” The
only novel phenomena are desired transparency, if it is ever achievable, and
engagement of non-governmental actors. So actors change and so do the means of
disseminating information together with access to it, but the goal remains the very
same in spite of applying a different theoretical approach and implementation of
a new rhetoric or new tools, regardless whether we discuss power, hard power
or the combination of the two called smart power.
It seems there is very little doubt that although public diplomacy is a significant
element of the foreign policy of a given country, it remains only a small cog in the
machinery called diplomacy and is at the service of the latter. And just as public
diplomacy constitutes only a part of overall diplomacy, cultural diplomacy is or
can be a sub-section of public diplomacy. This seemingly innocuous part of
diplomacy can be extremely important in international relations. This sphere is
very attractive to the recipient, tends to represent the best a foreign country can
offer, undoubtedly can have far-reaching effects and should be in reality perceived
as potentially very impactful in terms of international audience. If we reject the
attitude of cultural superiority or cultural imperialism, and play the cultural card
just right, the results can be astounding and far from insignificant. After all,
whether it is culture or any sort of international exchange, the goals stay the same
as in public diplomacy, i.e. supporting the interests of a given country and/or
promoting it, and in essence it is advocating for own country and creating
a positive image of it with the prospects of further potential political, economic and
other gains.
The concept has been known and tried for centuries; although today’s cultural
diplomacy is much different from that of the past but the divergence applies to the
means, tools and actors engaged in it while the goal remains the same.
Contemporary problems are much more complex than before and they usually
involve many countries or groups and a much wider range of constituencies beyond
government. Moreover, the scene is much richer in terms of actors appearing on it,
be it governmental, quasi-govemmental or non-govemmental at all, although
sometimes it is very hard to tell the allegiances and their alliances. Communicating
has become much faster and easier and matters of national and international
importance are at times hard to tell apart as they are so intertwined. The new actors
on the scene are for example ministries and agencies specializing in science,
education, and culture. However, leaving aside the labels, they all invariably
function to bring financial profits to their own country and in the case of culture
they also serve as an integral facet of the state’s identity. Therefore, especially
cultural diplomacy, part of public diplomacy, appears to be an increasingly

significant and much useful component of overall diplomatic practice and foreign
policy of a state.
Should one agree that one of the main tasks of public diplomacy is promoting
understanding and advancing interests of a given country as a complementary
measure to traditional diplomacy, the only added value today, based on historical
comparison, seems to be the requirement of some sort of benefit to be registered by
the two or all sides involved, while the range of those benefits and the necessity of
parity are only secondary or side issues.
In an attempt to assess the cultural diplomacy undertakings of the Consulate
General of Poland in Los Angeles, the context seems to be of key importance. It
determines practically everything, from the relations between a sending and
a receiving country to the international political situation of the moment, e.g. the
political transformation of Poland, 9/11 in the US, Poland joining the NATO and
accessing the EU. It is also of utmost importance to keep in mind the priorities of
Poland, especially in the period of the early 1990s, which marks the beginnings of
the Consulate’s work. Culture was not exactly on the front burner then as the
country was preoccupied with its fundamental issues like security, preservation of
the borders given the collapse of the Soviet Union and the unification of Germany,
economic matters in view of the national debt, and the necessity of thousands
pieces of new legislation to match the new political system. Naturally, all these put
an indelible stamp on the activities of the Polish Foreign Ministry and, by
extension, also on the activities of the Polish missions abroad. Of no little
importance were also budgetary constraints but this aspect of conducting any sort
of promotional activities seems to be deficient in every country.
The years 1994—1997 were dominated by the efforts of Poland to join NATO in
order to provide some guarantee of the country’s security and the stability of its
borders which, again, did not make cultural diplomacy a priority. The following
years, i.e. 1998—2004, marked the attempts of Poland to join the European Union.
Hence the country’s resources were not allocated in the United States, for obvious
reasons.
It seems that only the period of 2005/6 was at last characterized by some
planned and relatively well-funded activities of the Consulate in the sphere of
cultural diplomacy. To this day, however, there exist too many domestic
institutions trying to coordinate the country’s promotion, often times sending
mixed messages.
One should perhaps keep also in mind that the Department of Public and
Cultural Diplomacy was called to life in the Ministry of Foreign Affairs of the
Republic of Poland only in 2008. And it took the intervention of several auditing
institutions to have a long-term strategy for public diplomacy established and
presented. As said before, public diplomacy is a process. Notwithstanding the
shortcomings, a perennial lack of coordination and continual budgetary issues, it

seems that Poland has arrived on the international scene with a sensible long-term
public diplomacy program. That also is evidenced in the consular reports from the
Consulate in Los Angeles, particularly those dated to the years 2009—2011. And all
of that to follow the motto presented on the website of the Foreign Ministry of
Poland: To serve Poland — to build Europe — to understand the world.
