LESSONS FROM INTERNATIONAL EXPERIENCES
ANALYZES WHAT IS KNOWN ABOUT BOOTLEGGING AND
OTHER ILLICIT ACTIVITIES IN THE UNITED STATES AND IN OTHER COUNTRIES. IT
ALSO CONSIDERS THE ROLE
OF LAW ENFORCEMENT, SPECIFIC REGULATIONS, AND THE USE OF TECHNOLOGY IN

REGULATE CIGARETTES AND THEIR INGREDIENTS. THE REPORT CONSIDERS HOW
