Summary
On the night of December 11, 2013 the bells of Mykhailivsky Cathedral
interrupted Ukraine’s sleep - a nightmare of tolerance of the Ukrainians for
the violent regime, abuse of power and corruption. The bells were tolling to
call for mobilization of people in fight against the criminal regime and lie, for
defense of democratic rights and human dignity. As in medieval times, this
was a sign that the nation was under siege and a call to citizens to come to its
defence.
Earlier, on November 21, when the government of Yanukovych announced
the suspension of the Ukraine-European Union Association Agreement,
several thousands of people, mainly students, went out in Independence
Square, known as Maidan Nezalezhnosti. In reality the Ukrainians went up to
defend something far greater than an association agreement with the EU - a
democratic way of life, free from corruption, and Ukraine’s future.
Corruption is a fundamental basis of the authoritarian state policy and a
weapon against society. It is a symptom of sick ineffective governance and a
sign that the state machinery requires immediate reforms. Although from an
economic standpoint corruption can be seen as a natural response to short-
ages and inefficiency of the state bureaucracy and a way to reduce transac-
tion costs, in a long-term perspective endemic corruption undermines the
efficiency of the state machinery. Therefore, corruption is a symptom as well
as a cause of dysfunctions within the state bureaucracy. It is a road to social,
economic and political crises of a nation.
Corruption is a conflict between collective and individual interests. While
individuals get benefits from engaging in bribery, society and the state are
suffering significant losses. As proved by the «prisoner's dilemma» model,
which may be used for analysis of many real world situations involving co-
operative behavior, society would get a better reward if all citizens had no
tolerance for corruption.
Collective behavior is the product of conventional norms developed in
society. According to Thomas Schelling's «The Strategy of Conflict», members
of society are dependent from each other and coordinate their actions based

on the rules of cooperation and their expectations regarding actions of others.
Thus, our behavior determines behavior of others. To fight corruption, the
Ukrainians must take the responsibility for their everyday actions and prove
that there is no chance for the legal nihilism, culture of abuse and disrespect.
They must remember that corruption is a crime which has driven Ukraine
into crisis.
The best weapon against corruption is a social capital as a valuable re-
source of collective benefits derived from cooperation between individ-
uals and groups. In the book «Trust: The Social Virtues and the Creation of
Prosperity» Francis Fukuyama argues that trust, tolerance and respect are
those social virtues defining success of nations. Indeed, active civil engage-
ment and high level of interpersonal trust are important sources of social
energy ensuring democratization and stable development of society.
Birth of new Ukraine is a historical event. The Revolution of Dignity
proved that the Ukrainians have a great potential of social capital which,
if converted into energy of unity, can effectively resolve the current urgent
problems of Ukraine, including corruption.
We currently do not have a political regime which would respond the
needs of society and reduce corruption more effectively than a democracy es-
tablishing checks and balances system which constrains the ability of officials
to deviate from impartial practices. Democracy is a way to the freedom of so-
ciety from absolute power of the state. It is a way to execute a natural human
right for the freedom. A way to imbalance interests of the members of society
and to ensure social growth.
Obviously, certain level of corruption can persist in democracies. At the
same time, a democratic regime combats corruption because it promotes such
core values as protection of human rights, the rule of law and government ac-
countability. Protection of human rights that provides limits on government
actions and reserves large spaces for human freedom is a key institution of
a liberal democracy. Another important element of a democratic regime is
accountability of the government to society. To combat corruption, society
must strengthen government accountability. Finally, civil society is a power-
ful potential force for pressuring government to operate more efficiently and
effectively. Social mobilization is a key to success.
Ukraine’s way to democratization is long and complicated. Born during
the 2004-2005 Orange Revolution, the Ukrainian democracy was unfortu-
nately destroyed by Yushchenko’s governance which failed to prove expecta-

tions and undermined the trust of the Ukrainians. The Revolution of Dignity
of 2013-2014 marked the birth of a strong civil society as a key democratic
institution. Both Orange Revolution and the Revolution of Dignity protests
illustrate the importance of civil society for democratization.
Debilitated by the war in the East and deep political and economic cri-
ses, Ukraine needs urgent radical reforms of democratization requiring fun-
damental social transformations. Reforms are war. As in war, winning time
means to fight an enemy and to win. Procrastination threatens the victory.
Reforms must be immediate and complex. The structural transformations of
the state machinery must be managed quickly and in a consistent manner.
In 2014 Ukraine has adopted a package of anticorruption laws and es-
tablished a set of institutions to fight corruption. Much more, however, must
be done immediately. Putting an end to corruption requires elimination of
incentives to abuse through reforming the state service, judicial system and
a system of law enforcement agencies, tax and customs, state supervision,
healthcare and education systems.
The Ukrainian government must immediately take vigorous steps in or-
der to implement the following reforms:
1) Deregulation: applying measures of economic liberalization to min-
imize intervention of the state in business.
2) Reforms of state organs: eliminating agencies of high corruption
risk which are not able to perform their functions effectively and sub-
stituting them with services of new format.
3) Reforms of judiciary and law enforcement systems: ensuring in
practice the principle of effective irreversible punishment for corrupt
practices.
4) Tax system reform: reducing taxes and simplifying the payment and
reporting procedures.
5) Protection of economic competition: ensuring minimal state inter-
vention in business activity of the market players with no substantial
market share and effective control over monopolization practices of
large companies.
6) State service reform: establishing a highly motivated and profes-
sional state service.
7) Review of anti-corruption laws: increasing sanctions for corrupt
practices and ensuring adequate, consistent and irreversible punish-
ment.

Revolution of Dignity will stay in our history as a battle between good and
evil, light and dark, freedom and slavery, justice and corruption. It marked the
starting point when a mature Ukrainian civil society was born and a begin-
ning of new era in the Ukrainian history - an era of collective consciousness
and interpersonal trust of the Ukrainian citizens. Unfortunately, sometimes
it happens that civil society is born at the price of blood. The annexation of
Crimea, the war in the East of Ukraine and thousands of deaths are the conse-
quences of our irresponsibility and tolerance for the violent corrupt regime
and abuse of power.
The fight for Dignity is not over yet. Corruption is not killed, and the
hoped-for reforms are not implemented yet. A hope is focused on us - the
Ukrainian civil society. The beatings of students, the brutal killing of the
"Heavenly Hundred" protesters at Maidan, and finally thousands of killed he-
roes in the war have brought about a new determination to make sure that
political power remains in check.
Let us remember the Heroes. Let's not betray ourselves!
