The role of the Warehousing Centre for Protected Book Collections in Katowice in the Post-War Protection of Library Collections in Poland
The loss of library collections in Poland, severely ravaged during World War II, resulted in the need to rescue books of native and foreign provenance. Initiated in 1944, activities connected with the salvation of written works and then continued in the following years, have been of fundamental importance to the reconstruction of Polish libraries and librarianship. These undertakings were led by various ministries, but the greatest achievements were as a result of activities initiated by the Ministry of Education. The chronological framework for the post-war protection of library collections covers the years 1944-1955. It is a relatively short period in the rich history of books and libraries in Poland, but extremely important for numerous reasons, including issues related to the complicated process of moving collections after World War II. These events were closely related to the change in the shape of the country’s borders, the introduction of a new system, and the activities of censorship or the destruction of books for political reasons. This relatively short period in the history of books is insufficiently examined. The resulting gaps in research stem from, amongst other things, the Polish political situation after World War II and the country’s placement within the sphere of influence of the Soviet Union. Due to censorship, liquidated in Poland in 1990, for many years these cases have been erased from memory. Only after regaining sovereignty in 1989, and as a result of corresponding democratic changes, are there now opportunities to fill in the blanks, including those related to the extremely important period in the history of books and libraries in Poland.
The creation of this monograph was made possible with the assistance of the National Science Centre grant (a member of the Science Europe), which the author was awarded from 2012-2015. This book examines the role of the Warehousing Centre for Protected Book Collections in Katowice in the post-war protection of library collections in Poland in the years 1947-1955. The chronological framework is related to the creation of the institution on 1 February 1947 and its liquidation on 31 December 1955. It is a source book based mainly on the critical analysis of archival materials.
Summary
For more than three years, the Warehousing Centre for Protected Book Collections in Katowice was under the direction of the Ministry of Education, and since the end of 1951, the Ministry of Culture and the Arts. In the years 1947-1949, the Centre operated within the area of one voivodship, i.e. Silesian, and since 1950, throughout Poland. It was one of seven warehousing centres for protected book collections, and the one that ultimately functioned the longest, until 1955. Throughout this period, Franciszek Szymiczek managed its operations.
The Warehousing Centre for Protected Book Collections in Katowice played an important role in the post-war protection of library collections. It secured and acquired a total of 1,034,849 volumes, mainly from the former German provenance. Overall, in the period 1947-1955, the Centre gave 540,174 volumes to 270 institutions. At least 398,860 volumes were allocated as waste paper. It was found that amongst the hundreds of thousands of volumes designated for milling were physically damaged or defective books, schoolbooks, Nazi propaganda or those deemed unnecessary. However, there were also numerous valuable works, including fiction and prohibita. The annihilation of volumes resulted from a hierarchical policy of the country, which sought to introduce profound structural changes. Examined on the basis of source materials, the Centres activities reveal the complicated and complex mechanisms connected with the movement and dispersal of works, a process impossible to avoid in post-war reality. The activities can be divided into two periods. The first, lasting until 1949, relied primarily on securing and transporting works of the Silesia voivodship. The second period, covering the fifties, related mainly to acquisitions of books already secured from a number of institutions from all over the country.
The Warehousing Centre for Protected Book Collections in Katowice was distinguished from other protected book collections in that it carried out an initial selection of volumes in the field and then transported these selected books to magazines. This style was developed by Franciszek Szymiczek and was consistently applied in the years 1947-1955. It was the result of numerous problems, including the lack of suitable premises for the storage of works, transportation difficulties and limited financial resources. The manager employed a modest, in relation to the need, number of staff and had a high turnover. By the end of 1949, employees at the Centre had categorized all the collected books, of which a small amount — as a result of the decision of the Ministry of Education — were transferred abroad. During the second period such transfer was no longer possible.
Never in the history of books and libraries in Poland, has there been an opportunity to gather such a vast number of extremely valuable books, ones that constitute a precious legacy of Polish and European written culture. The salvaged collections are of crucial importance to the reconstruction of libraries and librari-anship in this Country ravaged by war. The saved valuable library materials have since been made public in accordance with the provisions of the first Polish Act

For the state authorities, the issues connected with the protection of secured library collections were not a priority. From about 1948, libraries were required to be particularly vigilant, as the works housed within these libraries served to build a new socialist consciousness. In the Stalinist period numerous wrongs were enacted on local communities wishing to preserve the historical book collections in their area, and as such, a number of these collections were liquidated. The so-called prohibita became essentially unavailable to users and difficult-to-estimate quantities were destroyed. Thus, the aforementioned issues fully deserve further study.
