Summary
This monograph deals with the attitudes of the U.S. government towards the
political activities of Milan Hodza during his stay in the United States between
1941 and 1944. In these last years of his life, Hodza campaigned to win over
Slovak-Americans with a view to enlisting their support for his programme of a
self-governing Slovakia within a restored post-war Czechoslovakia.
Concurrently, he attempted to lobby the U.S. government to throw its weight
behind the creation of a supranational federation of Central European states.
Drawing primarily on documentary evidence from American archives, the
monograph examines Hodza’s political activities during the period from the point
of view of U.S. governmental departments and agencies, namely the Office of
Strategic Services and the Department of State.
Historical research in American archives shows that the American
government’s keen interest in Hodza was not motivated by its a desire to
intervene in the wartime Czech and Slovak debates on constitutional matters,
nor willingness to bring Central Europe close to a comprehensive peace
settlement. It rather stemmed from the fact that U.S. governmental agencies
such as the OSS and OWI had deep misgivings about the effects of Hodza’s
campaign among Slovak-Americans. Thus, for the American government,
Hodza emerged as an unwelcome guest as the OSS in 1942 began supplying
various U.S. departments with reports about the ideological split within the
Slovak-American community. The fears frequently expressed in the OSS reports
were by and large motivated by the perceived consequences Hodza’s campaign
might have had on the home front as well as the on the American war effort in
general. The foremost of these fears in the minds of OSS analysts was the
concern that Hodza-inspired opposition to the Benes-led government-in-exile
would not only undermine the standing of the Czechoslovak government-in-exile
- one of the war-time allies of the United States - but would also have
a deleterious effect on the morale of the hundreds of thousands of Slovak-
Americans employed in the key areas of American heavy industry along the
Eastern Seaboard and the Midwest.
Hodza’s political campaign among Slovak Americans targeted both deeply
antagonized camps of Slovak-American fraternal politics. He attempted,
successfully, to win over the political support of most Slovak National Alliance
leaders, who nominally supported Benes’s govemment-in-exile. At the same
time he attempted to negotiate with the leaders of the Slovak League in
America, several of whom eventually did offer their organizations’ support for his
programme of a self-governing Slovakia. However, Hodza failed to eliminate the

powerful influence of the hard-line leaders in both umbrella organizations. The
Czechoslovak Information Service in the United States, a propaganda tool of the
London-based Czechoslovak government-in-exile, severely criticized Hodza’s
campaign among Slovak Americans, constantly challenging his right to discuss
Slovakia’s future on American soil. To counter the effects of Hodza's political
campaign, the Czechoslovak authorities in the United States resorted to a
smear campaign in order to destroy Hodza’s political reputation. Historical
evidence from American archives shows that the Czechoslovak Ambassador
himself was implicated in the smear campaign, intentionally supplying an
American news agency with a false piece of information about Hodza’s alleged
past. The most worrying development from the American point of view was the
ideological split In the Slovak National Alliance which developed as a result of
Hodza’s lecturing tour within the organization. The Office of Strategic Services
repeatedly called on the Department of State to intervene in order to mend the
rift among the pro-Czechoslovak fraternal leaders. The attempts on the part of
the American government to do so, however, were of little avail. A conference of
Slovak-American leaders in autumn 1942, which took place under the auspices
of the Office of War Information, ended unsatisfactorily, as did an awkward
attempt by a high-ranking OSS officer in summer 1943 who tried exploit Hodza’s
dire financial situation to force him to drop his libel suit against the perpetrators
of the smear campaign.
Hodza’s attempts to influence the Roosevelt administration’s attitudes
towards the future organization of Central Europe had little impact on American
foreign policy in the region. Hodza’s plan for Central European federation was
never specifically discussed by American foreign policy advisors. Still, the U.S.
Department of State did devote considerable time and energy to weighing up
the pros and cons of Central European integration plans, albeit from the point of
view of American interests. The Department of State tended to favour an
economic union rather than a political federation. Moreover, it feared the
destructive forces of Central European nationalism, including its Slovak and
Czech incarnations. However, the major American objection to any form of
Central European integration stemmed from the strong opposition held by the
United States’ chief Eastern European war ally - the Soviet Union. Stalin had no
intention whatsoever of supporting any integration plans in the area. He
preferred a fragmented Central Europe made up of weak states, which would
strengthen the negotiating position of the Soviet Union vis-à-vis these countries.
Roosevelt’s policy of deliberate non-intervention in Central Europe, coupled with
the American belief in a new world organization, resulted after the war in the
gradual Soviétisation of Central Europe and the creation of a new sphere of
influence. Given the pro-Soviet foreign policy of the Czechoslovak govemment-

in-exile from about the beginning of 1943 onwards, the Roosevelt administration
refrained from publicly expressing any of its views on Slovakia’s post-war future.
