SUMMARY
Socio-political relations in the former Yugoslavia after Tito’s death in 1980
raged continuously. The severity of interethnic relation in this country escaped
any legal norms of the Yugoslavia state and program définitions of CP Y
especially after 1986 with the arrival of Slobodan Milosevic as the leader of the
Communist League of Serbia. As a result of these harshness of Serbia’s fascist
and hegemonic policy, which was led by Slobodan Milosevic, the Assembly of
the Republic of Serbia on March 28, 1989 without the consent of the Albanian
people, but with the consent of the Presidium of the CPY and the SFRY,
abolished the autonomy of Kosovo, which guaranteed its subjectivity in the
federation and the right to have the constitution, by legally dissolving Kosovo
into unique Serbia. Albanians and Kosovo were stripped of the right of
regulation and education independently. Immediately the unitary state of Serbia
issued unique laws on education and reduced to a minimum level the right to
compulsory primary education in mother tongue for Albanians. Serbia’s
ultimate goal was to turn Albanians in to a second hand nation, by backwarding
and without intellectual raise Albanian people could not make a resistant
qualified organization and follow the modern achievements in science, culture,
economics and other positive social activities.
Against the abolition of Kosovo s autonomy and the tendency of the Albanian
people to turn into inferior position in society, teachers and the Albanian people
reacted through protests and demonstrations, which were also supported by
western federal republics, especially by the people and the political class of
Slovenia. At this time, in the second half of 1989 there were established anti-
communist parties and other organizations, and due to the inertia of these anti-
communist movements in Kosovo also were established parties and other
democratic associations with national character as well, which required the
establishment of the state system with more parties. Therefore these positive
democratic movement forced the Albanian delegates of the Kosovo Assembly
to distance from giving “the consent for removal of autonomy and decided to
raise the Kosovo’s status to the highest level of autonomy - in the Republic.
On July 2, 1990 Albanian delegates of the Assembly adopted the Constitutional
Declaration (of Independence), and on September 7, 1990 issued the
Constitution of the Republic of Kosovo.
Republic of Serbia reacted strongly against these legal acts of Kosovo
Assembly, and immediately suspended all legislative and executive bodies of
Kosovo, enforced compulsory measures in state entities and public

organizations and continuously dismissed Albanians that were working in
Kosovo bodies, municipalities and public economic enterprises and brought
personnel from Serbia. Kosovo was completely turned into a colonial
territory.
Albanian delegates of Kosovo Assembly and governors after issuing the
Constitution of the Republic of Kosovo, went abroad allegedly due to the
circumstances created, whilst the most of Albanians dismissed from their jobs
(who worked in administration, public economic enterprises) started to deal
with formal and informal work for living. Some others emigrated with their
families in Western countries.
Only employees in education system (education bodies and institutions as well
as schools) did not accept the destiny determined from Serbia, but continued to
organize educational process in school buildings and in private houses
(improvised school buildings) in accordance with the Declaration of
Independence, respectively the Constitution of the Republic of Kosovo. They
resisted for a decade despite the fact that permanently experienced
unprecedented physical and psychological violence and not only they but also
their families, pupils, parents and school homeowners.
Relations were hardened beyond any measure in the school year 1989/90, when
the education authorities in Kosovo began to apply the classic segregation in
schools, separating the teaching shifts by national origin, Serbian and
Montenegrian pupils where attending lectures in the morning shift only, whilst
Albanian pupils in afternoon, by not allowing any physical contact between
them (Serbian and Albanian pupils and teachers!).
This seperation created appropriate conditions for Serbian secret service in
March and April 1990 to poison over 7,000 Albanian pupils of all ages. In
primary schools of Prishtina, massive poisoning of pupils happened on 23, 26
and 27 March 1990, in the primary school Zejnel Hajdini . After poisoning the
pupils, the educational authorities of Serbia began to impose pressure and
enforcement of laws and Serbian curricula in Albanian schools in Kosovo. To
achieve this goal, only to Pristina they brought lot of education inspectors and
experts who were making sustained pressure to apply the legislation, curricula
and other legal acts of Serbia in Albanian schools.
This unprecedented pressure did not break the determination of Albanian
education activists, school principals and teachers mobilized by ATT (Albanian
Teachers League) Naim Frashëri to organize the teaching process according
to the Curriculums prepared from Kosovo Pedagogical Institute and approved
on 24 August 1990 by the Presbytery of Education of Kosovo.
As against the action, the installed Serbian education authority in Kosovo
institutions and municipalities started to apply violent measures in most of the
schools. On the other hand, the police called in informative talks most

primary school teachers, mainly of first and fifth grades, principals, deputy
principals, teachers and other education activists who were instead mentally and
physically abused. Most of them were sued in the court for violation and
offense under the pretext for resistance against the application of Serbian laws
in Albanian schools , and most of them were fined with money and imprisoned
by Serbian court.
Since the Serbian police pressure did not succeed to break the resistance of the
Albanians in education, Serbian authorities severed the measures by stopping
the funding for Albanian schools. Teacher’s salaries were interrupted and the
whole material resources for education in the Albanian language were
disrupted. But even this primitive and racist measure of Serbian criminal
authority failed to discourage the Albanian teachers to give up on organizing the
teaching process in accordance with the legislation of the Republic of Kosovo.
Serbian educational authorities, allegedly for recognized as legitimate
academic year 1990/91 for the pupils learning in Albanian language, ordered to
take the exams for the main subjects like Serbian language subject and social
related subjects from the first grade of primary school, but neither this directive
was implemented in Albanian schools. Therefore, the Serbian violent school
principals, in the school year 1990/91 sequestrated the stamps of schools, thus
preventing the public school documentation (book cards and certificates) to be
stamped, so the documentation for this school year was issued without being
stamped but only signed by the Albanian principals of the schools.
Repressive measures only raged, so since September 1991, Serbian authorities
with the help of police did not allow tire Albanian pupils and teachers to enter in
the school facilities without the signed statement that teachers will accept
Serbia as their state and education process will be organized in accordance with
the laws and sub-legal acts of the Republic of Serbia, the pupils will attend
lectures as per the education curriculum of Serbia and the evidence of teaching
will be kept in the pedagogical documentation approved by the presbytery of
Education of Serbia .
This humiliating and captive statement was not accepted by the Albanian
teachers, also they did not recognize as legitimate the Serbian educational
bodies installed with violence in Kosovo and municipality. They recognized
only educational bodies established in accordance with the Constitution and
laws of Kosovo.
The key role in the mobilization of Albanian schools for resistance against the
deployment of Serbian power in Albanian education and in providing
instructions for organizing the education process in these extraordinary
conditions - under occupation, was played by ATL Naim Frashëri , Kosovo
Pedagogical Institute, Education Group for Kosovo , USESC, Parliamentary
Committee on Education of the Republic of Kosovo, after its constitution since
1993, whilst in the Municipality of Prishtina main burden for providing
guidance for the organization of education process in schools was by Albanian

Municipal Secretariat for Education , Inter-municipal Pedagogical Institute ,
The Group of Albanian Schools’ Principals, the branch of ALT “Naim Frashëri”
for Pristina Municipality and Municipal Trade Union of Education.
The school year 1991/92 for Albanian pupils began on January 20, 1992,
because the Serbian authorities did not allow to begin on September 1991 and
police officers where standing in front of the school buildings. Therefore,
Albanian teachers, pupils and parents protested for days in front of school
facilities requesting to start the school year without the conditions set by the
Serbian government. Regardless of the intervention of police who beaten up,
wounded and imprisoned many demonstrators, especially teachers and
education activists, Educational Entities of the Republic of Kosovo adopted the
elaborate on organizing the teaching under the extraordinary conditions of
occupation- organizing the teaching in house facilities (improvised schools
buildings), as the only possibility. In support of this elaborate, the Presbytery of
Education of the Republic of Kosovo also approved the plans and curricula for
implementation of program content on expedited basis.
Despite the threat from police, this school year (1991/92) began without major
obstacles in school facilities. More difficulties were faced in those schools
where there were pupils studying in Serbo-Croatian language, the violent
directories had occupied most of the classrooms and all workshops and their
pupils were attending classes in the morning shift only. For the Albanian pupils
were in disposal only the remained classrooms, which most of them were
without desks and chairs, therefore in these school facilities the education
activities were organized in part time, in three or four shifts and under a
permanent monitoring of the Serbian police.
The only directory of primary schools in Pristina, which prohibited the Albanian
pupils to attend the lectures in the school building was the school Aca Marovic
(from 20 June 1992 it s renamed Faik Konica for Albanians), where the directory
of the school blocked with police the entrance for the Albanian pupils and
teachers, and those teachers and parents who insisted to enter were prisoned and
beaten up by police, therefore this school in this school year organized the
education activities in private houses (grades I-IV), whilst the pupils from the
grade V-VIII in other school buildings of the city, mainly in third or fourth shift.
In the coming school years, the pupils of this school held lectures in primary
school Naim Frashëri , Hasan Prishtina and Dardania . Albanian pupils of
the school Bratstvo Jedinstvo in Jasenovik of Novoberde municipality
attended lectures in private houses83
In June of the school year 1991/92, the educational entities of Kosovo, Ministry
of Education of the Republic of Kosovo, namely leadership of ATL Naim

This school belonged to the Novoberde Municipality, but since the Albanian education
entities did not function in this municipality, schools of Novoberde were functioning
under the supervision of the Albanian Education entities of Prishtina Municipality

Frashëri gave Albanian names to the schools and issued stamps, cards, notes
for the pupils with the logo of the Republic of Kosovo and with this act the
Kosovo Albanian schools got separated from the legal education system built in
accordance with the SAP Kosovo s Constitution of 1974 and the educational
system of the Republic of Serbia, it began the establishment of the independent
education in accordance with the Constitution of the Republic of Kosovo. These
decisions and documents were recognized from the people of Kosovo and from
democratic Western Countries.
Despite the Serbian police violence, organizing education activities in the
coming years (until the school year 1998/99) was easier, because it was already
created a work experience in extraordinary circumstances - the occupation.
Legal and sub-legal Regulation was adopted in accordance with the Constitution
of the Republic of Kosovo, modest financial means were provided for the
functioning of education system, in central and local educational levels of the
Republic of Kosovo.
Occupying authorities of Serbia never agreed with the Albanian education
organization, therefore time to time these authorities took teachers, principals
and education activists in the so-called informative talks, mistreating, punishing
with cash and imprisoning them.
Violence and terror of Serbian authority was in a very large range and the police
also killed teachers and pupils (as was the case of teacher of the primary school
Zejnel Hajdini Feriz Blalcçori as well as the murder of a pupil of the
elementary school Elena Gjika Fidan Brestovci as well as dozens of other
pupils and teachers of Pristina municipality during March-June 1999). All these
genocide measures of the Serbian government could not stop the work of
Albanian schools to realize the sacred purpose - education and upbringing of the
young generation. This sacrifice and the commitment to self-sacrifice saved
from ignorance, deportation and assimilation of our people and as a result
brought the much awaited freedom. 25,000 to 30,000 pupils attended each
school year in only 37 primary schools and 31 mobile separated classes of
Pristina Municipality. Over 30,000 pupils attended classes only during the
school year 1998/99, because about 7,000 of them were from war zones, who
moved with their families in Prishtina and they were welcomed in the schools of
this municipality. Pristina primary schools had 1200 -1500 teachers, who were
very disciplined and dedicated to educate the pupils in these extraordinary
circumstances. In such conditions of occupation, common curriculum was
jointly approved by the Republic of Kosova and Republic of Albania for
linguistic and social related subjects and also a number of school textbooks in
common with the state of Albania was provided to the pupils.
There is a universal recognition that in this period of time, the curriculum has
been delivered in a high level of quality and quantity almost as it s been
working in normal conditions and not under pressure and permanent violence

from Serbian police and military. This is verified with the minimum absences of
teachers and pupils from the teaching/learning process, various school activities
and the very good cooperation with the community. Municipal Secretariat for
Education in Albanian monitored the implementation of legislation and sub-
legal acts in schools of Prishtina Municipality, whereas Inter Municipal
Pedagogical Institute was dedicated to follow the qualitative implementation of
Curriculums. From 1 September 1995 Municipal Secretariat for Education and
Inter Pedagogical Institute was merged in Municipal Council of Education,
which body delivered pedagogical, psychological and legal instructions to the
educational institutions working in the territory the Municipality of Prishtina.
Due to legal obligations and the issuance of guidelines by the Municipal
Council of Education in schools were established and operated professional
governing bodies, such as the school council, parent council, student
communities, positions of Principal and Deputy Principal of the school, the
teachers council, class council and professional assets.
Cooperation with the community and the schools performance has been at a
high level. Therefore, trust to the work done was at the right level. Personal
incomes were provided through the Municipal Finance Council. However, from
January 1, namely 1 April 1991 to 1 April 1992, teachers worked free of charge.
In the meantime some school teachers were assisted materially by the Albanian
schools of Macedonia. Maintenance of school buildings, supplying schools with
hygiene materials and fuel, mostly were done by parent councils, but thankfully
there were private donors who helped schools, and who did not want to be
recorded, because they were scared from the repressive measures that would be
taken against them from the Serbian authorities.
Health care for the pupils and teachers was also at a very satisfactory level,
which was organized by Municipal Health Secretariat and later by the
Municipal Health Council, where in all city schools and schools in several
villages were equipped with health care service. Whereas, at the municipal level
was functioning the Specialized Ambulance also.
Thus, from the school year 1990/91 in Kosovo there was established the
Albanian independent education system where undeniable contribution was
given from the schools of the Municipality of Prishtina, which served
afterwards as an example for other municipalities for resistance against the
occupying Serbian authority, and as a sample on how to organize institutionally
and how to implement the established plans and programs of the Republic of
Kosovo.
Many journalists, politicians and education activists called this educational
system parallel education, alleging it was parallel with the Serbian education
system. This thesis was a propaganda spread by the Serbian government, which
did this in order to present Albanian education as incriminated and illegal.

This assumption is not true, because the Albanian schools organized the
teaching in school buildings and school houses independently, had legislation,
curricula and authentic teaching text books, Albanian teachers who organized
the teaching process where hired through the public vacancy announcement in
accordance with the legal regulations harmonized with the Constitution of the
Republic of Kosovo, the schools had independent source of funding the
education and health care system, which had nothing in common with the
Serbian educational system and this setup was not for Serbia s ire, but it was a
permanent need for education and upbringing of the young generation in
support of the national sole and scientific ,pedagogical requirements of the
contemporary world, so as such it can not be counted as a parallel system.
It should be noted that the Pristina Municipal schools were also leading with the
organization of extracurricular activities, such as contests of knowledge, Recital
races, cultural and artistic programs and sporting competitions such as in chess,
football, handball, basketball, spring and autumn cross etc.
Albanian schools and education system in general had a great impact in the
Albanian society, and the people became more conscious towards the resistance
from the Serbian genocide. Through these institutions the aim of Albanian
people became more concrete towards the right of self-determination. Through
their independent work, the process of the right for self-determination was
progressing, whilst other institutions could not do anything much in this
direction.
Even the first talks between Kosovo - Serbia with international mediation were
focused on education area.
Education activities prepared and also created favourable ground for the
establishment, development and operation of the KLA, and many teachers and
education activists joined it. If the Albanian schools would not operate during
1990-1999, after liberation, in June 1999, the Albanian society would face the
illiteracy and other life disorders which would be fatal for the Albanian
population (a 7 years old child and a 17 years old teenager would go at the same
time to the first grade of the primary school).
The international education organizations also supported the activities and the
operation of the Albanian schools in these poor circumstances created by the
classic occupation. Most of the Western countries recognized the certificates
and diplomas issued by Albanian schools, which had preamble of the Republic
of Kosovo and were stamped with seals where in their text it was written
Republic of Kosovo. The work of Albanian schools was permanently followed
by local and international media (press), and gave very positive feedback.
There were also local and foreign scientists who have dealt with this period of
Albanian education, and one of the most well known is the professor at the
University of Canberra in Australia, dr. Michael Hall, who was amazed with the

Albanian school organization under the occupation circumstances, which
organization as such was perhaps unique in the world and therefore he defended
the dissertation with the topic on the activity of education in Kosovo during
1990-1999.
