DEMOCRACY AND THE GLOBAL CRISIS
INTERNAL AND EXTERNAL CAUSES
OF THE GLOBAL CRISIS
In the Introduction,the author, among other things, highlights the disa-
vowal or the minimizing of the current global crisis by prominent indivi-
duals of the ruling oligarchy, especially in transition countries, including
Croatia. The reason underlying its disavowal lies in the preservation of
the dominant model of governance which has continuously deepened
the already existing “stable crisis” - the origin of the internal causes of
the current global crisis. The “stable crisis” is the consequence of the
permanent entropic, mutually interpenetrating formal and informal
(implicit) institutionalization and governance. That was the basic chall-
enge animating the author to write this book. “Stable crisis” matches
the syntagm “permanent state of exception” of the Italian philosopher
Giorgio Agamben. The internal causes of the global crisis in individual
countries are due to the condition of their contradictory socio-economic
structure and mode of social governance. The latter assumes forms, con-
tents and methods of implicit war - “implicit state of emergency” ֊ the
dominant paradigm distinguishing the rule of the greedy and networked
oligarchy in these countries. Part and parcel of such governance are the
radical separation of power, freedom, democracy, politics, economics
and equality from ethics, and a permissive status-phrenic life style of the
subject-actor of covert governance - homo duplex. Thus came into be-
ing decentralized and deterritorialized Empires (Hardt and Negri, 2003),
and implicit para-states, vampire states (Frimpong-Ansah, 1992). Figu-
ratively, the vampire is a powerful blood-sucker-the insatiable exploiter
of other people’s labour and goods.
In Chapter One: Imperial Democracy and the Global Crisis, the aut-
hor discusses democracy in general and democracy in transition coun-

tries as a controversial social phenomenon, and global crisis, not as a
mere economic problem but primarily as a problem concerning the so-
cio-cultural condition and national security of every country affected by
the crisis. Imperial democracy, market fundamentalism and state inter-
ventionism are the three basic systematic problems influencing the role
of democracy, the market and the state in the growth and development
of every society not only in a time of global crisis. The solution of the
controversy among them lies in cooperativeness and complementarine-
ss. Occurring in specific countries, the global crisis has become a screen
for many criminal actions. Unfortunately, and with an incalculably da-
maging effect on Croatia, some of the most responsible members of Go-
vernment have become the main protagonists of crime and corruption,
and subjects/actors of an escapist political culture.
Chapter Two: Politics as Manipulation, discusses manipulation by the
political oligarchy in conjunction with other oligarchies. Political ma-
nipulation is an integral part of political ideology as a distorted social
consciousness, the camera obscura of political ideology - the radical se-
paration of politics from ethics. The manipulating function of ideology is
realized, first of all, by mass media transferring messages to the so-called
media public - “the invisible dispersed crowd ”(Vid Pečjak). That is the
way to form the convictions and the behaviour of the message receivers
in line with the wishes, interests, values and needs of the manipulator.
The power of manipulation is the power of covert governance by the
means and methods of implicit war - replacing brute force and violence
by subtle force and violence through legal activities concealing the true
intentions of the manipulator.
In Chapter Three: The Internal Causes of the Global Crisis, the author
considers the internal causes of the First Global Crisis of 2008 ֊ pri-
marily in transition countries. They include the following: covert gover-
nance and scant understanding; professional incapacity; lack of genui-
ne democracy; political demagogy; wrong economic policy; dominant
communication and leadership crisis; lack of moral subjects and mo-
ral objects; greed of the mighty and the rich; corruption, waste culture;
ignorance of social subjects/actors; lack of efficient communion; disor-
der. Some of the internal causes of global crisis in transition countries

are similar to, and others different from, the causes found in the develo-
ped Western countries from which the crisis spread to other countries.
In the conclusion the author also discusses the prevalence of the global
crisis which is, first and foremost, a matter regarding the reception of
universal and cosmopolitan values, such as morality, democracy, rule of
law, social justice, global justice, responsible freedom, professional abi-
lity, control, social security, holistic ecological culture, prospective res-
ponsibility.
In Chapter Four: The External Causes of the Global Crisis, the author
considers the external causes of the 2008 global crisis. The basic external
causes of the crisis, in the view of most competent and distinguished
authors, include the following: low interest rate policy of the US Federal
Reserve, crisis of the US mortgage market, irresponsibility of the US Go-
vernment, wrong business policy of the central banks, imbalance of the
market and the rule of law, microeconomic and macroeconomic errors,
large scale securitization of illiquid assets. These causes are saturated
with inadequate knowledge on the exposure to liquidity and market ri-
sks, poor judgments, speculation, lack of an efficient banking control.
By interacting with its internal causes in certain countries, the external
causes of the global crisis have only expanded, dynamized and deepened
the “stable crisis” in them and contributed to its growing into a global
crisis as well. Neither the current global crisis nor greed and corruption,
in general, cannot be overcome without the reception of genuine de-
mocracy, the reception of principle of equality-power, the rule of law, ge-
nuine prospective responsibility, social justice, global justice, preventive
and control measures, and a new model of leadership and management
at a higher level.
In Chapter Five: Overcoming the Human Capital Waste, the author
discusses the concept of human capital, the culture of human capital
waste, the concept of critical cognitive optimism, and the prevalence of
human capital waste. It proceeds from waste in general as a widespread
planetary and deeply ingrained entropic phenomenon - man s cynical
and nihilistic attitude towards his natural and social environment. Hu-
man or individual capital is a developmental system of knowledge, skills,
intellectual and physical values, experiences, abilities, creative skill and

innovativeness of individual persons which makes them more productive
in economic and all other terms. Human capital is conditioned by other
kinds of capital, knowledge management, and a concrete-planned con-
cept and strategy of development. Investments into health care, strength,
education, endurance, job training, skills are the basic prerequisites for
the development and fertilization of human capital. Every individual ca-
pital is an independent part the integral social capital animated by indi-
vidual abilities. In the consideration of critical cognitive optimism as the
key factor in overcoming human capital waste the author proceeds from
Descartes’s methodical doubt - the methodical scepticism that does
not end up in scepticism but in distinguished cognitive optimism. The
systematic-value concept, orientation and reception of critical cogniti-
ve optimism as a critical-methodical understanding and achievement of
optimal possibilities of cognition is a reliable factor in overcoming of
waste, in general, including and human capital waste. It is achieved by
overcoming uncritical cognitive optimism, cognitive pessimism, cogni-
tive scepticism, cognitive formalism, individual and collective conformi-
sm, and cynicism as the origins of every uncritical value orientation and
irresponsibility. Such overcoming is the necessary condition both for the
functioning and for the development of the knowledge society, the eco-
nomics of knowledge and a holistic ecological culture. The reception of
critical cognitive optimism is the crucial factor in overcoming not only
the waste of human capital and other kinds of capital but also the key
factor in overcoming the current global crisis. Besides, the author has
recapitulated and supplemented one’s own conception of overcoming
current global crisis, at the end of this chapter.
