Abstract
The underlying cause of my approach has to do with my conviction that it is
necessary to recover an interpretative way of reading the political and politics,
one that would overcome the schematic
positivist
approach that prevailed
during most of the last century in the field of political science and whose
effects are still recognisable today. In other words, I believe, following in
Eric Voegelin s steps, that sociopolitical reality pre-exists the attempts to
theorize it1, many of which are tributary to a „conceptual nominalism 2
according to which only facts that are mathematically measurable actually
exist. Moreover, this view claims that all the things pertaining to the „self-inter¬
pretation of society 3, which, in other words, are inaccessible to methods
that focus on „operationalization , simply do not exist at all. Yet, when the
existence of elements that are seen as „metaphysical or as belonging to the
„irrational {id
est
to the „unscientific ) is at least conceptually admitted,
they are, as I tried to show in the foreword, either marginalized or placed
under the sign of the „negative .
It is on such conceptual elements that I focus on in this book. Quite
obviously, first in line is ideology itself, following the guidelines that I put
forth in my interpretative analysis published in
2009
under the title of
Reinventarea
ideologiei
{Reinventing ideology]. It is joined by other concepts
„condemned in the
positivist
approach, shaped under the aegis of an
„illusory , in my opinion, „scientific objectivity , such as political violence,
symbolic imaginary,
utopia,
and myth. I believe it is necessary to recon¬
sider these concepts, taking into account the „disintegration of meaning 4

effect projected upon them by the often acclaimed
„
scientificity visible in the
academic field, whose pendant is, only seemingly paradoxically, the work of
„vulgarizing the altered significations attributed to them, undertaken by jour¬
nalists, analysts, and political commentators, as well as by public intellectuals
from outside the political science field. The recovery of the above-mentioned
conceptual elements and their re-positioning from a theoretical-political angle
also possess, I would say, an instrumental quality
:
they are useful in the attempt
to analyse particular versions of ideology when this concept is to be interpreted,
from the viewpoint of its political role, in relation with particular structures and/
or with particular processes or with particular intellectual stances.
The first chapter of the book places ideology in the context of the
seduction exerted by the political imaginary. Its conceptualization as
-
and,
hence, its version as
-
a „strong figure of this structure configured in any
society allows me, in the first section, to discuss the manner in which political
violence is symbolically constructed. In this respect, I refer to the way in
which the power of the imaginary manifests ideologically, to the symbolic
expressiveness of political values and actions, in order to support the thesis
of social normality of the presence of violence, in both totalitarian,
„tribally -structured societies and in plural societies. Outlining the general
framework of the issue of the political imaginary, this section opens the way
to the issue of the phantasms identifiable in the case of all the particular
ideologies configured in modern times, from which I choose liberalism, as
an example, in the second part of the chapter. This choice is motivated by
the logic of the historical-political present and, in addition, it is supported
by an epistemological reason, which I assume. In a broad sense, of course,
liberalism has marked, since
2008,
the second great crisis of the western
world, after the one of
1929-1933,
and I believe it is important to discuss
some of the presuppositions which, in my view, prevent it from getting
articulated into an ideological pathway reliable at the
acţionai
level. In this
respect, by confronting the assumptions of liberal modernity with the chal¬
lenges of our times, I argue that, today, the theoretical opportunity of liberalism
means that it has to give up its doctrinal or its philosophical-political claims
in order to assume a very well delimited ideological status. This is also the
origin of the epistemological reason behind my intention to present ideology
in its particular version as liberalism. More precisely, it is an attempt to
answer a question raised by Eric Voegelin
:
„Is it possible for the theorist
to be someone positioned outside social reality or, on the contrary, is he
rather a part of it
?

I assume a possible answer to this question from the
ideological position of a moderate liberal
:
I believe that the individual takes
part in the above-mentioned process, that of „self-interpreting social reality ,
which he influences, being, in turn, influenced by it. It is not social determinism

but a way of understanding the process of acquiring sociopolitical knowledge
and, through it, human existence itself, at the social level. The third section
in the first chapter discusses the relationship between ideology and political
myths (as the latter play an important role in social knowledge) and analyzes
ideology in its version as a context in which mythological discourse becomes
manifest, by referring to a series of particular mythical-political structures
identifiable in the public setting of post-communist Romania.
In the second chapter, I focus on the way ideology relates to the fascination
exerted at the social level by „political religions
;
from the perspective of
my approach, I identify the latter with reference to totalitarianism and
populism, respectively. The first section deals with the antipolitical version
of totalitarian ideology, which I circumscribe in the context of the noncon¬
tractual nature that it puts forth. In practical terms, I focus on the analysis
of the elements which transform this religion of political terror into an open
road towards the destruction of individuality and of the political-contractual
structure specific to modernity
;
at the end of this road lies, through the
bureaucratization of evil, what I call the illegal-rational state. Then, I am
interested in suggesting a way of using the studies referring to the totalitarian
phenomenon as an analytical tool, by using the life stories of those who were
affected by the projections of this piece of social engineering, whose hard
core was represented by the industrialization of terrorist-shaped political
violence. Populism is analysed in the second section of this chapter, where
ideology is revealed under its antiprocedural version, with reference to the
type of political organization specific to representative democracy. In this
respect, I use two types of approach to populism (which I consider to be,
both from a phenomenological and an ideological viewpoint, a soft political
religion of our time), a genealogical and a theoretical-political one, in the
attempt to reveal its cross-doctrinal and processional nature, which transforms
it into a true challenge to democracy, both nowadays and in the near future.
The third chapter of the volume places ideology in the context of the
process of democratization. More precisely, the version that I try to outline
here is that of democratic ideology, whose role I believe to be essential in
the articulation of the institutional, value-based, and attitudinal framework
required by a consolidated democracy. I approach the issue of the relationship
between ideology and democratization by using what I consider to be two of
the most important „pillars in the grounding of this process. Thus, in the
first section, I am interested in analysing the way in which the political elites
of the former communist countries positioned themselves in relation to the
values specific to democratic ideology. From an interpretative perspective, I
discuss the various normative guidelines of political theories that refer to the
process of democratization and to the consolidation of democracy, in order
to highlight the role played by political elites in the ideological steering of
former communist states. In the second section, referring to the case of

present-day Romania, I examine the media system, the way media manifes¬
tations emerge in the post-communist public area, and their role in dissemi¬
nating the values pertaining to democratic ideology. I identify democracy with
a „practice of thought and I
reiate
this issue with the institutionalization of
„media agorae in the public area, in order to develop, afterwards, an analysis
of the citizens civic competences, as subjects of a discourse of authority
transmitted both from the media system and from political elites.
The final chapter touches a hot spot, namely, the ideological stances of
public intellectuals. Within this framework, ideology is captured in the
version of the political options that make the representatives of political elites
manifest themselves in the public area. The first section of this chapter outlines
the general framework of an analysis that focuses on the ideological choices
made by a series of intellectuals in inter-war Romania. To this purpose, I
use the hypothesis of the possibility to reassess the Romanian inter-war
period, referring to philosophical analysis, historical analysis, sociological
analysis, and ideological analysis. Each of these contributes, in my opinion,
to the configuration of an overall image, „the picture of an age able to reveal
that, in an age when the totalitarian attraction made some representative
intellectuals to support both far-right and far-left ideas, there were also some
other voices who warned, contrary to the mainstream, against the threat
hidden in antidemocratic attitudes. I analyse two such cases in the other
sections of the chapter
:
the philosopher and sociologist
Petre
Andrei, who,
in his writings, as well as in his public and/or political speeches, criticized
both fascism and Bolshevism, advocating for the respect of democratic rules
(although, ironically, he served as a minister in the fascist-based government
instituted by King Carol II, only to be pushed to his death, later on, by the
threats of the legionary regime) and the liberal intellectual Nicolae Steinhardt,
whose writings of youth reveal a clear ideological option in favour of the
legal order specific to the „open society .
All these are only some of the versions in which, by these studies in
political theory, I attempted to capture ideology. Each of them and all of
them aim to overcome the phase of the negativity usually applied to this
concept, as well as to other concepts which accompany it in this excursion.
This attempt to re-dimension the concept of ideology is, obviously, normative
in nature. I remain a supporter of the idea that an integrate theory of ideology,
which would use ideological analysis as its main tool and which would unite
the general level with particular realizations, is not only an intellectual challenge
but also a goal of present-day political theory. From this viewpoint, the
excursion undertaken in this book represents only a minimal contribution.

La cause de ma démarche gît dans ma conviction liée à la nécessité de
récupérer une lecture interprétative du politique et de la politique, une lecture
qui soit capable de dépasser le schématisme de facture positiviste prédomi¬
nant, pendant la plupart du siècle passé, dans le domaine des sciences
politiques, un schématisme dont les effets sont identifiables même aujourd hui.
Autrement dit, je considère, en suivant les idées d Eric Voegelin, que la
réalité sociopolitique préexiste aux essais de la théoriser1, beaucoup d entre
eux étant tributaires d un «nominalisme conceptuel»2 qui soutient qu il n existe
que des faits mesurables mathématiquement. En plus, cette vision maintient
que tout ce qui tient à «l auto-interprétation de la société»3
-
étant, autrement
dit, inaccessible aux méthodes dont le noyau est constitué par la priorité
donnée à «l opérationnalisation»
-
n existe pas du tout. Pourtant, si l existence
des éléments vus comme «métaphysiques» ou comme appartenant à «l irrationnel»
(id
est au «nonscientifique») est admise au moins conceptuellement, ceux-ci
sont, comme j ai essayé d esquisser au cours du mot introductif, soit mar¬
ginalisés, soit placés sous le signe du «négatif».
C est sur ces éléments conceptuels que je me concentre dans ce livre.

le travail de «vulgarisation» des

altérés qui leur sont attribués,
soutenu par des journalistes, des analystes et des commentateurs politiques,
mais aussi par des intellectuels publics qui proviennent du dehors du domaine
des sciences politiques. Récupérer les éléments conceptuels mentionnés et les
repositionner en partant d une perspective politico-théorique détient aussi, dirais-je,
une qualité instrumentale: ces démarches sont utiles dans
ľessai
d analyser
certaines versions de l idéologie
,
lorsque ce concept doit être interprété, en tenant
compte de son rôle politique, en relation avec certaines structures et/ou avec
certains processus ou avec certaines positions intellectuelles.
Le premier chapitre du livre place l idéologie dans le contexte de la
séduction exercée par l imaginaire politique. Sa conceptualisation en tant que
(et, par la suite, sa version en tant que) «figure forte» d une telle structure,
configurée dans toute société, me permet de discuter, dans la première
section, la manière dont s achève la construction symbolique de la violence
politique. A cet égard, j analyse le mode de manifestation idéologique du
pouvoir de l imaginaire, l expressivité symbolique des valeurs et des actions
politiques, afin de soutenir la thèse de la normalité sociale de la présence
de la violence, à la fois dans les sociétés totalitaires de facture «tribale» et
dans les sociétés plurielles. En traçant le cadre général de la problématique
de
Γ
imaginaire politique, cette section ouvre la voie vers la question des
phantasmes identifiables dans le cas de toutes les idéologies particulières
configurées pendant la modernité, dont je choisis, en tant qu exemple, dans
la deuxième partie du chapitre, le libéralisme. La motivation de cette option
se situe dans la logique du présent historico-politique, et, en plus, elle a
aussi une raison épistémologique, que j assume. Généralement parlant, bien
sûr, le libéralisme marque, dès
2008,
la deuxième grande crise du monde
occidental, après celle de
1929-1933,
etje
crois qu il est important de discuter
aussi quelques-unes des présuppositions qui l empêchent, à mon avis, de
s articuler dans un parcours idéologique crédible au niveau actionnel. Précisément
à cet égard, en confrontant les présuppositions de la modernité libérale et
les défis de notre époque, je soutiens que l opportunité théorique du libéra¬
lisme aujourd hui suppose qu il renonce à ses prétentions doctrinaires ou à
celles philosophico-politiques

d assumer un statut idéologique très bien
délimité. D ici découle aussi la raison épistémologique de mon choix de
présenter l idéologie dans la version particulière du libéralisme. Plus précisé¬
ment, il s agit d une tentative de répondre à une question posée par Eric
Voegelin
:
«Est-il possible que le théoricien soit une personne située hors la
réalité sociale ou, au contraire, est-il plutôt une partie de celle-ci?»2.

J assume une réponse possible à cette question en me situant dans la position
idéologique d un libéral modéré
:
je considère que l individu prend part au
processus mentionné ci-dessus, celui
ď
«auto-interprétation de la réalité
sociale», un processus qu il influence, étant, à son tour, influencé par celui-ci.
Il ne s agit pas ici d un déterminisme social, mais d une manière de com¬
prendre le processus de la connaissance sociopolitique et, par celle-ci,
l existence humaine au niveau social. La troisième section du premier chapitre
discute le rapport entre l idéologie et les mythes politiques (ceux-ci ont eux
aussi un rôle important dans la connaissance sociale) et présente l idéologie
dans la version de contexte de manifestation du discours mythologique, en
renvoyant à certaines structures mythico-politiques identifiables dans l espace
public de la Roumanie postcommuniste.
Dans le deuxième chapitre je me concentre sur le rapport entre l idéologie
et la fascination exercée au niveau social par les «religions politiques», que
j identifie, du point de vue de mon approche, en renvoyant au totalitarisme
et, respectivement, au populisme. La première section s intéresse à la version
antipolitique de l idéologie totalitaire, que je circonscris dans le contexte du
caractère noncontractualisé qu elle propose. Pratiquement, je me dirige vers
l analyse des éléments qui font de cette religion de la terreur politique une
voie ouverte à l anéantissement de l individualité et de la structure poli-
tico-contractualisée spécifique à la modernité, une voie à la fin de laquelle
s institue, à travers la bureaucratisation du mal, ce que j appelle l État
illégal-rationnel. Puis, j essaie de suggérer une modalité d employer les
études concernant le phénomène totalitaire en tant qu instruments analytiques,
en employant les histoires de vie des gens qui ont été touchés par les pro¬
jections de cette ingénierie sociale dont le noyau dur a été représenté par
l industrialisation de la violence politique de facture terroriste. En ce qui
concerne le populisme, celui-ci est traité dans la deuxième section du chapitre,
où l idéologie est dévoilée dans sa version antiprocédurale, par rapport au
type d organisation politique spécifique à la démocratie représentative. Dans
ce bret, j emploie deux façons d approcher le populisme (que je vois, à la
fois phénoménologiquement et idéologiquement, comme une religion poli¬
tique soft de notre époque), une approche généalogique et une approche
théorico-politique, en essayant de démontrer son caractère trans-doctrinaire
et processuel, ce qui le transforme dans un véritable défi pour la démocratie,
autant aujourd hui que dans l avenir.
Le troisième chapitre du volume place l idéologie dans le contexte du
processus de démocratisation. Plus exactement, la version que j esquisse ici
est celle de
/
idéologie démocratique, dont le rôle je considère essentiel dans
l articulation du cadre institutionnel, de valeurs et attitudinal nécessaire à
une démocratie consolidée. Je traite le problème du rapport entre l idéologie
et la démocratisation en employant deux des «piliers» les plus importants, à
mon avis, de la fondation de ce processus. Ainsi, dans la première section,

mon intérêt se dirige vers la manière dont les élites politiques des pays
postcommunistes se sont positionnées face aux valeurs spécifiques de l idéologie
démocratique. D une perspective interprétative, je discute les divers repères
normatifs des théories politiques relatives au processus de démocratisation
et à la consolidation de la démocratie, afin de présenter le rôle que les élites
politiques détiennent dans l orientation idéologique des anciens États commu¬
nistes. J identifie la démocratie à une «pratique de pensée» et j analyse ce
problème en relation avec l institutionnalisation des «agoras médiatiques» au
niveau de l espace public, afin de développer une analyse des compétences
civiques des citoyens, en tant que sujets d un discours de l autorité transmis
autant par le système médiatique que par les élites politiques.
Le dernier chapitre touche un point névralgique, celui des positions
idéologiques des intellectuels publics. Dans ce cadre, l idéologie est surprise
dans la version des options politiques qui déterminent les représentants des
élites intellectuelles à s exprimer dans l espace public. La première section
de ce chapitre esquisse le cadre général d une analyse qui se concentre sur
les choix idéologiques faits par certains intellectuels publics dans la Roumanie
de l entre-deux-guerres. À cet égard, j emploie l hypothèse de la possibilité
de réévaluer l entre-deux-guerres roumain, en renvoyant à l analyse philo¬
sophique, historique, sociologique, et, respectivement, idéologique. Chacune
de ces analyses contribue, à mon avis, à la configuration d une image
d ensemble, d une «photographie d époque» à même de révéler que, à cette
époque- là, quand l attraction totalitaire a mené les intellectuels représentatifs
à soutenir les idées de l extrême droite aussi que celles de l extrême gauche,
il y a eu aussi des voix qui ont tiré la sonnette d alarme, contre le courant,
concernant les menaces impliquées par l attitude antidémocratique. J analyse
deux cas de ce type dans les autres sections du chapitre

et sociologue

qui, dans ses écrits aussi que dans ses discours
publics et/ou politiques, a critiqué le fascisme autant que le bolchévisme, en
plaidant pour le respect des règles démocratiques (même si, plutôt ironique¬
ment, il a fini lui-même par servir, en tant que ministre, le gouvernement
de facture fasciste institué par le Roi Charles
II,
pour que, plus tard, il soit
poussé vers la mort par la menace du fascisme légionnaire)
;
celui de
l intellectuel libéral Nicolae Steinhardt, dont les écrits de jeunesse montrent
une option nette en faveur d un ordre juridique spécifique à la «société
ouverte».
Celles-ci sont seulement quelques-unes des versions dans lesquelles, à
travers ces études de théorie politique, j ai surpris l idéologie. Chacune et
toutes se proposent de dépasser l étape de la négativité attribuée d habitude
à ce concept aussi qu à ceux qui l accompagnent dans le tour que je viens
d entreprendre ici. Cet effort de redimensionner le concept d idéologie est,
évidemment, normatif. Je continue à soutenir l idée qu une théorie intégrée

de l idéologie, qui emploie l analyse idéologique comme instrument principal
et qui réunisse le niveau général avec celui des manifestations particulières,
représente non seulement un défi intellectuel, mais aussi un objectif de la
théorie politique contemporaine. De ce point de vue, le chemin parcouru
dans ce livre ne représente qu une contribution minimale.
