ABSTRACT
Manolache Costache Epureanu
was born around
1820,
in a wealthy aristocratic
(boyar)
family from Moldavia. He studied abroad in Lemberg, Heidelberg,
Göttingen
and Berlin, and earned a PhD in law at the University of Jena
(1839).
After his return, he
became (at the end of
1844)
President of the
Tutová
Tribunal
-
a function he left,
apparently, after playing an important role in the campaign for the elections of
1847,
on
the side of the opposition against the Prince
Mihail Sturdza.
Manolache Costache
participated in the uprising of
1848,
being forced in exile after its defeat. He lived in
several towns in Transylvania and
Banat, Pest,
Cernăuţi,
Vienna and Paris, trying, along
with other Moldavian exiles, to gain support against the Prince Sturdza. After the latter
was replaced by Grigore
Alexandru Ghica
(1849),
they were allowed to return to the
country.
In
1851,
Manolache Costache Epureanu left Moldavia again, this time to avoid
the consequences of a matrimonial affair. These family problem, together with the
involvment of his uncle (Iordache Costache Epureanu) in a forgery scandal, kept the
young
boyar
from holding any public office in the first years after
1854.
However, on
November 15th,
1854,
Manolache Costache became President of the Confirmation Court,
holding this office until June 11th,
1855.
Afterwards, he continued to work with the
Moldavian central administration.
In the political dispute regarding the Union of the Principalities of Moldavia and
Wallachia, Manolache Costache Epureanu was at first a rather discrete presence.
However, he became one of the most preeminent orators in the Ad-hoc Divan of
Moldavia
-
the consultative assembly which gathered in
1857
to debate the question of
the Union and the political and institutional reforms necessary in the Principality. In the
competition for the election of a new Prince, that began after the Convention of Paris
was signed in August
1858,
the main role assumed by Manolache Costache was
concerned with the rebuttal of the candidacy of Grigore
Mihail
Sturdza (the son of
Mihail
Sturdza).
After the election of
Alexandru
loan I as Prince of Moldavia (January 5th,
1859),
Manolache Costache became one of his closest advisers. He was appointed minister of
Justice in his first Moldavian government (led by Vasile Sturdza), but the cabinet did not
manage to collaborate with the Legislative Assembly and resigned after less than two
months (March 6th,
1859).
After less than two months, Manolache Costache Epureanu
became prime minister (April 27th,
1859).
Shortly afterwards (May 6th,
1859),
the
session of the Legislative Assembly was closed, and the cabinet began a controversial
rule by decree. One problematic decision made during this period concerned the
modification of a certain provision prescribing mandatory work for the building and
maintenance of the roads. This obligation was extended to all Moldavian citizens
(though it could be prevented by paying a tax). By another controversial decree, the
government took control of the revenues of several monasteries. Other measures adopted

in the same manner (though far less controversial) were the founding of a military
arsenal and of a sapper battalion. The cabinet also attempted to establish a School of
Agriculture, a National Museum of Arts, a National Bank, a Rural Land Credit Bank and
to begin the emission of a national currency. During the government of Manolache
Costache Epureanu were also taken the first steps towards the founding of the
Iaşi
University.
Although the government survived the harsh internal and external criticism in its
first months, the dissolution of the Legislative Assembly and the defeat of the
government in the elections that followed (February
1860)
forced the ministers to resign
(April 3rd,
1860).
However, after only three months, Manolache Costache was
designated by the Prince to lead the government of the other Romanian Principality
-
Wallachia (where
Alexandru
loan I was elected at January 24th,
1859).
In the first
months of the new cabinet, the prime minister and his allies implemented certain reforms
and elaborated several legislative projects in various fields. The head of government
drafted a project regarding the establishment of a National Bank. The Financial Statute
adopted by the government in December
1860
established a set of modern rules for the
administration of the budget. The minister of public education, Vasile Boerescu, initiated
an ambitious project of education reform in the United Principalities. Manolache
Costache Epureanu also tried to reform the cabinet, by abolishing the Ministry of
Control and establishing a Ministry of Public Works. On the other hand, the cabinet
participated in the unification of the Moldavian and Wallachian armies. Nevertheless,
the political instability brought the administration of Manolache Costache to a failure not
far from a political catastrophe. After the tensioned parliamentary debates concerning the
urban revolts of Craiova and
Ploieşti,
Prince Alexandra loan I agreed with the
dissolution of the Legislative Assembly. In the following elections, the conservative and
radical opposition gained a clear majority. After the resignation of the government, the
ministers were impeached (April
1861).
Even before his acquittal by the High Court of Cassation and Justice (September
20th,
1862),
Manolache Costache returned to the political life, being elected deputy in the
unified Legislative Assembly of the United Principalities of Moldavia and Wallachia
(January 12th,
1862).
He remained a supporter of
Alexandru
loan I until the designation
of
Mihail
Kogălniceanu
as prime minister (October 11th,
1863).
Afterwards, he became a
critic of the administration and, after the coup of May 2nd,
1864,
he temporarily retired
from politics. Though the Prince designated him President of the Legislative Assembly
(December
17*, 1865),
Costache Epureanu continued his opposition, being dismissed by
the head of the state after less than three weeks.
Following the coup that ended the reign of
Alexandru
loan I (February
11*,
1866),
the politician went to Constantinople, as member of a diplomatic mission send to
convince the suzerain power to accept the installation of a foreign prince on the throne of
the United Principalities (Charles of Hohenzollern-Sigmaringen was finally enthroned
on May 10th,
1866,
and officially acknowledged by Turkey several months later), in
April
1866,
Manolache Costache became a deputy in the Constituent Assembly and, on
May 9th,
1866,
its president. He pleaded successfully for the maintenance of a second
chamber (the Senate) in the Romanian Parliament and for a Chamber of Deputies elected
by four electoral colleges (instead of two), but failed to persuade the representatives to
pass an article opening a path to naturalization to the Jews.

Until
1870,
Manolache Costache
was thrice elected deputy (although, in
1868,
a
radical Chamber denied his confirmation). During these years, the politician became an
informal conservative leader, a fact which certainly contributed to his nomination as
prime minister (April 22nd,
1870).
His cabinet was formed by young and inexperienced
politicians, and it lacked a strong political and bureaucratic support. The government
could not win the elections organized immediately after its installation, and hardly
survived the parliamentary opposition and the challenges of a troubled international
context (the Franco-Prussian war). Its situation was aggravated by the acquittal of the
participants in a failed coup at
Ploieşti.
Apart from the successful negotiations with
Turkey regarding the establishment of a Romanian monetary system and several timid
reforms, mainly in the field of education, the government had had little accomplishments
before its demission (following a vote of no confidence in the Chamber of Deputies, on
December 12th,
1870).
Nevertheless, several ambitious fiscal reforms promoted by the
Manolache Costache Epureanu cabinet were implemented in the following years.
On March 11th,
1871,
Lascar
Catargiu finally formed a stable government,
dominated by conservatives. From the beginning, Manolache Costache was a rather
uneasy ally of the cabinet. He supported the Petition of
Iaşi
—
an attempt of several
Moldavian conservatives to promote an amendment of the Constitution against the will
of the prime minister
-
and was far from following a strict "party discipline" in the
parliamentary debates. Although he entered the cabinet as Minister of Justice (October
28th,
1872),
he resigned several months later (March 31st,
1873) —
officially protesting
against the law establishing the Rural Land Credit Bank. By May
1874,
his opposition to
the government became firm and systematic. Before the elections of
1875,
Manolache
Costache found himself politically isolated; therefore, he joined the mostly liberal
Mazar-paşa
coalition, a group bringing together names such as I.C.
Brătianu,
С.
A.
Rosetti and
Mihail
Kogălnniceanu.
After losing the elections and eventually retiring from the Chamber of the
Deputies, the coalition finally gained control of the Senate (March 31st,
1876),
and the
government resigned. It was succeeded by a cabinet formed by members of the coalition,
and led by Manolache Costache Epureanu. In its short existence (April 27th-July 23rd,
1876),
the main challenge of the government was the oriental crisis, a development with
decisive implications for the international position of Romania. After the radical-
dominated Chamber of the Deputies voted the impeachment of almost all the members
of the cabinet Lascar Catargiu, the prime minister resigned.
Immediately after leaving the cabinet, the attitude of Manolache Costache
towards his successor (I.C.
Brătianu)
was ambiguous. Since April
1877
(iust after he was
elected vice president of the Senate), the politician became, once again, a preeminent
opposition figure. During the years
1877-1878,
he took a stand against the proclamation
of independence, the military cooperation with the Russian Empire, and the acceptance
of Dobruja as a compensation for the loss of the Southern part of Bessarabia (in
accordance with the Treaty of Berlin
- 1878).
On the other hand, those years became for
Costache Epureanu another return to the political isolation. Things changed in
1879,
during the debates regarding the revision of the Constitution, when his return among the
conservative ranks became a fact. More than that, on February 3rd,
1880,
Manolache
Costache was accepted (though not without dissent) as the first leader of the
Conservative Party. But this last position of power was also ephemeral: on September

7th,
1880,
the
politician
died at
Schlangenbad
(Duchy of Nassau, German Empire),
leaving behind a divided party which was to remain in opposition for another seven
years and a half.
Manolache Costache Epureanu was also an interesting, though unsystematic,
"ideologue". His speeches and writings covered the main themes of the Romanian
conservative discourse: the relation between tradition and reform, liberty and order,
nationalism and regionalism, property and economic freedom, the definition and the role
of the elite. Because of the lack of sources, it is hard to accurately assess his impact on
the Romanian conservative thought. But his political and doctrinal affinities to younger
and influential conservative intellectuals like
Titu
Maiorescu or Mihai Eminescu
suggests that his political ideas may be regarded as a major source of the Romanian
conservative thought. |
