Summary
The post-war period in Poland brought geopolitical changes that triggered
transformations in most areas of life. Scholarly activity, perceived as
organisational structures, together with its results, research publications,
was to play a special role in shaping new reality and creating a new man.
Initially, these changes were applied only to institutional aspects of research.
But their ultimate aim was to shape scholarly activity in accordance with
the Marxist ideology.
Before the Second World War, Polish scholarly publishing system was
based on free competition, with publishing policies being shaped by the
publishers themselves. There was no coordination in research publishing
organisation in terms of planning, distribution and institutions range of
competencies. The states subsidies were a primary tool for controlling the
scholarly publishing sector.
Learned societies as well as private publishers resumed their activity
soon after the war. The need for new academic publications was huge, with
many books written during the war awaiting publication. New challenges
were emerging. Numerous researchers had lost their scholarly resources,
the higher education system was beginning to revive.
Polish communists disapproved of scholarly societies publishing activity.
That is why in first years, especially after
1949,
most independent academic
publishers were taken over by the state s bureaucratic machinery. Special
legal regulations introduced censorship and restrictions on printing
equipment and materials. In this way, in
1950,
foundations were laid for
revolutionary changes in scholarly publishing.
For Polish communists there was only one possible model of scholarly
activity organisation, the Soviet model. Its core feature was the dominance

of ideological and political interest over the society s interest. This policy
was applied not only to scholarly publishing, but to the whole Polish book
sector. However, academic publishing was a particular challenge for the
authorities. They strived for maximum control over scholarly publications,
especially in the humanities.
Core elements of the Soviet book market were gradually introduced to
the Polish scholarly publishing sector. However, the process was hindered by
the pressure of time, lack of staff and resistance of the academic community.
Due to bureaucratic procedures full control over material supplies, printing,
distribution and sale was executed. All this resulted in further growth of
censorship, specialisation of publishing companies, abandonment of any
free market procedures left and a break-up of a natural relation between the
publisher and the bookseller. By strictly following Soviet publishing models,
Polish authorities attempted to introduce a totally bureaucratic system.
Decisions made on all levels, even concerning minor issues, required
central high-level regulations. All this made book publishing a long and
complicated process.
In spring
1951
the first Polish Scholarly Congress took place. Its most
important resolution was establishing of the Polish Academy of Sciences,
a centrally-governed academic body. From this moment onwards the
Polish scholarly system concentrated on management and control rather
than creative scientific output.
There were several factors that influenced the states scholarly publishing
policy in
1950-1953.
The editors work was controlled institutionally,
publishing bodies were established in accordance with central planning
procedures, the censorship and other government agencies controlled all
scientific production and its distribution. Research output was perceived
in terms of industrial production, with its national productivity plans and
formal institutional planning.
The hopes of Polish communists to introduce full nationalisation and
central planning were soon verified by the harsh realities of life. A clear
discrepancy between their plans and the results could be seen. Both the
government officials and the academic community realised the results
of the reforms were poor. Lack of lasting effects was typical of the whole
socialist system, and in the publishing sector its clear indicator was constant
shortage of materials and insufficient production capacities. Paradoxically,

this situation was not seen by the authorities as a result of their policy, but
a reason to intensify their struggle and introduce new policies.
A short period of relative freedom after
1956
allowed the scholarly
publishing industry to pursue their own policies which led to increase
in number of new publications. Fundamental changes were to come no
sooner than in
30
years time.
On the whole, it is evident that Polish post-war research activity in its
various traditional forms, with its creativity and independence, could not
be shaped strictly according to Soviet models. A long-lasting remainder of
the socialist policies was a limited, in terms of actual research capacities,
publishing output and bureaucracy bereft of its ideological background.
