Summary
Social impact of transition in Serbia
By analysing researches in social sciences during past decades undoubtedly
can be determined that most of them focus on problems of transition from
political and economical perspective.
However, area of social development
—
analysis of most complex social prob¬
lems has been neglected. This has been a primary motive for research that has
been presented in the doctoral dissertation "Social impact of transition of Ser¬
bia" that has been a basis of this monograph. Special reason for such an ap¬
proach to research is related to distinguishing characteristics of transition and
transition processes in Serbia. Compared to other countries in region of South
East Europe, Serbia had enormous political, economical and social difficulties
caused by dissolution of Yugoslavia, bombing and the United Nations embargo.
One of the most severe effects of transition in Serbia in the end of 20th cen¬
tury is transformation of social crisis to social regression. This is best illustrated
with enormous growth of social problems such as: population in poverty includ¬
ing extreme poverty, real and hidden unemployment, negative demographical
indicators, social pathologies and similar social phenomena that beside their
duration have in common many negative effects on individuals, social commu¬
nity and society as a whole.
Such circumstances are causing social exclusion from society mainstream
of not only individuals, but also of complete social groups, which is a serious
challenge since it causes "social segregation" and marginalization on various
bases out of which economical handicaps are most important. Aspects of social
exclusion are: long-term dependency on social benefits, restriction of rights on
various grounds and inability to gain social acceptance and to self-actualize in
the most significant areas of life.
Out of the mentioned reasons, the subject of the monograph is primarily re¬
lated to analysis of the most severe social problems with basic goal of systema-
tization and deepening of knowledge on conditions of transition and transitional
processes, as well as determining indicators that can be used to describe and
determine magnitude of social problems.
Scientific goal of research was systematized research on possibilities to real¬
ize various strategies of development that individually, but also in their mutual
goals, aim towards developing standards that can be used to define and fulfil
goals of social development in Serbia, as well as to accomplish Millennium
development goals defined by the United Nations.
Social significance of such an approach is in enriching the science knowl¬
edge, especially those related to implementation of sustainable social develop¬
ment, with implications on mechanisms to overcome social problems by appli¬
cation of contemporary methods and techniques of social policy and social care.

After
theoretical introduction, the monograph identifies and describes in de¬
tails social problems of unemployment, poverty, problems of minority and mar¬
ginalized groups, difficulties of persons with disability, problems of elderly as
well as of refugees and internally displaced persons.
Of all mentioned, Roma population is the most numerous minority group
at risk which is evidentially facing significant problems related to their socio-
economical status, education and especially social exclusion. There are objec¬
tive circumstances for such a situation and they are mostly related to generation
transferred forms of poverty and insignificant education that influence their high
unemployment rates as well as to the lack of social roles that enable accessibil¬
ity to community and public resources, social and cultural programs, and their
almost universal absence from public institutions. This is illustrated by recent
researches on poverty and social exclusion that indicate that Roma are over
presented in population of poverty, which correlated with bad living conditions,
unemployment and low level of education conditions their social exclusion.
Disability is not only an individual problem, but is also a significant problem
of every country. About
10%
of overall world population are persons with vari¬
ous forms of disability, which is case also in Serbia.
Most of the problems of persons with disabilities are related to their in¬
ability to participate actively in social interactions, because of spatial but also
because of social barriers. Removing both spatial and social barriers is a sig¬
nificant task of every community, in order to improve the quality of life of
persons with disabilities.
Complex economical and other problems during the period of transition have
often put aside problems of persons with disabilities. This has been often done
by neglecting the claimed solution and human rights of persons with disabilities
provided by domestic laws and international conventions. However, quality of
life of persons with disabilities is not only a segment of social policy but also
an element of social development and a part of overall respect of human rights
and requires provisional of material and social conditions to enhance quality of
their lives.
The author's guiding idea is based not only on description, observation and
registering of social problems, but a significant part of the monograph is related
to consideration of possible conditions to resolve problems that have appeared
during the process of transition. In such a context especially significant are ideas
directed towards implementation of programmes based on concepts of integral
economical and social development, whose final result should enable sustain¬
able development and social integration of individuals and social groups at risk.
The emphasis is on critical observation, as well as on founding contemporaiy
model of social development, which implies scientific long term observation of
indicators as basis for programmes of change.
Special emphasis is on methodology of analysis of quality of life which in¬
cludes all inclusive approach not only to groups at risk, but is related to all
categories of population, which in turn demands critical analysis of the factual
situation as well as related analysis of unfavourable activities that are leading to
slowing down or to a gap in realization of the already set strategic goals.
In order to understand the author's approach to related problems, as overview
of problems of unemployment and poverty is presented, emphasising that plan¬
ning and implementation of strategy to resolve such social problems are relevant
to all the other analysed social problems.
In regard to problem of unemployment in Serbia, all gathered data indicate
that it is the problem that is considered to be the most difficult to resolve. It sig¬
nificantly influences social position of individuals and their families, as well as
influences overall economical and social development of community.

The problem of unemployment, as indicated by comparable data, affects all
countries in transition, but in Serbia it is especially expressed as a result of
global economical changes that in spite of overall economical growth produce
a set of negative side effects. Unemployment is also an effect of long term eco¬
nomical regression and constant reduction (or slow growth) of the private sector
as well as of long term reduction in demand for labour compared to offer, which
has presented itself in most severe form during the period of transition.
An especially important indicator is unemployment rate of young people,
which is escalating up to and over
50%,
making them one of the most af¬
fected populations by transitional uncertainties regarding obtaining the first
employment.
The author proposes to change employment policy compared to past practices
in a way to give priority to active measures of employment in comparison to the
passive ones (transfer of benefit). This is asserted by introduction of selected
measures such as: assistance in job seeking, counselling, creating jobs through
public work actions, subsidized pay rolls and programmes of self-employment,
training and prequalification, creating new models of self employment, trans¬
formation of passive labour market measures into active ones, promoting social
dialogue at local level and abetment of social enterprises.
Beside unemployment, other significant and not less important problem in
Serbia is poverty. According to available data, these two problems are mutually
linked. However, poverty has its own peculiarities that are relating it to social
context that produces other undesired effects, such as various forms of deviant
behaviour and substance abuse. In recent years in Serbia percentage of popula¬
tion living in absolute poverty has been increasing, creating a state of misery
in which a lack of necessary resources endangers vital functions of people and
threatens existence and also reproduction of their psychophysical abilities and
work capabilities. This level of endangerment of human existence is most com¬
monly related to indicators of quality and quantity of satisfying the most basic
human needs, such as nutrition, clothing, housing and health.
Beside the presented evaluation of social problems, the monograph highlights
a necessity of new approach to groups that are marginalized and at risk, such as
Roma, persons with disabilities, refugees, internally displaced and elderly. Ideas
presented indicate the need of contemporary approach that should be based on
the "social model".
With such an approach, a change is proposed, towards all mentioned catego¬
ries, from currently dominantly protective to a socially active approach.
This includes creation of possibilities and providing opportunities so that eve¬
ry endangered individual and group would be able to contribute to enhancement
of personal and social situation thanks to own engagement.
Related to the mentioned problems, the author has documented reasons that
indicate the widespread phenomena of social exclusions, which further reduces
possibilities to resolve problems of unemployment and poverty, especially in
specific social groups at risk.
As a pre-requisite of possible changes in future, the author proposes a reform
of system of social care that needs to be based on analysis of the current situa¬
tion regarding the population at risk, a realistic view on economical abilities of
society and an intention to apply international standards of practice. Hereby is
especially analysed problem of decentralization and better model of functioning
of social care institutions. The goal of social care services decentralization is to
respond to new problems and crisis of welfare state, which is visible in bureau-
cratization and lack of adjustability of social services and social care measures
to the real needs of citizens. The basic idea is that needs should be satisfied and

in local communities.

cial actors, which means that the public sector has to cooperate with the private
sector,
non
profit organizations, volunteering groups and individuals in local
communities in order to define proper programmes and to develop the social
action as answer to varying social needs of its citizens.
In area of social care and social development in process of decentralization,
new law on social care and other laws have provided legal prerequisites and
mechanisms so local communities can take responsibility and provide needed
sources of income to satisfy social needs of their citizens; they can also fully
take care of responsibility to use funds in order to develop new services of social
care. This new system at the same time means that legal basis for providing con¬
ditions and services of social work centres needs to be fully transferred to local
communities, and that local communities need to have special funds provided
by local incomes or transferred income from central level of republic.
As new ideas in overcoming social problems that have emerged during the
transition period, the author indicates the importance of strategic planning. The
idea of strategic planning is created as a response to difficulties in defining clear
goals in environment of drastic and quick changes in the sphere of human needs
and problems, in social, economical, cultural and political setting as well as in
changes in functioning of elements of social policy system. Strategic planning,
as long term planning, requires good knowledge of human needs but also of re¬
sources that society can provide at all levels of its organization. Such approach
should provide balance between economical and social development by linking
economical and social goals. This is especially relevant to ideas of sustainable
and human development. Need for adjusted economical and social development
has led to the new concept of "integral economical and social development".
This concept highlights that level of satisfying human needs is conditioned by
economical development of society, but economical development is not pos¬
sible in conditions of social instability or where social problems, such as un¬
employment, poverty and great social inequalities, are dominant. Therefore,
this concept and concept of sustainable development tend to create a functional
balance between spending resources and abilities of social system to satisfy
the human needs. In such a context, sustainable human development, beside
economical preconditions, indicates significance of rational use of natural re¬
sources, enhancement of quality of life, environmental protection, development
of human resources as well as respect of human rights and freedoms. The con¬
cept promotes quality life of all and includes responsibility for using resources,
including new ethical element to social development concepts.
The author has especially presented a problem of population policies since re¬
search indicated that demographics of Serbia in the last decades has been char¬
acterized by "population recession"
—
reduction of overall fertility (with high
mortality), a basic measure of population proliferation.
With current fertility rates, Serbia is amongst the lowest birth-rate countries
in Europe and is a part of a small group of countries that are unable to provide
simple reproduction of population.
As significant conclusion, the author indicates the difficulties in realization of
various strategies that have been enacted during the past decade. In analysis of
implementation of various strategies created to overcome social problems that
have escalated in transition, the author stresses evident discrepancy between
them and incapability to adjust, as well as lack of coordination during their
implementation.

Experiences of countries in transition have proven that unified and coordi¬
nated approach to a development strategy gives better results in terms of rational
use of limited and unsatisfactory social and human resources.
As significantly important tasks in enhancement of social development of
Serbia a need for balanced regional development is presented.
The author concludes that one of the most important goals of social develop¬
ment is to discover, identify and analyze all the crisis sources that endanger the
quality of life of individuals and social groups, in order to find optimal solution
to change the existing practices. Priority should be given to problems of unem¬
ployment, poverty alleviation, aid in emancipation and social inclusion of mi¬
nority and marginalized social groups

a carefully targeted aid to all categories
of populations at risk.
Implementation of contemporary concept of social development is based on
principles of current planning (for the future) and fulfilment of economical and
social policy, economical and social development, in such relations that eco¬
nomical goals are in function of satisfying human needs and for social goals to
represent input and encouragement for economical development and prosperity.
This includes current adjustments of development and correction functions of
social policy. In such a way, with development of society and stabilization of eco¬
nomical policy, prerequisites for dominant role of development function of social
policy are fulfilled and authentic approach to social development is created.
