of the Romanian university in the 21st century
and its vectors
Questions such as What is a university , what is the mission of
the university , how are universities responsible , how much edu¬
cation universities can provide , universities
-
where to and what
alternatives exist or could be put in movement to provide educa¬
tion and knowledge are often voiced worldwide, not only within
the frames of Romanian society. At the crossroads for millennia
and technologies, in the context of the knowledge-based society,
the university is challenged to redefine its positions, to defend its
territory, to react to projected images such as ivory tower , to res¬
pond to pressures from the political, philosophic, social and, above
all, economic dimensions of each community. The University is re¬
quested to demonstrate that its mission is not obsolete and that the
alternatives in the field of informal education provide merely alter¬
native paths in acquiring knowledge and skills. No matter what, the
University cannot be confined to the status exhibits in a museum
ancient of interesting but outdated objects.
University diplomas maintain an irresistable attraction. Milli¬
ons of young people struggle annually to get this access pass to
positions in the labor market which allow for pursuing personal
development, but also to acquire privileged social and economic
status. States, regions, cities often associate the presence of

versity in a given
place
with the precondition for societal progress
in that area. Universities are associated with national identity and
pride. Each university town feels privileged over those of another
category, considering this feature as equivalent to a title of nobility.
Unmistakably, the academic life marks the passage of the time by
correlation with such events as the admission, orientation, exams,
holidays, open doors days for students-to-come, sports compe¬
titions, contests, academic ceremonies of all kinds, out of which
by far the commencement is able to attract the largest number of
participants from outside the university area. On the other hand,
operating costs of universities are not
négligeable.
Therefore, the
society is concerned with the correlation between budgetary efforts
invested to support higher education, the value of university degre¬
es, relevance of diplomas for the labor market, the social responsi¬
bility of the University and transparency in the mode of the ope¬
ration. Since the largest number of higher education institutions
are public, they have to follow the rules of transparency, efficiency
and good governance required of all other public service providers,
even if the University is an organization of a special kind.
Mindful of these concerns, the University itself, as an organi¬
zation, periodically revisits its mission and reconsiders its modus
operandi
Like the two-faced Greek god Janus, looking simultaneo¬
usly at its past and into the future, the University tries to keep alive,
regardless of system changes, reforms and policies (both educati¬
onal and general), those features that make it irreplaceable among
social institutions. Only thus the University is capable of being the
promoting principle of history, as Ortega
y
Gasset so
aptly formula¬
ted (Mission of the university,
1930).
The book is useful for university managers, teachers and stu¬
dents, policy makers, and communication specialists, image con¬
sultants and sociologists who analyze trends in society. The findings

and recommendations
derived in the case study can be used for
the scientific piloting the academic management, brand creation
and strengthening academic life. A strong organizational culture
involves the loyalty and sharing of values on the part of educational
partners, students and teachers alike. Branding universities is the
next step to take. Cultivating the brand and working along ima¬
ge vectors should stand high among the priorities of responsible
academic leaders. The authors chose to
analize
the image of the
Romanian university and its vectors, based on a case study carried
out in
2011,
on the corpus provided by
Politehnica
University from
Timişoara.
However, we started with remarks regarding the con¬
cept of University, since many of the dilemmas are placed in front
of this old, respected, but also challenged institution. Further, due
to globalization processes, the survival of universities depends on
their capacity to cope with change and to steer organizational deve¬
lopment. For Romanian universities the efforts are even more dif¬
ficult, since they strive to catch up and synchronize with the strong
and respected western European universities, as well as to enter in
the Euro-Atlantic dialogue.
The year
2011
is a reference one due to multiple reasons. The
National Education Law no.
1/2011
was adopted and it establi¬
shed the structural changes in Romanian higher education insti¬
tutions, applicable after the academic elections of
2012.
It was the
year of consolidation of the National Framework of Qualifications
in Higher Education (by the approval of the methodology for im¬
plementation OMRCTS no.
5703/18.10.2011).
It was the year in
which universities were assessed for classification hierarchization
purposes (Decision no.
789/2011
of the Ministry of Education)
and when the National Council for Financing Higher Education
was assembled (Order no.
4390/2011).
Finally, in
2011,
dozens of
laws were adopted, to change the landscape of Romanian univer-

education. It was a difficult year. The debate about the present
and future Romanian university was extremely animated, bringing
back to attention the earlier diagnoses, which described the Ro¬
manian educational system in terms such as inefficient, irrelevant,
unfair and of poor quality, a system in which within the area of hi¬
gher education a few islands of excellence are immersed in a sea of
mediocrity (Report of the Presidential Commission for analysis and
policy in education and research, July
12, 2007).
The integration in
the European Higher Education Area and the global competition
of universities, struggling to remain in the preferences of students
are, therefore, key processes to be taken into consideration when
discussing the condition of the University in the 21st century. Or¬

urged, almost a century ago, that universities regard
students as institutional projects. Teachers and students together
are the ones that define the organizational culture of a university.
This is why our case study focuses on the perceptions of these two
categories of public. Moreover, the institution we selected for the
case study has as

relating to students and teachers alike: It
is not the walls that make a school but the spirit living inside it. I
am strongly convinced that the youth and academics will be able
to maintain this spirit to the highest levels (King Ferdinand I, at

The sociological research presented in the case study
was conducted due to a project supported by the
Politehnica Timi¬
şoara
Foundation. We propose a model of audit and a discussion
of the sensitive topics of university image. In the global educatio¬
nal market in which Romanian universities have to operate, there
is an increased need for creating, strengthening and promoting
the brand of our universities. Only in such a fashion they will be
capable of resisting the forces of globalization, of facing multiple

rankings and evaluations, of surviving both crisis and competition,
while remaining faithful to their traditions and to the society that
created them.
