INTRODUCTION:
WHEN A STEREOTYPE
ESTABLISHES AN ORDER

The text introduces a collective monograph. It outlines an inter¬
pretation framework that links the book s chapters. It is based on
the idea that the Roma stereotype is not a mere label referring to
an ethnic group.
One cannot comprehend the Roma stereotype only as a reflec¬
tion of the bilateral relationship of a majority and minority, but
as a category that transcends the relationship. The Roma stereo¬
type constitutes a norm or an instrument of society s becoming
conformist that is deliberately or spontaneously used to maintain
the social order. This is a personification of a failing individual or
a „symbolic nobody from whom society distances itself. Such
an established stereotype is then translated both in the behaviour
of the Roma themselves (the
distanciation
prevents them from
being identified with their Roma character) and in the strategy of
members of majority society who try to negotiate on their social
acceptability upon the background of the Roma stereotype.
IDENTITY AND A MYSTERY OF ALOOFNESS

It is common knowledge that the ethnic Romany minority in
the Czech Republic is a rather elusive fact. Officially, it is only
claimed by a very small number of persons, individual Romany
groups are at odds with one another and all attempts at defining
who is or is not a Romany on the basis of such features as family
origin, the colour of complexion, language, tradition or a shared
cultural system have been partly misleading and partly have not
properly worked. Nevertheless, the Romany or Gypsy identity

is an undisputable social phenomenon with a wide impact. This

results in the need to look for the ways with which to approach ^
and understand it. My study will try to submit a non-homogene-

project was to analyze and interpret the contents of existing ste¬

Participant observation and interviews, held with representatives
of Slovak majority and Roma minority from a mountain village
of central Slovakia, have shown considerable contrasts between
auto stereotype

heterostereotypes

ity. Decoding of relationships has proven that extreme evaluat¬
ing stereotypes do not match with the common practice and these
postures operate only in a latent form. In active majority 1

behav¬
ior prevails a struggle for an
integrative
impact in Roma and non-
Roma relationships, majority aspirates to reduce the social exclu¬
sion at least among children. Exclusion is understood by Slovak
and Roma indigenous inherent to a minority.
RESEARCH OF ROMANIES IN SLOVAKIA

The contribution is devoted to an analysis of the problem arising
from several obstacles (especially on the methodological level)
that accompany the present-day level of research into the Roma¬
ny issue. It highlights some surviving problems caused by the
limitations in the context of national as well as local policies and
their implementation. In the second part, the researchers outline
a general overview of vital surveys whose absence seriously cur¬
tails the application of national and local policies. If they were
conducted, this would largely help to resolve the „Romany prob¬
lem. The contribution is not any comprehensive or exhaustive
analysis of the presented issue. Rather, it seeks a certain view
from the „interior of the civil service. The information and ap-

proaches presented in the contribution are mainly based on the

researchers experience with the work of the Office of the Gov-

ernment Commissioner for Romany Communities. ^
HOUSING INTEGRATION STRATEGIES

Ostrava is the third biggest city of the Czech Republic. The
ш
Moravian-Silesian region, whose „capital is Ostrava, is strongly
affected by heavy industry (coal mining, steel production), high
rate of unemployment, pollution and the presence of many nu¬
merous ethnic minorities, especially Romanies, who came in late
fifties from the Slovak settlement there.
Social housing in the Czech Republic is not provided by the
state at all and only on limited scale by the towns and cities.
There are also many ghettos and socially excluded locations in
the area and the housing (together with racism and prejudices) in
general is one of the biggest problem.
More than three years ago a remarkable partnership of private
sector (the owner of majority of the houses in the region),
NGOs,
schools, police, municipalities and the inhabitants of the socially
excluded location was created and tries to substitute the zero ac¬
tivity of the state in the social housing issue.
The project emphasizes the active participation of all the
partners, especially the inhabitants (tenants), who are perceived
and treated as subjects (responsible partners) and not mere ob¬
jects of help and control. The combination of prevention and
control, work with the people and repairs of the houses
/
are¬
as is well-balanced and the project became a good practice ex¬
ample well known not only in the Czech Republic and France
(lectures for urban planning students at
Sorbonne
University in
2010),
but also in Germany, where we try to reapply it in
Berlin-
Spandau
now.
In the course of the time the project expanded and it is oper¬
ated in

locations in Moravian-Silesian region now. The ten-

ants are not forced out and the owner of the houses believe that

The project focused on inter-
cultural conflict between the majority and minority which takes
place in the field of education. At the same time, we mapped the
wider context of the life of informants and actors of our life. The
conference contribution focuses on the interaction between ma¬
jority and minority and shows that a joke or funny events may
be due to the fact that they reflect the situation of the individu¬
al, the means of mutual understanding among teachers, children
and their parents.
PERCEPTION OF AGE GRADES AMONG ROMA AND
ITS INFLUENCE ON EDUCATIONAL ATTAINMENT

My contribution concerns with the theme of education of Roma.
Although this topic is often seen and processed as separate, it
is actually part of much broader and more important ques¬
tion, which is the problem of integration of Roma into main¬
stream society.
Unlike many scholars who focus on the youngest children and
looking for a way to facilitate their entry into school

and gen-

erally
the initial phase of the educational process (usually by
bridging a variety of socio-cultural handicap), I was more fo-

cused on older individuals. Support for Roma children to over-

come their socio-cultural handicap during the period of their en- °f
tering
school certainly has a great positive impact. But then the

question arises, why even in case when

children manage

to overcome the
foresaid
initial difficulties (or when these are

most absent), anyway there often occurs a situation when most ^
of Roma children, which smoothly benefits without problems at

lower levels of elementary school, do not continue their
educa-

in secondary school (and later in a college). In other words

and with him also his parents

as if resign
to their further participation in the educational process in a cer¬
tain period of children s life.
And that is the question that I tried to uncover in my re¬
search. So I turned my attention to the Roma family with a spe¬
cial focus on the concept of age grades

how are Roma indivi¬
duals perceived in their own environment by their families and
surroundings
-
how changes position of individual during its
growing and maturation in its own community, how its rights and
obligations, his lifestyle preferences, and attitude to life values
changes in dependence on age.
GETTING AWAY!
Children of Czech and Slovak Romanies in the
context of British educational system

Several years have passed since the Czech and Slovak media in¬
formed about the „big exodus of Romanies to Great Britain.
They themselves say they were attracted by better conditions,
both financial and social and educational. How does the situa¬
tion look now, as seen by the youngest members of the immigra¬
tion community? The study examines how immigrants children
cope with the new cultural environment, with the language they
do not understand and almost have not learnt it and, last but not
least, with the challenges brought by their life in a new country,

a new school, within the teaching system based on quite

rules than they had known. The text also asks other questions:
How does inclusive education look like and what is the impact of
stereotypes on it? How do teachers react to immigrant pupils? Is
there any boundary between foreign and native schoolchildren or
does the teaching process have a uniform nature?
PARENTAL CHOICE OF EDUCATIONAL
PATHWAYS FOR ROMA CHILDREN

The aim of this paper is to clarify the process of parental choice
of educational paths starting Roma children living in socially
excluded areas. From January
2011
to April
2012,
I conducted
a participatory action research in urban environments in the area
of social exclusion in western Slovakia. The research answers the
question: what is the discourse of Roma parents of pre-school ed¬
ucation and what is the choice of parents for admission to kinder¬
garten. The research results show parental discourse is marked
above all the perception of barriers associated with living in so¬
cially excluded areas. Visions of the barriers of educational in¬
stitutions have a significant impact on the actual choice of edu¬
cational pathways of children. They identified some steps that
parents must overcome in the decision making process for en¬
try to kindergarten: your interest in attending a kindergarten, an
awareness of the benefits of preschool education despite the bar¬
riers and committed to change. Based on the understanding of
this process, low-threshold program was created to address is¬
sues related to education preschool children living in the area of
social exclusion.

The attention devoted to the study and development of the Roma
language and literature, historical research on the origin of the

Roma and their arrival in Europe, but also the promotion of
vari-
ous other aspects of the Roma culture can be understood as forms
of legitimation process, whose aim is to defend (and establish)
the national
Romani
ethnicity.
In this process, it is very often used the selected elements of
the Roma musical culture to construct a positive image of Roma
as holders of unique cultural values.
