Introduction
The book "The European
Union
and Montenegro: Enlargement policy" is designed as a general
textbook for students of the Faculty of Economics and Faculty of Political Science, who study
subject
"EU
Enlargement Policy" on postgraduate studies. This book, in its substantial part,
represents also literature for students of undergraduate subjects in field of European integration
that are being profiled, over the last few years, in the faculties of social sciences in Montenegro.
The book is structured into six related entities that make a logical sequence and connect the idea
of European integration since its historical development to the present days, as well as the
development of enlargement policy, with special focus on our region and Montenegro. Apart
from the historical, the book emphasizes the political, legal and economic aspects of the
integration process, and part of the book dedicated to the region and Montenegro represents a
specific analysis of the development of the integration process through various institutional
arrangements, forms of government, and integration phases. The author of this book has invested
special effort to bring together in one place the research of various scientific disciplines, so that
students could easily follow complex matters of European Union integration in a single source
and to easily direct their further research of composite enlargement policy.
The idea of European integration, and the
EU
emergence, and the enlargement policy
-
starting from what represents the Union now as a global player on the international scene, this
chapter analyses the idea of European integration and the development of European integration.
Enlargement policy is rooted in the historical context of strengthening the Union and it presents
its simultaneous expansion and economic unification. Five great waves of
EU
enlargement traced

development path and make it an important factor in modern international relations.

supranational organization

in order to understand the institutional
structure and specificity of the European Union that we know today, in this section, the author
analyzes contemporary international organizations, as a form of institutionalization of
international relations, international agreements, the contractual ability of international
organizations and the specific process of accession and association that are characteristic of the
European Union, as a unique international organization, supranational organization
sui
generis.
European Union after the Lisbon Treaty: political and legal aspects
-
this part represents a
systematic analysis of the institutional structure of the Union, which is defined by the Treaty on
European Union and the Treaty on the Functioning of the
EU,
whose important amendments were
introduced by the Lisbon
-
Reform Treaty. At the same time, analysis of the Treaty came as the
result of the motivation to expand this part of the book with somewhat more detailed analysis of a
single institutional framework of the Union after the Lisbon Treaty.
European Union after the Lisbon Treaty: economic aspect
-
global economic and financial
crisis in the
EU
has turned into a complex and deep economic crisis and the debt crisis, and in a
broader context, a crisis of confidence. Therefore, this chapter examines European development
strategy
-
Europe
2020,
and a new coordination mechanism for economic policies, so-called
economic governance in the
EU.
Furthermore, all chapters analyze the various aspects of the
crisis, measures and instruments that are continuously being introduced, reinforcing a common
response to the crisis and seeking means of consolidation and unity of the Union. Reflections of

the European debt crisis have a direct reflection on the economic performance and development
prospects of countries in the region, including Montenegro.
The
EU
enlargement policy and the Western Balkan countries
-
enlargement of the Union to
the region of Southeast Europe, i.e. the Western Balkan region, is an important part of the book,
as it represents all the complexity of today's
EU
accession process and covers the whole range of
similar, yet so different countries of our region, as well as their efforts to achieve the designed
integration phase. Accession of the Republic of Croatia is analyzed in special section.
The
EU
enlargement policy and Montenegro
—
this chapter presents the chronology of the
European integration process of Montenegro, which began in mid-sixties of the XX century and
ends up (in this book) with the opening of accession negotiations on full membership of
Montenegro in the European Union. This section is the result of comprehensive research of
relevant material and official documents from the integration process of Montenegro, and the
systematization and processing of rich material on the important events in the integration process
of Montenegro where the author personally participated. Accordingly, this chapter is also a
university tutor and working biography of the
EU
integration process in its critical stage, when it
was needed to establish the system and integrate it into the overall national project.
