Summary
The topic of this study is the emergence of the second home pheno¬
menon, i.e. its broader, spatial aspect in the littoral Croatia, as observed from
the perspective of tourism geography. The complexity of the second home
phenomenon, that is the complexity of all manifestations and processes re¬
lated to the notions »second home«, »second home owner« and »secondary
(occasional) housing«, can be seen in the fact that it in a unique manner in¬
tegrates elements of housing, the use of free time,
entrepreneurship
and tourism.
Its basic element, i.e. its physical manifestation, the second home (space de¬
signed for rest and recreation), refers to all housing units intended for rest
and recreation/secondary housing, which take the form of a house or a flat
used either on weekends or during shorter holidays or over longer periods of
time, and which are utilised for the purpose either of rest and recreation or
for commercial purposes.
The emergence and development of the second home phenomenon has
indubitably had profound influence on the direct and indirect transforma¬
tion of the Croatian littoral, particularly in the last forty years, during which
time many parts of the Croatian coast have undergone radical transformation
and developed entirely new functional characteristics. The purpose of this
research is therefore the necessary study of the second home phenomenon
in the littoral Croatia, and the
actualisation
of this topic in Croatian scien¬
tific, and particularly geographical circles, as a contribution to the study of its
broader, complex spatial aspects and in order to facilitate its better informed
direction in the future.
The primary goals of research are: to unify Croatian terminology related
to the second home phenomenon; to make a contribution to the understand¬
ing of the theoretical presuppositions of the geography of the second home
phenomenon; to identify and analyse factors which have played a part in the
emergence of the second home phenomenon in littoral Croatia; to investigate
the volume of interest for the second home properties on the Croatian real-es¬
tate market; to analyse the characteristics of the developmental dynamics and
spatial distribution of the second homes in the Croatian littoral, with a special
emphasis on the period from the independence of Croatia until now; to iden¬
tify basic characteristics of the spatial distribution of multi-apartment recrea¬
tional buildings in the Croatian littoral; to develop the typology of settlements
with regard to the degree of transformation resulting from the development

of the second home/recreational homes in the Croatian littoral; to research
the relationship between the second home phenomenon and tourism in the
Croatian littoral; on the basis of the information about the ownership of the
second homes on the island of
Krk
to analyse their structural characteristics
and to identify their motivational patterns for second home ownership as
well as their use; to assess the significance of the second home phenomenon
within the regional development of the Croatian littoral through the analysis
of its physical, economic and socio-cultural influences and effects based on
the information about the island of
Krk;
propose measures for its future direc¬
tion based on the premises of sustainable development; and, finally, to pro¬
pose a geographical concept for the study of the second home phenomenon
in the receiving second home areas.
In terms of method, the study is based on the combination of philosophi¬
cal foundations of the
positivist
and humanist-behaviourist geographical sci¬
entific approach. Only the combination of quantitative, statistical information
with the analysis of the attitudes of different local social groups
-
permanent
inhabitants, occasional second home owners, entrepreneurs and representa¬
tives of local authorities
-
can provide an inclusive estimate of positive and
negative influences and consequences of the presence of second homes in the
receiving second home areas of the Croatian littoral.
The methodology used includes: the collection and systematic analysis of
theoretical and empirical scientific literature, both Croatian and foreign, from
geographical science and cognate disciplines; the collection and systematic
statistical analysis of quantitative information obtained from secondary da¬
tabases and sources; on-site investigation using independent field research
methodology including questionnaires, interviews, mapping, taking photo¬
graphs and observation based on several years of personal experience and
familiarity with the researched area, as well as the analysis of maps and their
visual presentation.
The spatial framework of the research encompasses the littoral Croatia.
This term denotes the area of the Croatian coast, islands and immediate hin¬
terland which in conjunction with the coast creates an inseparable functional
unit intertwined with everyday interactions. This spatial framework has been
chosen because it is the region of Croatia where the second home phenom¬
enon is most pronounced and in which it has subsequently created most no¬
ticeable geographical changes.
In the first part of the analytical part of the study, which relates to the
whole littoral area of Croatia, utilised all statistical information are represent¬
ed in charts for each of

towns and municipalities. The second part of the
analytical part of the study, which covers the island of
Krk,
a Croatian island
with the largest number of second homes, and which has therefore served
as a representative case study and the site for the field research, statistical
information were analysed separately for all

island settlements and

self-governing administrative units. Detailed field investigation and direct
questionnaire testing covered Malinska, a typical settlement in the Croatian
littoral,
which has experienced all characteristic stages in the development of
the second home phenomenon in Croatia
-
from luxurious resorts and villas
through unpretentious family second homes after the Second World War, in¬
creasingly luxurious individual resort houses built in the
1970s
and
1980s,
to
the present stage of multi-apartment recreational buildings.
The basic temporal framework of the research covers the period from
1971,
when second homes first feature as a category in the Croatian statistical
investigation, until
2001,
the time of the most recent Census of Population,
Households and Dwellings in Croatia. However, as the quantitative informa¬
tion obtained from other statistical sources, and as the qualitative information
gathered through independent field research, both come from a much more
recent period, the study arguably contains an analysis of the geographical
reality of the second home phenomenon in the Croatian littoral until the Au¬
tumn of
2007
when this research effectively ended.
The introductory chapter contains terminological clarifications and defi¬
nitions, as well as the preliminary comments about the subject, goal, purpose,
working hypotheses, methodological remarks, and temporal and geographi¬
cal delimitation of the study It is followed by the chapter dealing with a de¬
tailed survey of Croatian and foreign studies about the second home phe¬
nomenon, and a discussion of the secondary residences in Croatian statistical
sources.
Since secondary residence is a phenomenon which has so far attracted
relatively little attention in Croatian scientific literature, which includes geog¬
raphy as well, the detailed treatment of the topic in the theoretical part of the
study seeks to make a contribution and generate new insights regarding the
second home phenomenon and test them in the defined geographical space
of the Croatian littoral, primarily the island of
Krk.
The theoretical approach to the study of the second home phenomenon
thus covers the following issues: the definitions and concepts of the second
home in the period of modernism and post-modernism; factors contributing
to the emergence and development of the second home phenomenon and
various uses of the second home; an extensive classification of buildings for
rest and recreation; an analysis of the mobility of second home users in the
context of migration and circulation with particular emphasis on increasingly
significant migrations of retired second home owners, as well as on the loca¬
tions of second homes on different spatial levels. In the theoretical discussion
of the second home phenomenon as a factor in the transformation
oí
space,
the study elaborates three premier groups of geographic implications which
the second home phenomenon brings into the receiving second homes areas:
physical, economic and
socio-cultural.
These three groups of
spanai
influences
and consequences to a large degree determine the overall development of the

home areas. This necessitates the analysis of the relationship between
second home phenomenon and tourism, the two manifestations which most
often interact with each other in receiving second home areas.
The primary purpose of the first, analytical part of the study is to consider
the emergence, development and main characteristics of the second home
phenomenon in Croatia, or in its littoral, and to determine its basic regulari¬
ties. It can be concluded that the emergence and development of secondary
residence has in various ways exerted significant direct and indirect influence
on the transformation of the Croatian littoral, particularly along the coast,
which is where second homes appeared first in Croatia in large numbers (in
1960s
and
1970s),
whence they spread to the islands and the inland.
The development of the second home phenomenon in the Croatian lit¬
toral after the Second World War can be divided in three periods, each with
specific geographic influences and consequences. The initial phase of conver¬
sion and adaptation of the existing housing stock into recreational second
homes (in
1960s
and
1970s)
was followed by a widespread purchase of build¬
ing sites and the erection of objects designed for rest and recreation, fam¬
ily weekend houses, often beyond the limits of sustainability of the fragile
coastal and island space (in
1970s
and
1980s).
Similar tendencies extended
into the last fifteen years, i.e. the period after Croatia achieved its political
independence and the establishment of free market economy. In addition to
the ongoing erection of individual family houses for rest and recreation, there
is a marked increase in the building of the multi-apartment recreational build¬
ings designed for rest and recreation, often built without appropriate build¬
ing permissions.
Due to the proximity of the premier generating second home areas (Za¬
greb with other cities of Central Croatia,
Rijeka,
Slovenia) and their accessibil¬
ity, the second home phenomenon in the Croatian littoral first started in the
region of Northern Croatian Littoral only to spread in
Dalmaţia
in
1980s
and
1990s.
After the Homeland War in the last ten years it again concentrated in
the
Kvarner
and
Istria
due to the fact that they had been saved from direct
war devastation and indirect consequences. Ever since the monitoring of the
second home phenomenon started, the primary receiving second home areas
in the Croatian littoral have been the same: the
Crikvenica-Novi Vinodolski
coast, the islands of the
Kvarner,
Western coast of the Istrian peninsula, the
Velebit
mountain coast with the island of Pag, the coast around the
Novigrad
and
Karin
seas, the
Zadar
and
Šibenik
coast with the islands of
Vir
and Murt-
er. Among the secondary receiving second home areas of the Croatian littoral,
somewhat further away from Central Croatia as the leading emissive second
home area, are: Split and the surrounding area including the (pen)insula of
Čiovo,
the Middle Dalmatian islands, the
Pelješac
peninsula and the island of
Korčula.
Even though the Croatian littoral is the leading tourism and second
home area in the country, these two related activities to not overlap com-

pletely
on the local level of spatial differentiation. There is approximately the
same number of second homes in established, larger tourist resorts and in the
smaller, earlier fishing hamlets, currently only potential tourist resorts. This
fact clearly supports the conclusion that the intensity of the tourist and sec¬
ond home valorisation do not fully coincide.
The second home phenomenon in the Croatian littoral has had signifi¬
cant effect on the transformation of smaller settlements. It has been discov¬
ered that the increase in the size of settlements is followed by the decrease in
the proportion of second homes. The disproportion between the functions
of primary and secondary housing strongly supports the thesis that it is the
need for peace and quiet, which is possible to attain to in small settlements
due to the sharper contrast between them and everyday stressful city life,
which is one of the most significant motifs for buying a second home in the
receptive regions of the Croatian littoral.
In recent years the second home phenomenon has in many areas of the
Croatian littoral reached the intensive stage of mass recreation. It is charac¬
terised by the purpose-built multi-apartment recreational objects. This proc¬
ess has, in a degree stronger than before, particularly affected the northern
regions of the Croatian littoral (the Crikvenica-Novi
Vinodolski
coast, the is¬
lands of the
Kvarner,
particularly the island of
Krk,
Western coast of the Istri-
an peninsula), but the strong tendency is also manifest to spread towards also
towards
Dalmaţia
(the
Zadar
and
Šibenik
coast with the islands of
Vir, Čiovo,
the
Omiš
coast, the
Makarska
coast and the Middle Dalmatian islands). The
intensive stage of the second home phenomenon in the Croatian littoral is
further marked by its increasingly international character (in addition to the
Slovenian second home owners who settled in the time of the former Yugo¬
slavia there is an increasing number of Germans, Austrians, Brits, Hungar¬
ians, Italians, who are also the most numerous foreign tourists in Croatia), the
increasing proportion of retired persons, as well as, in addition to the preva¬
lent recreational motivation, the increased role of purchase of second homes
as financial investment.
The second part of the analytical part of the study, based on the exten¬
sive research of the second home phenomenon on the island of
Krk,
pre¬
dominantly in
Malínská,
intends to throw light on the interaction between
influences and consequences of secondary housing on a local level. Kerore
the construction of the
Krk
bridge
(1980)
and the motorway Zagreb-Rijeka,
the second homes in Malinska, as in the island of
Krk
as a whole, served for
prolonged (Summer) holidays, while today, with the much improved traf¬
fic infrastructure and increased accessibility, they increasingly transform into
places for spending weekends and shorter holidays. As most second home
owners in Malinska and on the whole island of
Krk
permanently reside in
Zagreb and its surroundings, in addition to using their «ond hcmtesor

for
seasonal rest and recreation they now combine its usage with shorter stays

over the weekends, so that the island of
Krk
can be included among Zagreb
recreational areas.
Increased urbanisation has undoubtedly contributed to the increased
need for rest and recreation outside of places of permanent residence also
among the inhabitants of smaller, more »rural« settlements. However, the
main demand for second homes is still strongest among the inhabitants of
larger cities who are more exposed to stress and rapid lifestyle, and who
therefore feel the objective and subjective push factors of the second home
phenomenon more acutely.
Even though the estimate of most
discernable
physical influences and
consequences of the second home phenomenon differs from one place on
Krk
to another and is directly related with morphological-functional char¬
acteristics of the secondary recreational dwelling, the present prevalence of
multi-apartment recreational buildings as the leading form of the second
home phenomenon with distinguishable and most often negative implica¬
tions, can be characterised as predominantly negative.
The recreationally motivated second home phenomenon causes in¬
creased spending, mostly in the holiday season but also at other times, which
has a positive effect on the vitality of local economy as well as in the overall
economic activity in the receiving second home area which does not come to
a complete halt even during the Winter when most economic activity slows
down. As a consequence, recreational second home activity, albeit limited,
still has a positive effect on alleviating the negative effects of seasonality in lo¬
cal communities. Even though the economic effects and consequences of the
recreational second home activity in the local communities on the island of
Krk
are usually perceived as negative, their real significance is predominantly
positive.
On the other hand, the commercial-entrepreneurial second home phe¬
nomenon, i.e. second home tourism, makes a significant contribution to the
stable economic development and the regional development of the receiving
second home/weekend area as a whole. However, if the commercial-entre¬
preneurial second home phenomenon grows out of all proportions, and is ac¬
companied by spatial aspirations of the second home ownership and tourism,
it can become a factor which may limit further development of local tourism.
In this way the growth of the second homes phenomenon in some parts of
the island of
Krk
becomes a »dead weight« of a more successful future tour¬
ism development.
Despite certain negative aspects, primarily through the loss of the auto¬
chthonous architectural form as the physical manifestation of local identity,
for which the second home phenomenon is not the sole »culprit«, the
socio¬
cultural
implications of the phenomenon on the local communities on the is¬
land of
Krk,
even though less distinguishable than its physical and economic
implications, as observable in the quality and intensity of social relationships

between local people and occasional second home users in Malinska, can be
said to be predominantly positive.
Even though the second home phenomenon has emerged in the past
fifteen years
asa
key feature in the Croatian littoral, more than a half a cen¬
tury of Croatian regional planning has noted the lack of a socially verified
attitude/approach to the second home phenomenon, as well as the absence
of a unified planning programme for directing weekend houses and multi-
apartment recreational buildings construction. These particular inconsisten¬
cies in the basic approach have resulted in a concrete treatment of spatial
planning on a lower level, which has infrequently lead to unwanted spatial
implications.
It is worth noting that the main »wave« of the second home expansion in
the Croatian littoral after the Homeland war commenced in the early 2000s
and the complete stabilisation of the early
1990s
when Croatia experienced
tourism renewal which reflected on increased indigenous and foreign second
home demand. The Census from
2001
could not register the most recent sec¬
ond home »boom«, primarily in the category of multi-apartment recreational
buildings. The next census in
2011
will thus give a more realistic picture of
the present and future increasing domestic and foreign presence of second
homes in the Croatian littoral.
