To the citizens of Baltimore-Town: After a public enquiry, by witnesses on oath which fully satisfied my judgment that certain persons, in this town, had been guilty of acts of violence that amounted to a riot, I issued a warrant to arrest the persons, and to bring them before me, to be dealt with as the law directs
