Summary
Second World War and especialy the events that took place withing al-
banian political campus during the second half of it, undoubtedly are
marking on of the most important period in Albanian history. As well as the
Albanians in Macedonia in this period are taking important part in this is¬
sue as undivided part of the Albanian nation and its cause. As we can see in
this research, almost two years
1943-1944/45,
there is an organised armed
resistance by Albanians against take over of their territories by Macedo¬
nian partisans that were under control of the Communist Party of Yugosla¬
via led by
Josip Broz
—
Tito.
Albanian territories in Macedonia as we can see were battelfields be¬
tween Albanian Vulnerable Forces on one side that were gathered around
Political and Military Organisation of
Balli
Kombëtar
(
National Front) or
afterwards Second Albanian Leage ofPrizren and on the other side Mace¬
donian Communist Partisan Units.
Very important event for today Macedonia was Ribentrop-Chiano deal
in Wiena in
aprili
1941,
relating to division of the Albanian territories be¬
tween Italy and Bulgary. According to it, greater part of Albanian territo¬
ries in Macedonia were included into Italian occupation zone. Basically ar¬
eas populated with majority Albanians starting from the village
ofGrupçin
(
between Skopje and
Tetova,
a place where the border line was drown up),
Tetova
with surrounding areas, Gostivar,
Kërçova, Dibra,
Struga,
and part
of Prespa as a result of Wiena deal belonged to Italy and later annexed to
so-called Albanian State.
On the other side of the border i.e. Greater Bulgaria will remain quiet
large areas of Albanian territories such as Skopje, Kumanova, Albanian ar¬
eas of towns
Veles,
Prilep
and
Manastir.
This division of territories undoubtedly created high tension in an ital-
ian-bulgarian political spectrum becouse bulgarians were not happy with
these map drowing as they kept requesting very firmly from Italians to hand
over a town of
Tetova
to Bulgaria. Not only a diplomatic crises were no¬
ticed that time be
twen
two allies but a military confrontation was
regis
térted
in a vilage
ofGrupçin as
was
mentionét
in the book more precisely.

On the other side albanian frustrations were increasing, as a large part
of albanian territories, especialy Skopje and Kumanova remained under
Bulgarian conquest. Against these decision rose up Albanians from Skopje
by organizing public protests in which were expressed their grievances re¬
lating to these decision, but nobody wanted to hear to those demands and
neither to deliver.
Fears remain, however, that if these Albanian part not be annexed by
Italians, the local Albanian population would be mistreated by Bulgarians.
It does not mean that Italians were not considered as occupiers by Albani¬
ans, but talking in a wider political contest it was better for them to be un¬
der one administrative border (one country) rather than be divided in few
parts.
We should mention that Albanians under Italian occupation felt more
comfortable in all aspects, starting from political life, economic, and cul¬
tural, in comparison to the past when these areas were under Yugoslav
Kingdom before Second World War.
Italians managed to win hearts and minds of Albanians as they bene¬
fited from the policy that was maintained by central Italian Government by
allowing Albanians to gain more national freedom. In these territories Al¬
banians for first time in their history could use their National Flag (double
headed eagle in a red field
),
official use of the Albanian language, opening
of the Albanian schools etc. This policy towards them had a positive impact,
which helped to create an impression that Italians are ''Liberators
"
instead
of being occupiers.
This policy of wining harts and minds of the ordinary Albanians re¬
sulted positively as the Albanian population expressed god attitude towards
Italians. Whilst on August
1941
Italians annexed these Albanian territories
into Albanian State, then even more they granted Albanian sympathy. These
historical event for Albanians lead up to changing minds to some of the
leaders of the nationalist movements as they afterwards for patriotic pur¬
poses had to approach and connive with Italians. It doesn 't mean that all
Albanians were happy. No they weren't as the other parts of Albanian ter¬
ritories were under Bulgarian occupation and as so they were without any
political and cultural right and also they were mistreated mercilessly by
Bulgarians.
Under these circumstances, almost in all Albanian areas were under¬
taken measures in direction of organising and mobilizing the whole popula¬
tion against the occupiers. In many parts of Albanian territories now oper¬
ated few Albanian political parties and military organization such as: Fas¬
cist Party, National Front
(Balli
Kombëtar),

(Legaliteti),
Albanian Youth etc. In general all of these organisa¬
tions had the same objective, i.e. uniting Albanian territories in one country,
but they had different way of achieving it. As we can notice on this research,
the main and most powerful Albanian organization that managed to pene¬
trate deep into Albanian population are
Balli
Kombëtar
(National Front)
and The Second League of Prizren. This strong support that gained these
two Albanian organisation in wider areas, created troubles for Yugoslav
Communist Party
(
or Macedonian Communist Party), as they were rejected
from the local population despite the strong propaganda that they were
spreading across the Albanian areas against
Balli
Kombëtar.
Why this hap¬
pened? Because
Balli
Kombëtar
in a very precise manner defined its Pro¬
gramme determination, i.e. United Albania, which was for that time the only
solution for them if they wanted to be embraced by population.
On the other side Macedonian Communist Party as part of the Yugoslav
Communist Party based on its Political Programme kept calling Albanians
to join the Party as well as The Partisan Military Movement. The Main
agenda was "Brotherhood" and "Equality" between the peoples of Yugo¬
slavia. This political offer of "Brotherhood" and "Equality" was not ac¬
cepted by Albanians as they had bitter experience living under Yugoslavs.
This calls were perceived rather as a dishonest and demagogy than as a
real call for equality after the war. This element of mistrust brought Mace¬
donian Communist Party to a position of no support by the Albanian popu¬
lation.
As early as sprint
1943
the political and military situation was very
breached and whereabouts there was military confrontation between Mace¬
donian Partisans and Albanian Volunteers. In the next few months there will
be going on series of battles between them.
Thus by the end of summer political and military circumstances will
change in Albanian territories after the Italian capitulation. In this phase
there is an intensification of fighting between Macedonian Partisans and
Albanian Volunteers in all parts of today Western Macedonia. From now on
there will be better organising of the Albanians as they will build up more
powerful political and military structure to oppose the
reoccupation
of the
Albanian territories by the Macedonian Communist Partisans. It is signifi¬
cant to mention that almost all battles that went on starting from
Struga
(south-west of Macedonia) up to
Tetova
(north-west) were ended in favour
of Albanian Volunteers. Macedonian Communist Leaders intending to win
more support from Albanian population formed a joint brigade by Albani¬
ans and Macedonians youths, so-called 1-st Macedonian-Kosovan Brigade.
Their mission was not sincere as we mentioned above, because it was not

formed to really confirm their "desire" to live together and equally. The
fact that leadership of the brigade was only Macedonian i.e. there was not
even a single Albanian appointed as a leadership of the brigade. Calls for
"equality" and "brotherhood" since now can be noticed that were false and
can not be turned a blind eye on that.
Another proof relating to discrimination of the Albanians by communist
Macedonian leaders is Formation of the Antifascist National Liberation
Council on

of August
1944,
which was going to play a rule of a National
Assembly until the election will be held. The members of the Council sup¬
posed to represent the entities that live in Macedonia i.e. Macedonians and
Albanians which formed majority of the population and the others that live
in the country such as Turks, Roma and Vlachs. Unfortunately it did not
happened. From

delegates altogether only

Albanians were appointed
to take place. Up to day still is not clear how many of the six Albanians took
place in the Assembly. The Presidium of the Council which was going to be
a provisional Government was formed by

members only one of them was
Albanian. Anyway it was a wrong start for the Macedonians. This defiant
and ignorant act by the Macedonian communist leaders towards Albanian
population in these territories will be an early indication that things will go
opposite direction from the one that was proclaimed during the war, such as
"Equality", "Brotherhood"even "Selfdetermination".
This omission of the Albanians without doubt is going to create unpre-
dicted consequences as it is going to dictate next events. This act once more
reconfirmed anti-Albanian feelings of the Macedonian communist leaders,
which provoked huge rebellion among Albanian population. Instead of tak¬
ing the opportunity to bring in the Albanians in the frame of state institu¬
tions, it gave one more reason to them continuing fighting against commu¬
nist partisans that created more trouble in the country. In the next few
months, especially in the period of September
—
November
1944
there will
be an intensifying fighting between Albanian insurgents and Macedonian
communist partisans. These battles will be spread almost in all Albanian
areas in Macedonia. This is going to be a very important period of the war
because Albanian forces in a very organised manner will manage not only
to make strong resistance but to cause huge damage and loses to Macedo¬
nian forces. The heavy fighting is going to continue up to mid November
1944,
when by now it was clear that Albanian forces in Macedonia will not
have support from Albanian State as there communist forces took full con¬
trol of the country and now already was a communist government in place.
Also will be no support from the Antifascist western powers because of the

Sovjet
pressure
upon other allies to recognise communist governments as
legitimate one's in Albania and Yugoslavia (i.e. Macedonia).
That is way by mid November
1944,
Albanian insurgents will agree to
withdraw and completely end the fighting as the agreement guaranteed full
integration in the state system and not to be mistreated as a revenge the Al¬
banian civil population by Macedonian partisans when they will enter in the
Albanian territories held before by Albanian insurgents. The armed resis¬
tance will continue in some areas as they noticed that Macedonians are not
respecting the agreement and continue to mistreat, torture, imprison and
kill without justice Albanian population.
Macedonian communist military brigades will carry out so called
"Cleaning Operation
",
which was meant to clean the territories from
nazi
remains. Indeed the
main reason was taking revenge to the Albanian population for their earlier
support to the Albanian forces. This kind of behaviour of the Macedonian
Partisans as they took orders from their leadership, left huge consequences
which will affect of course the daily life of the Albanian citizen.
