The book presents the political party both as a historical result of moder¬ nity and as apolitical agent of democratization, of parliamentary representative democracy. The growing role of parties in the exercise of state power and political mobilization of the citizens in over two hundred years is determined by their essence and the nature - that of political associations. Or, the associations bet¬ ween people - formed as a result of the interest of some people to accede to the decision centers of the state or based on the con¬ cerns of other people to maintain their positions in the structures of government - seem to be, by their diversity and overwhelming presence in the sphere of power, natural phenomena that accom¬ pany the history of states, the political systems. The associations between people for «political reasons» - ephemeral and incon¬ sistent in Antiquity and Middle Ages, although reflected the power «instinct» of some groups - became the defining and in¬ dispensable components of modern political systems when are emerging, and consecrate themselves as political parties as such. The modern parties express a higher stage of political develop¬ ment and a refined form of action in the public sphere. On one hand, they intervene by various means, political, peaceful, thus excluding violence, to achieve their goals. On the other hand, they are concerned to take and to promote interests belonging to groups as varied and many of the social body, extracted from 386 CONSTANTIN NICA evaluations made throughout the society. Thirdly, they usually accept the political competition and act in order to conquest and exercise the power, by reporting themselves to the power in terms of national sovereignty. Finally, the place of informal, fra¬ gile and ephemeral links within the pre-modern political factions is taken by relationships and considerations close to the «general interest». Otherwise, the party began and has established itself as an intermediary agent meant to cover the gap between human groups and social collectivities with political rights, on one hand, and the representative, democratic and pluralist state from the modern/contemporary societies, on the other hand. Thus, between „country and its representation in modern formulas, the parties were interposed quasi-obligatory, the elements of the social body being in relations of a certain dependency on these political groups, became center of decision-making and of influencing the govern¬ ment, factors of attraction and of specifying the social forces. The party emerged as extra-legal group, usually organization of free people, as non-state institution, abiding concerned to exer¬ cise the power or to influence the power from the perspective of a determined objective, relying itself on the widest possible sup¬ port from the social body, ensuring - through decisions and ini¬ tiatives - the maintaining and the strengthening of the entire community cohesion in the state in which they operate. The book - consisting from three parts and six chapters - shows that the parties, as bearers of ideals, as representatives of the main currents of opinion, assume the functions visible in all modern societies and in all stages of their development as long as the discussing of the issues of «moral views» is allowed everywhere free confrontation of opinions, solutions, alternative is accepted in one form or another, on the base of full freedom or freedom confined to certain problems. The role and the functions of political parties in modern/con¬ temporary political systems led to the imposition of a fundamen¬ tal field, self-dependent, of analysis in political science, shaping a distinct branches of knowledge and of political, legal, axiolo- gical, ethical, stasiological assessment, meant to study the mor¬ phology, the mechanisms of operation and internal dynamics of the parties as natural components of politics in modern societies.
