LABOUR PARTY IN CHIEF AUTHORITIES
OF POLISH REPUBLIC IN EXILE
BETWEEN
1939-1945
Labour Party (LP) was founded in
1937,
as a result of combining a few po¬
litical subjects (in. a. the Polish Party of Christian Democracy, National Workers
Party, Haller s Supporters Union), representing the Christian Democratic trend. The
party leaders were close co-workers of general
Władysław Eugeniusz Sikorski,
who
in September
1939
became the Prime Minister of the Polish government in exile.
In the years
1939-1945
Labour Party was an important element of the Polish
political system. Throughout the whole period of World War II, starting from gen.
W
Sikorski s first cabinet, until the time of
Tomasz
Arciszewski s „government of
national protest it was a member of the government coalition and its representa¬
tives were included in chief authorities of the Polish Republic in exile. That was
reflected in the presence of LP activists and supporters in the structures of Polish
Underground State, including the staffing of the highest underground administra¬
tion post

Throughout the whole period of World War II the Labour Party had coalitional
capability. It resulted from the Party s situation in the centre of the political arena,
which made it a partner both for the right wing and left wing groupings. This fea¬
ture of LP was frequently emphasized by its members, in. a. in the correspondence
between the party s authorities at home and abroad. Christian Democrats wanted to
act, and did act many a time, as mediators between the groupings of the four at
home, main political subjects of government coalition in exile, and lastly

The importance of LP, resulting from its coalitional capability, can be verified
through analyzing the participation of party members in stabilizing the politi¬
cal arena during government crises. Except the first of them, the crisis in July
1940,
the president of the party,
Karol Popiel,
was an equal member of a narrow
decisive committee determining the political line of the coalition of the so-called

party leaders . What is extremely significant, that body could secure itself the
influence upon decisions taken by prime ministers, contrary to the attempts (espe¬
cially those made by Sikorski) at breaking away from his influence. Both Sikorski
and
Stanisław Mikołajczyk
regularly summoned that committee, referring to its
opinions, especially in extremely important moments, connected with working out
difficult decisions both in foreign and internal affairs. Many a time the opinion of
the party bosses was criticizing the doings of the Prime Minister. It can be stated
for sure that
Popiel
was one of Mikolajczyk s most important political partners,
though
-
on the other hand
-
one can indicate significant moments when there
was no cooperation between them. An example
ofthat
is the fate of Mikolajczyk s
motion for American intervention in the case of Lvov in November
1944,
resulting
in the Prime Minister s resignation, which was unexpected for LP president. This
example, however, clearly shows how important stabilizing role was that of coopera¬
tion between them and broader, leveling decisions in the group of party bosses .
Among all the groupings in the ruling coalition, it was the Labour Party that
had the strongest legal authorization for the political representation in exile, headed
by the president
(gen. Haller)
and vice-president
(gen. Izydor
Modelski)
of the
Supreme Council, as well as the president of the Main Board
(Popiel).
That meant
that in the case of LP there was no doubt as to whether its representatives in ex¬
ile have enough delegates to represent their party Until the end of the year
1944
and beginning of
1945
the party was seen as a tightly-knit whole, not divided by
internal feuds, which was significantly different from the prominent cracks within
the ranks of the National Party, Polish Socialist Party, Peasant Party and the camp
of Pilsudski s supporters. Against this background the coherence of LP in exile
increased the ratings of this party, giving the contractors certainty that its authori¬
ties will keep the assumed obligations.
The real strength of Labour Party was proven by the significant (decisive)
governmental posts occupied by its members (the accomplishment of postulated
maximization of public posts). The presence of numerous LP members in the ad¬
ministrative structure of the Polish Underground State also proves the existence
of staff background that was at the disposal of this group. This contradicts the
repetitive statements about scarce activities of LP in the life of Underground Poland.
In emigration, in the structure of the main authorities of the Republic of Po¬
land in the years
1939-1945
the domains of Christian Democrats were the depart¬
ments of education and public administration. They also constantly marked their
participation in the works of military matters department. Since reorganization of
the cabinet after the crisis in July
1940
the governmental agency supervising the
processes of educating and upbringing children and young people was directed
by
gen. Haller,
who treated it first of all as the Office of National Upbringing.
This department, which in May
1941
changed its name into Office of Education
and School Matters, acquired the status of Ministry with full rights only when

Mikołajczyk
became the Prime Minister. Then the Ministry of Religious Confes¬
sions and Public Enlightenment was headed by Rev.
Kaczyński.
Both
Haller
and
Kaczyński
took care of the development of educational institutions network and
created the foundations of educational authorities. They both postulated the demo¬
cratic model of education. The system of upbringing was to be based on Christian
principles and it was aimed at the formation of appropriate citizen, concerned with
his fatherland. Such an approach secured constant presence of one of the crucial
elements of the program of Labour Party in the trouble spot of education and up¬
bringing. Under the auspices of the education department actions were taken for
professional preparation of the teaching staff and managers of educational institu¬
tions to work in post-war Poland and in the postulated areas.
Since the moment of founding the Administrative Works Bureau, which was
transformed in July
1943
into the Ministry of Public Administration Reconstruc¬
tion, it had always been headed by a Labour Party representative. To the greatest
extent the works of this governmental agenda were marked by its first head
-
Popiel.
He made an attempt at implementing his idea of efficient and competent state
administration, coming out with initiatives concerning various spheres of the work
of public administration, starting from „technical regulations, applicable in the
everyday activities of the government, up to extensive works on reconstructing the
administrative structures of post-war Poland. The package of draft president de¬
crees, showing the determination of Polish Republic authorities to introduce a fully
democratic system in post-war Poland, with a broad catalogue of civil freedoms,
patterned on the British model, was of special importance. From November
1944
the Ministry of Public Administration Reconstruction in Arciszewski s government
was headed by
Stanisław Sopicki.
The fate of the whole cabinet, connected with the
decisions of that time on the international arena, prevented him from continuing
the works initiated by
Popiel.
The activity of the Ministry of Public Administration
Reconstruction presented in this work is the first so extensive approach to the
subject in historiography.
Another, so far hardly recognized area of the work of Labour Party members,
were chief military authorities, and especially the Ministry of Military Matters/
Ministry of National Defence. On that ground the idea of democratizing the re¬
lationships in the army and his own organization project for the chief military
authorities was presented by
gen. Modelski.
His vision was supported by deep
and, as it seems to me, authentic attachment to such a model of armed forces
functioning, in which the soldiers, also those of the highest ranks, feel as a part of
the whole civil society and cooperate with it.
On the basis of the speeches of Christian Democrats in the forum of chief
LP authorities, recorded in the official documents created by them and their less
official correspondence, a catalogue can be created of the most typical elements
in their political thought. It has also to be remembered that emigrants referred

in the most part to current affairs, leaving programming to the activists at home,
significantly strengthened by the participation in studio works of the members of
Union organization, who joined LP in
1943.
With reference to foreign policy, Christian Democrats were linked by the con¬
viction that there was the need to create a Central-European Union, the introduc¬
tion to which was to be a Polish-Czechoslovak federation. It was more difficult
to work out a uniform position as to other questions, especially as to the issue of
the Polish-Soviet relationships. Most of the LP members, with
Popiel
in the lead,
supported the policy of Sikorski and
Mikołajczyk
towards the USSR Remembering
that already before the outbreak of World War II the LP had seen the necessity to
arrange modus
vivendi
with the USSR after the German attack in
1941,
it counted
on the cooperation with the enforced ally. The Christian Democrats accepted Sikor-
ski s arguments that only correct democratic relationships will make it possible to
save thousands of Poles oppressed by the Soviet regime. The possibility of creat¬
ing a Polish army in the USSR was also important. This argument increased its
strength, especially after the fiasco of the recruitment action in Southern America,
the subject of Haller s endeavours in
1940.
The elements that brought Christian Democrats together was their negative
attitude to the period of Pilsudski s adherent s rule. In fact there were no excep¬
tions to this rule.
Popiel,
Modelski, Kwiatkowski
and other representatives of LP
in chief Polish Republic authorities tried to prevent Pilsudski s supporters from
influencing the domestic and emigrational political life, they also became active
advocates of prompt settling accounts with Pilsudski s adherents for the lost de¬
fensive war, the result of which they explained by errors in the preparations for
the approaching armed conflict.
