CIVIL AND MILITARY ADMINISTRATION AND ITS
REPRESENTATIVES IN
A.D. 455-486
SUMMARY
The political history of Gaul in
455—486
shows a more complex picture
of the collapse of the Western Roman Empire than one might expect
from the older visions of a disaster or murder of the great civilisation
committed by the barbarians. It is worth analysing the role of imperial
officials, representatives of local elites and barbarian leaders in the process
of transformation of the West and Gaul, including administrative changes
occurring in the praefectura Galliarum (consisting of Gaul and Spain).
Examining the complicated reality of Roman Gaul at the time is possible
thanks to using the prosopographic method combined with the traditional
analysis of state institutions depicted by various written sources (imperial
legislation, chronicles, official registers
—
the so called laterculi, the lives of
the saints, epistolography etc.). In reconstructing the events of the second
half of the 5th century the problem is not only the fragmentary condition
of the sources but also the difficulty of their correct interpretation (e.g.
with regard to using the official titulature).
The history of the most important offices and functions (the praetorian
prefecture of the Gauls,
vicariate
of the Seven Provinces, provincial
governorship and supreme command of the military in Gaul) enables one
to observe, even prior to
455,
a certain general division of Gaul into the
militarised North and the South more closely connected with the imperial
civil administration. This became visible already after
406/7,
when the seat
of the prefecture of the Gauls was moved from Trier to
Arélate (Arles)
on the
Rhône,
quite close to the border with Italy. During this period,
Roman emperors, completely settled in Italy, did not reside in Gaul any
longer. As a result, not only local prefects or military commanders but also
representatives of the local senatorial aristocracy and bishops of the Gallic
Church had a more important role to play. At the same time, however, the
importance of barbarian groups settled in various parts of Gaul in

also increased. The barbarian expansion threatened the internal unity of
the prefecture of the Gauls. In
425-455
we can already observe symptoms
of a typical transitory period. However, the activity of
Aëtius, a
patrícius
and commander-in-chief in the Western Roman Empire, made it possible
to maintain a relative territorial integrity of the prefecture of the Gauls and
the continuity of administration in the prefecture.
The situation changed to the Empire s disadvantage in
455—475.
The
territory of Roman Gaul was shrinking as a result of further expansion of
the barbarian kingdoms, while the Romans were also weakened by internal
conflicts. There are no mentions about the activity of provincial governors
after
455
but praetorian prefects of the Gauls, supported by vicars, still
resided and performed their duties in
Arélate.
At least the praetorian
prefecture of the Gauls still maintained a genuine importance and social
prestige, and the office of prefect was usually given to representatives of
local senatorial families (although there were exceptions
—
see the careers
of Paeonius and Arvandus). On the other hand, the
vicariate
of the Seven
Provinces became inferior to prefects and less prestigious. Western emperors
tried to replace the governors of the declining provinces with officials
of a new type, operating within city districts and combining civilian and
miHtary functions. They were
comités
ävitatum,
clearly confirmed in Marseille
and Trier, and probably also present in other cities (Autun?,
Bourges?).
The
experiment turned out to be successful enough to be continued by barbarian
kings even after the collapse of the Western Empire, even outside Gaul.
From
451/2,
Gallic prefects completely lost control over the northern
part of their country, where commanders of the local Roman forces
became fully independent administrators. Aegidius (c.
455—
c.465),
magister
militumperGallias, rebelled against the Italian rulers and his successors, comes
Paul (c. 465-C.470) and Syagrius (C.470-C.486) were already completely
independent from Rome, regardless of the functions they performed. This is
why in later tradition these leaders were depicted as kings of the Romans ,
radner similar to other barbarian chieftains. The royal
titolature
was correct in
that their reigns were based on soldiers of Germanic origin and were partly
hereditary. When Syagrius was defeated and killed by Clovis in
486,
later
tradition depicted this episode as a fight for power in the North between
the king of the Romans and the king of the Franks. However, this is the
moment which marks the definitive end of Roman rule in Gaul.

In the South (in
Auvergne
and Provence) the imperial administration,
without an adequate military backing, continued to function until
475/6.
Prefects of Gaul still operated in
Arélate,
although their activity was only
local at that point. The last prefect is confirmed by the sources in
473,
during the reign of emperor Glycerius. The prefecture of the Gauls ceased
to exist in
476
at the latest
—
when
Arélate
and the whole of Provence
were captured by the Visigoths. From that point on, almost all structures
of imperial administration vanished and only some tides or honorary ranks
remained in use. It turned out, however, that some Roman institutions
survived under the reign of Germanic kings, although often in modified
form (military ducats,
comités
avitatum). Urban districts kept their previous
importance also as a result of the strong position of the Catholic Church in
Gaul. It was even possible to restitute the praetorian prefecture and
vicariate
in Provence under the rule of the Ostrogoths (in
508—510).
Although this
restitution of imperial offices was short-lived, it enabled Roman forms of
administration to survive in Provence until the Franks rule in the 6th and
7th centuries.
The restitution of the
vicariate
and prefecture in Ostrogothic Provence
is the most spectacular proof that the functioning of the Roman adminis¬
trative system was possible even many years after the last Western emperor
was dethroned. As a general rule, the kings of the Visigoths, Ostrogoths,
Burgundians and Franks maintained those Roman institutions which they
needed to strengthen their own kingdoms. They were helped by representa¬
tives of the
Gallo-Roman
social elite
—
bishops and senators, the richest
curiales
and the king s closest advisors {consiliarii). The latter quite frequently
started their administrative careers still in the imperial administration. It
could, therefore, be concluded that the political disintegration of the Ro¬
man Empire did not entail solely the ruin of the Roman order in Gaul but
also the survival and adaptation of some local administrative structures in
the new barbarian kingdoms.
