(Summary)
Life at the sejmiks in the years
1780-1786
has not yet been sufficiently researched
in historiography concerning the times of the Permanent Council. The analyzed pe¬
riod started with considerable changes in the royalist party.
Jacek Ogrodzki
(Head of
Stanisław
August s Chancellery) and Chancellor of the Crown
Andrzej Mołodziejowski
both died in
1780;
the fall of
Antoni Tyzenhauz,
the court treasurer, happened in the
same year. The closing date, i.e.
1786,
is that of the last free (not confederated)
Sejm
of the epoch. The research revolved around the province of Great Poland, which the
author identifies as Great Poland proper (palatinates of
Poznań, Kalisz
and
Gniezno),
Kujawy
with the county of
Dobrzyń,
palatinates of
Łęczyca
and
Sieradz
(with the
county of
Wieluń).
Chapter One provides a detailed discussion of the political life in
the Commonwealth as such (The Crown in particular) in the years
1778-1786.
The
following chapters present the history of particular sejmiks, offering insights into the
political context and personal backgrounds. The successive chapters also contain the
analysis of proceedings, the description of local parliamentary elites, the discussion of
postulations
offered by the sejmiks instructions, and, finally, the depiction of activities
undertaken by the envoys representing different palatinates in the parliament.
The province of Great Poland was dominated by the royalist party. However, in
the shadow of Russian protectorate free
Sejms
could not meet the expectations of the
szlachta,
even if they were voiced by the supporters of the court. No positive response
was made to the majority of szlachta s
postulations
concerning, for example, local prob¬
lems, because there was too little time for legislative activity under the circumstances
(the
Sejm was
burdened with tasks connected with the election and control of executive
powers). Also, decisions concerning the so called
materie
status could only be made due
to the universal consent of the parliament. After the reforms carried out in
1766-1768
the law deprived the szlachta s self-government of the possibility to solve these prob¬
lems on their own. In this situation the envoys holding different political views became
more and more conscious of the fact that it would be essential to prolong the parlia¬
mentary session which had lasted six weeks till then. This resulted in innovative solu¬
tions accepted by the Great
Sejm
(1788-1792).
