Abstract
ABSTRACT
Miners
groups in the crisis of
1976 - 1991.
The study is based on modern methodological approaches, the principles of
historicism, objectivity, and comprehensiveness of the general relations of historical
knowledge. Conducting the study the author used various historical sources: a)
published and unpublished documents of the strike committees; b) the documents of
the party organizations and bodies
(
the minutes of meetings of the mines party
bureaus, the party meetings of the city party committees machines, the plenums of
party committees, the transcripts of the CPSU congresses, etc.
),
c) the documents of
the Soviet authorities (the decision of city and regional executive committees,
regulations, laws passed by the Congresses of People s Deputies, the Supreme Soviets
of the USSR and the UkSSR, the President of the USSR Decrees, the current office
documents). The USSR Ministry of Coal Industry documents are also involved, the
statistical materials of regional statistical offices, the results of sociological
researches in the mining groups, the materials of law enforcement, the memoirs of the
USSR and the UkSSR leaders, the participants of events memories, miners poems,
etc. Employing a wide range of sources the author clarifies the operation and
behavior of miners groups in the crisis of industrial, economic, social, moral and
ethical and political relations in the terms of the Soviet state s political system and
collapse imbalance. The author clarifies the laws of the transition state of the mining
groups object to the subject of the historical process, miners and power relationships,
mining and national and democratic movement patterns during formation and
development of a national crisis.
Implementing the principle of continuity the author reviewed the publications
of
1977 - 2011.
Their authors were social scientists, economists, technicians, as well
as the leading party functionaries, officers of the departmental management. The
thesis summarizes the developments in the historiography of the problem, clarifies its
not developed aspects. In the thesis the peculiarities of the party and state industry
management are comprehensively considered for the first time, the effect of policies
on industrial, social and personal lives of miners and working conditions are shown.
We describe the quantitative and qualitative changes that have occurred in the mining
teams during the considered period, the complexity of social and production relations
and accumulation of contradictions in the teams with the deepening industrial and
moral crisis in society are shown. Special attention is paid to the working conditions
of miners, their monetary compensation, the state of safety and occupational injuries.

introduction of market relations, for democratic transformation in the country is
analyzed.
The author researches the revival of the strike movement, finds out its
evolution, the stages of this evolution, and the reasons for the transition to the miners
political struggle, lie describes the effect of the miners struggle on the production
and social relations of production at the mines, the evolution of mines self-
government, on the socio-political situation in the USSR and the UkSSR, its impact
on the Communist Party and the state machine. The process of establishing contacts
between the miner and the national-democratic movements, the evolution of these
relations and the joint struggle for the democratic choice of social development and
national independence are described. In the center of attention there are political
processes, such as the politicization of the miners movement, the fight of the miners
leaders with the CPSU for the collective agreement signing and the achievement of
independence. The author concludes that in politics one can not bet on big jumps
and pcrestroika , coups and revolutions. The scientific, consistency and continuity
of policy, a reasonable compromise is the key to social progress. People, who have
linked their fate to the coal industry, should remember G. Plekhanov^s advice: If the
proletariat does not want to
hann
its own interests and the bourgeoisie docs not want
to, both of them should look for ways to economic and political consensus
bona fide
(in good faith) . Only if there are real guarantees of civil and political rights of
miners, active dialogue between authorities and coal miners union (NPH, PRVP),
mining trade unions activity, elimination of workers alienation from the property,
their actual participation in the production management, one can achieve stable
operation of coal mines. Returning to the evil practices of the second half of the 70 s.
to serfdom will mean that people can reach the streets to squeeze slaves out of
themselves again.
