Spatial-functional connection between settlements of the
municipality
Stara Pazova
and Belgrade urban system
A primary task of the domestic urban geography is defining and precisely limiting
the metropolitan territory of Belgrade, where the administrative aerial deviates
from the metropolitan. The complex researches should confirm whether the
metropolitan territory of Belgrade may include, besides

municipalities of the
administrative area (i.e. since
2004,
by inclusion of the municipality
Surčin

in
its functional terms the following municipalities: in the
Banat
region
Pančevo,
in
Srem
Stara
Pazova, Indjija,
Pećinci
and
Ruma, in
the region of Kolubara Ub and in
Šumadija, Smederevska Palanka
and Smederevo or the metropolitan territory would
cover a wider belt which comprises planned
-
statistical region without disturbing
the administrative, autonomous region of Belgrade (Stojkov

Therefore, one of the main scientific motivations of the undertaken research is
contribution in solving the problem, definition and determination of the Belgrade
external administrative metropolitan region. The main point of the book is focused
on territorial complex of the municipality
Stara
Pazova which is in strong interaction
connection with the urban system of Belgrade. More precisely the aim of this book
is to partially but complexly presents its functional area sited in the north-west part
of suburban belt of the Belgrade urban agglomeration.
We will quote a few relevant facts explaining why this cluster of
Stara
Pazova
settlements:
Settlements of the
Stara
Pazova municipality are integral part of the Belgrade
macro-region82.
Scientifically settlements of the
Stara
Pazova municipality, as the wider suburban
belt of Belgrade, represent an unexplored space.
Between the urban systems of Belgrade and
Stara
Pazova exist intensive spatial-
functional interactions.

macro-region of Belgrade is defined by
the wider territory which does not enter its administrative part, but registers the mutual functional
connections of the neighboring small cities with the main city (Belgrade).

serve as an instrument
in determination of the borders of metropolitan (functional)
region of Belgrade.
Settlements of the
Stara Pazova
municipality have heterogeneous inhabitant
structure and dynamic evolution.
The results of the research will contribute to the
integrative
cognitions of the
wider space of Belgrade metropolitan which will have practical application in the
future actions of the urban, rural and spatial planning.
Considering the inhabitant heterogeneity (rural, urban, suburban and formal
settlements) of the space that was the subject of the research, the elements of
anthropogeography, history, rural and urban geography and spatial planning were
applied. The
integrative
role is expressed through the
symbioses
of the opposite
processes such as the connection of the old and the new, traditional and contemporary,
between the rural basis and recent urban development. For these reasons, the
theoretically- methodological researches include the combination of traditional and
classical and contemporary geographical rules of settlements development (general:
integrality, regularity, geo-systems, zones, non-zonal, the rule of gravity and
regionalism, as well as the specific: the rule of development, internal balance and
spatial-physical characteristics)

The research
followed the scientific principles of the complexity (interaction between settlements
and the surrounding, natural, social and regional complex) pragmatics (practical
justification) and interdisciplinary (cooperation with similar sciences)

The composition
of this book is systematically fragmented into nine parts: I
Theoretical- methodological grounds, II Geographic position, III Genesis and
historical development of settlements, IV Demographic development and demographic
structures of settlements, V Typological systematization of settlements network, VI
Contemporary transformation of inhabitants,
VII
Regional- functional structure
and significance,
VIII
Daily migrations as concrete spatial and functional connections
and relations and IX Concluding discussions. Each of the mentioned chapters might
present a separate scientific unit, but at the same time, each chapter is a link in the
chain of explication of the spatial-functional interactions between the urban systems
of
Stara
Pazova and Belgrade.
The main way for determination of these interactions was through the research
of daily migrations. What is spatial, demographic, functional and urban-geographical
significance of daily migrations from the territory of the
Stara
Pazova municipality?
According to the analysis of the convergent and divergent daily movements of workers,
school children and youth at the territory of this municipality, the answer might be
sublimated through the following conclusions:
Relation of divergent

movements of daily migrants
at the territory of the
Stara
Pazova municipality represent concrete and exact indication
of its place and role in the system of settlements of
Vojvodina
and Serbia. Divergent
movements (the number of daily migrants who work/educate outside the place of
living) at the territory of the Municipality represent
2,4%
of the total number of daily

migrants of the central Serbia,
6,1%
of the total daily migrants of
Vojvodina
and
8,6%
of the total number of the city of Belgrade83.
Besides quantitative indicators, the significance and complexity of daily
migrations at the territory of
Stara Pazova
municipality is implied in spatial dimension,
too. The linear concentration of daily migrants is consequence of the linear spread of
urban systems along the traffic corridors between
Novi Sad
and Belgrade. More
dispersive way of movements of daily migrants towards
NE
and
S
W
is impossible due
to the natural barriers of the
Sava
and the Danube which are only bridged in Belgrade
and
Beška.
The spatial domain of daily migrations is composed in the continuous
area of
6.345
km2. The territory which represents the burning point of daily migrations
(mainly divergent) is not neglectable, since it represents
11,2%
of the territory of
central Serbia,
29,5%
of AP
Vojvodina,
and it is almost half bigger than its main
geographical region.
Both divergent and convergent movements of daily migrants have stronger
intensity in workers daily migrations. When divergent movements are in question,
the greater intensity is of the workers migrations who work outside the territory of
the Municipality (allochtonous daily migrations). On the other side, in the case of
convergent movements, it is the greater scope of daily migrants from the territory of
the Municipality (main daily migrations).
The biggest absorption centre of workers daily migrants from the territory of
Stara
Pazova municipality is territory of Belgrade, with daily assimilation of
6.637
or
66, 4%
of the total number of workers, daily migrants of the Municipality. Within
Belgrade, the municipality
Zemun
daily assimilates
3.056
or
30,9%
workers, daily
migrants, then follows municipality of
Novi Beograd
with
687
or 6,9%84. The biggest
absorption centre of workers within the Municipality is
Stara
Pazova with
2.987
(30,2%)
of the total number of workers, daily migrants.
The intensity of daily migrations showed differentiations according to the type
of settlement. A group of three suburb settlements unites
6.298
workers or
63,7%
of
the total number of workers, daily migrants and
2.382
or
60,1%
of the total number
of pupils and students, daily migrants. Daily migrations in suburb settlements develop
under the strong gravitation influence of Belgrade.
Suburban settlements have the role of the buffer zone which equally absorbs
workers from the territory of Belgrade and the Municipality, while
Stara
Pazova has
more local role in absorption of daily migrants.
In the local daily urban system,
Stara
Pazova represents a strong absorption
centre, specially the settlements which are within its administrative authority. The
scope and intensity of daily migrations in
Stara
Pazova is equivalent to the closeness

to compare quantitative indicators of daily migrants who live at the territory of
Stara
Pazova
municipality with other administrative-territorial units. The number of daily migrants on the

daily migrants who are registered to work in Belgrade, but the municipality of work is unknown.
A part of this number probably belongs to the municipalities of
Zemun
and New Belgrade.

and traffic connections of the settlements that workers/students come from. By its
role in the system of settlements,
Stara Pazova
expresses itself as a dispersive centre
of daily migrants which, according to the dominant territorial stream represents
integral part of Belgrade functional area.
A group of the rural settlements is covered by the intensive daily migrations,
though they are under bipolar influence of Belgrade and
Stara
Pazova.
Belegiš,
Surduk
and
Krnješevci
are by daily migrations more determined towards Belgrade, contrary
to
Golubinci
and Vojka which have more intensive daily migrations towards the
municipality centre.
Absolute and relative indicators of the number of workers, daily migrants of
Stara
Pazova show that the number is decreasing since
1991,
which indicates
development of local sources of employment.
The most active workers daily migrations is exchange of workers in secondary
and then in the group of tertiary-quarterly activities. Such structure of workers, daily
migrants according to the activities is a result of the economic structure and demands
at the employment market.
School children and youth, daily migrants represent active subjects in the
integration of the two urban systems. The territory of Belgrade represents primary
centre of pupils and students daily migrations with
62,8%,
while
Stara
Pazova is the
secondary centre of pupils, daily migrants with
28,1%.
Considering that the continuation of daily migrations have a tendency of
permanent movement into the place of work/education, this can not be concluded for
the daily movements of workers and pupils from the territory of the Municipality
since the closeness, communications and suitability of travel enable them daily
migrations and stay in domicile.
What is the significance of daily migrations for local community itself?
Post-industrial phase which marks tertiarization of the economy and new
transitional phase of urbanization, concretely for our scope of research, should stress
further and systematic support of the private
entrepreneurship
and small economies,
based on the demand of both big neighboring city centers and the wider regional
surrounding. That would further mean that the local community, as the place of work
would encourage external and internal convergent daily migrations of workers.
Namely, the space of the Municipality itself is a big resource of working power, which
would primarily reflex into its local economic prosperity.
In the regional proportions, that would mark further urban-geographic process
where the urban sub-system of
Stara
Pazova would develop within the internal urban
system of Belgrade, i.e. it would mark the next, successive phase of metropolitization
and higher degree of functional compatibility of the urban-regional space of Serbia.
Interaction relations within Belgrade urban system are seized by diametrically
opposite processes, integration and disintegration. In the parts of Belgrade urban
system with the existing strong, frequent and diversified spatial-functional connects,
more or less compact urban region is formed. At the example of interaction relation
and connections of the
Stara
Pazova territory, we are convinced that they are not only

determined by the inhabitants daily movements, but also by the intensive economic
movements (regional and inter-regional proportions). The merging processes within
urban systems are comprised in a non-breakable entirety of the municipality as an
integral part of the functional space of the main city and the metropolitan. However,
political and administrative obstacle is not visible, but it is present. It could not prevent
the law of gravitation, but it supported elemental way of sub-urbanization which is
realized beyond preliminary determined and defined policy of urban development
of the capital city. Disintegration processes are explicit through artificial and
asymmetric Belgrade administrative region, which does not include its North (Srem
and
Banat)
parts which are functionally non-dividable. It is well known that the
theoretical model of metropolis region presumes central position for the metropolis
in its metropolitan, i.e. gravitational region
(Bojović
В.,
Borovnica N.,
1998).
Belgrade should not neglect daily inflow of inhabitants from the north-west
corridors (via
Zemun
and
Novi Beograd)
which is equal to the population number
of its suburban settlements85
.
Also, the main city should not treat its suburbs as
physical and mono-functional colonial products. Because the city as their cause and
suburbs as the consequence have to tend towards functional balance.
What that means for the space which covers settlements of our Municipality
and its relation with the main city?
•
By the adequate urban strategy, a horizontal, inter-municipality cooperation
may be achieved through:
•
linkage of agricultural capacities (especially with
Zemun
municipality)
•
prospective linkage of production-storage complexes and network of the
industrial production with complementary units.
•
development of economic capacities along the Corridor,
•
improvement of the city traffic system (especially the use of Beovoz ),
•
possibility for development of the Danube transport system (checkpoints in
Stari or
Novi Banovci),
•
mutual coordination of markets,
•
unique tax policy, etc.
Belgrade hinterland is a significant agricultural, productive, entrepreneurial,
traffic and vital working resource. By coordinated urban policy of the main city and
local community (which in practice still does not exist) the resources should be locally
defined and functionally launched, aiming towards functionally homogenous and
cohesive urban regions.
Theoretically, the essence represents the model of polycentric inter-regional
development, where
Stara Pazova
would be a linkage complement with sub-regional
centres:
Ruma, Smederevska Palanka, Lazarevac,
Mladenovac and Obrenovac. The
metropolitan region of the city of Belgrade, unlimited by the administrative borders,
might establish its functional region, where it would lead the entire policy of spatial
and economic development competitive in the wider European dimensions (RPP AP

In this context the cooperation and reconciliation with the urban
system of
Novi Sad
is necessary in terms of joint urban and spatial planning of their
macro regions. With such coordinated urban policy, Belgrade and its functional
surrounding might be a competitor in continuation of the future European
integrations.
The aim of this research was not only to determine and prove the relation between
Belgrade and its suburban space
-
its demographical, functional and spatial
modification. Its essence represents spatial-functional relation within the urban
system, i.e. interaction relation between urban region and its micro-region which has
its micro-regional identity, micro-functional capacity and certain functional freedom,
local gravitational sphere and local resources. The study of the city and its interactions
with the surrounding is hypothetically stated: a city is a system within the system
of cities86 .
