ABSTRACT
The analysis of the process of urban
restructuring in
Lugoj
Municipality
This study is focused on one of the most important themes from the field of
the contemporary urban geography
—
urban restructuring
—,
a theme that has raised
a strong worldwide interest by the researchers in analyzing the urban dynamics of
the cities and towns as outcome of their transition from the communist regime to
the post-socialist trends of the urban development. Based on a particular
methodological flow which includes connected methods to the current international
visions from the field of urban studies, this work tries to reveal the main spatial,
functional, structural and physiognomic changes specific to the urban systems
during transition towards the market economy. In this regard,
neoliberal
features
were taken into account as an approach studying of the urban dynamics in a
comparative view at the old spatial and functional characteristics inherited from the
communist period as well as with the entire global context of the historical heritage
of the communities. From this perspective, the present analysis emphasizes the
main post-socialist changes from the urban space, providing a set of geographical
proposals concerning the urban sustainable development.
These recommendations aim the local sustainable development of the
urban space being also a general framework for further decisions at the level of
local government. The work is focused on one of the most important towns from
the Romanian
Banat
Region, the municipality of
Lugoj.
Being considered in the
past as a relevant settlement from the cultural perspective, the municipality of
Lugoj
recorded a continuous spatial, functional and structural development both
during the past historical periods (medieval stage, capitalist period and communist
phase) and during the post-socialist one as outcome of its favorable geographical
position in the western part of Romania, a region with a wide opening to the
Western Europe. The post-socialist urban dynamics of the municipality of
Lugoj
shows both positive spatial changes and negative features and shifts directly
reflected by the local landscape as well as by the local urban components.

These components are identified, assessed and monitored during this study
in order to determine the post-socialist spatial and functional transformations from
the municipality of
Lugoj.
Aiming the local development of the town the study
tries to answer objectively to some questions as: What and how much from the
initial spatial and functional organization can be integrated into the present or into
the future prospects of local urban development? How functional are the old
spatial structures in line with the contemporary market economy? How sustainable
is the current model of urban restructuring? Is the local community on the right
track? How stable could be an economic system based on a real equability and on
the real functional relationships? In what extent is able a community of a city to
develop and evolve without being affected by external factors? What is the role of
decentralization in the urban area? What is the nature of the local urban
management applied to the municipality of
Lugoj?

To all these questions tries to answer this paper during its chapters
structured on particular sections connected to the main problems of the current
researches from the field of urban geography. After an introduction which outlines
the importance of the theme, the motivation and the aims of the study, the first
chapter designed as a theoretical and methodological framework deals with the
main concepts from the field of the urban restructuring. In this regard, it defines
this notion and includes some connected concepts to the previous one. Is the case
of particular notions as the urban management and local development, urban
economy and the urban planning, the urban restructuring as a particular process
and its connection with the local actions in urban development, the implied factors
in urban restructuring and the particular criteria in analyzing the process of urban
restructuring. To emphasize the importance of the study, the requirement of this
research, the legitimacy and the topicality of it, the second chapter is focused on
the history of research on the municipality of
Lugoj
in order to point out, both the
current stage of the knowledge of the town and the absence of the geographical
particular studies focused on the urban dynamics during transition from the
communist political context to the post-socialist contemporary period in connection
with the all requirements of the market economy.
Considering the natural components of the environment as important
features in the complex processes of the urban spatial structuring and restructuring,
the third chapter presents the role of the main natural elements in the local urban
development as well as in the spatial structuring and restructuring processes. In this
regard, the suitability of the relief (through its all geomorphological characteristics)
is evident for the spatial extension of the town both in the past periods and in the
present time. This favorability became a real opportunity during the post-socialist
period exploited by the local government through the spread of the within built up
urban area to the north and south-east sectors. In this context, the town reflects real
possibilities of spatial and functional development through the appearance of the
new residential, industrial and tertiary areas. This new perspective of spatial

extension could reduce the high congestion of the town generated by the old
communist structures. On the other hand, the
Timiş
River represents an important
natural feature in the urban structuring of the town. Having started as a component
of territorial separation being a limit between Romanian
Lugoj
and the German
settlement (appeared on the left side of the river as outcome of the German
colonization in the Middle Age) this watercourse will become a component of
spatial cohesion for these separate settlements. At the end of the

8th Century the
two little communities unified generating a single settlement with a high degree of
interculturality and multiculturality. This specific feature is directly reflected, both
by the cultural landscape of the town and by its particular functionality. From a
separation feature, the
Timiş
River became a component of urban spatial unity, but
the old inherited structures are still preserved in the current period in the spatial
shape of the
Lugoj
municipality. It reflects different patterns of evolution and
various ways of life stimulating the urban development during the historical
periods. These have shaped both the spatial structures of the town and its
landscape, each stage setting its particular marks on this urban settlement. Thereby,
the next chapter focused on the urban space as a product of different types of
society, from historical heritage to the particularities of the spatial organization of
the contemporary town, reveals the continuous evolution of the spatial structures of
Lugoj
from the old rural sits to the contemporary post-socialist realities. In this
regard, it is still relevant some medieval features which personalize the central area
of the town, communist elements materialized both in industrial platforms and
standardized districts with collective blocks of flats and not ultimately,
post-socialist insertions, in terms of different types of spatial restructuring. It is the
case of new industrial areas formed as an outcome of foreign and local direct
investments, of new residential sectors and of the increasing of tertiary activities in
town and so on. All these have directly or indirectly contributed to the urban
regeneration, shaping the landscape of the town and generating new patterns with
particular functionalities.
Beyond this local historical background, the demographic component also
assumes an important role. Therefore, the chapter dedicated to the human capital of
the town emphasizes the relations between the human resources of the local
community and the particular features of the process of urban restructuring. In this
respect it is pointed out the following characteristics: if until
1990
the population
registers a continuous numerical increase, after this year the town presents an
important decrease of the inhabitants (as a result of the new particular socio-
economical conditions, in terms of the lower birth rate and of the external
migration); the migration of Germans and Hungarians to the countries from the
western part of Europe, including their native countries; the increase of some new
religions as an impact of the liberalization of faith (quite censored by the old
communist regime): the appearance of the unemployment (social demographic
category obsolete before
1990
in the Romanian statistics); important changes in the
local demographic structures directly reflected on the structure, functionality and

the landscape of the town; the renewal of the human capital as an upshot of the new
reforms in educational field (more connected to the local labor market and to the
new social requirements of the local community); international migration for work
in different countries of the world with important effects in the social field of the
town and so on. All these particularities assumed important changes in the spatial,
structural and functional restructuring of
Lugoj
municipality after
1990.
The same
importance is awarded by the economic dynamics of the town in terms of
deindustrialization, ^industrialization and tertiarization as relevant processes of the
contemporary
Neoliberalism.
The post-socialist evolution of the local economy
from
Lugoj,
in its adjustment to the new requirements of the international market
economy, shows particular trends which shape the spatial patterns of the town.
First of all it could be remarked the industrial restructuring in terms of
many particular ways as follows: some communist enterprises failed and in the
absence of the interest of the new investors they were closed becoming relict
spaces with a high degree of
repulsi
veness;
on the other hand, some communist
units are assumed by new investors they became competitive in the new conditions
of the market economy (in this case the pre-existing industrial spaces are
regenerated being included in the new trends of the local economic dynamics); it
can also be outlined the case of the appearance of new industrial units (firms
belonging to the great international companies) which shapes and restructured the
old urban patterns generating new post-socialist industrial areas, stimulating both
the spatial and functional dynamics of the municipality of
Lugoj;
in this regard, we
can talk about the new urban structures which shaped the urban landscape in
condition of the new economic visions.
On the second hand, it must be stated the strong tertiarization, both in
central area of the town and in the median or peripheral areas. We can not observe
an intense degree of specialization but rather a severe eclecticism in the field of the
tertiary activities. Moreover, by the dint of the spatial conversion and re-conversion
it can be mentioned the functional and structural translation from some old
functions to the new ones. Is the case of structures with industrial profile which
become structures depending by tertiary activities (commercial units, touristic
units) or structures with residential profile which become also spaces for different
types of services both in the central area of the town and in its residential districts.
Thirdly, during the post-socialist period in the municipality of
Lugoj
it is
obvious the decreasing share of the primary sector (organized agriculture) to the
good of the urban agriculture practiced and designed both for the subsistence
consume of the population and for the agri-food market supply with fresh
agricultural goods. In close connection with this urban reality the landscape of the
town it is reflected some real trends of ruralization within the peripheral areas.
These types of activity still represent a way of life for local population and
simultaneously with the contemporary values of globalization, which is able to
promote an urban in situ development at the local level. As a concluding remark, it
can be stated that at the level of the municipality of
Lugoj

deindustrialization goes in parallel with the one of reindustrialization and
tertiarization. The urban restructuring has directly influenced the urban housing.
The peculiarities of this post-socialist reality are emphasized in the 7th
Chapter which deals with the specific of the urban housing from the municipality
of
Lugoj,
from the traditional habitation to the current trends of the evolution of the
local residential structures. In this context, at the level of the town we can observe
the preservation of the medieval and the communist structures against the new
post-socialist houses which are few and frequently associated by the wealthy
people. The problem of dwellings is still a major one for the local community
especially when it comes to the poor residences or to the young people or other
social cases. The urban restructuring has marked the residential field by many
different and particular actions. It can be mentioned the transfer of the real estate
goods from the common possession of the communist regime to the private
property. After
1990
the people have the real possibility to buy the homes in which
they lived. If in the dawn of the post-socialist stage the prices of the real estate
goods were reasonable, now after two decades of post-socialism, buying a house is
a very difficult approach because of the high prices practiced on the local real
estate market. That is why after
1990
the number of the residential structures is
quite low both from the private initiatives and the public ones. The current urban
restructuring could not fully solve the problem of the housing quality.
Consequently the urban housing of the municipality of
Lugoj
still enjoin many
problems that must be solved in the up forthcoming future through particular
programs focused on the urban development through the lens of the local housing.
The local government tries to solve these questions but the solutions are far for
being completed.
In close connection with the previous topic, the analysis of the urban
infrastructure
(presented in detail in the 8th Chapter) shows the same contradictious
features. Although this urban component has recorded a sustainable development
after
1990,
it still presents many deficiencies and drawbacks. Especially, is the case
of some urban peripheral areas which must be taking into account by the local
government. There were made some steps in this sector too, but the problems are
far for being completely solved. This reality must call the attention of the
authorities and must be included in the future strategies of urban development in
terms of local sustainability. As a synthesis perspective on the urban restructuring
from the municipality of
Lugoj
the 9th Chapter comes to define the contemporary
spatial organization of the town analyzing both the urban design and the urban
image, focusing also on the cultural perception of the urban landscape. Based on
particular methodological flow, this part of the study presents the distribution of
the spatial patterns of the town in terms of the functional areas.
The global perspective on the contemporary shape of the municipality of
Lugoj
reveals the common and specific model for the Romanian cities in which the
old medieval inherited structures are located in central area of the settlement which
mainly assumes a tertiary function. This inner urban core is surrounded by

communist structures materialized in standardized buildings for housing for in their
extension to be arranged the industrial areas. In the proximity of these last
structures are designed new areas of urban development with different function
(housing, industrial activities, services etc). The analysis of the current urban
model shows both the preservation and integration of many old pre-existent
structures in the actual general pattern of the town and new structures appeared as
outcome of the urban post-socialist dynamics of the town. The main
transformations generated by the last two decades are responsible for the positive
and negative features. Concerning the first category, it can be remarked the general
urban regeneration in terms of spatial, structural, functional and physiognomic
perspectives. Regarding the second components it is important to note the intra¬
urban disparities from the functional point of view as well as from the structural
and physiognomic approaches.
Nowadays, the municipality of
Lugoj
is a settlement with dynamic and
regenerated areas but also a town with slum and poor districts (especially those
ones which particularly were linked by the neighboring industrial areas which
today are derelict). As an outcome of these spatial and functional disparities, the
municipality of
Lugoj
is a town which incorporates attractive and repulsive areas.
This reality must also call the attention of the local government for solving these
problems in the next future through the lenses of some particular urban programs
focused on the urban sustainable development. Linked by this objective imperative
in close connection with the dynamics of the urban functionality and with the urban
vulnerability (analyzed in detail throughout the 10th and 11st Chapters) the next
section of the study brings together some analyses with diagnostic and prognostic
role, having the aim to offer a set of tools from the geographical perspective to the
all members of the local administration of the municipality of
Lugoj.
These can
inspire some further decisions regarding the local urban development.
Consequently, in this regard, we can remark the SWOT Analysis focused on the
process of urban restructuring in the municipality of
Lugoj
during the post-socialist
period, the LFA Analysis (Logical Framework Analysis) focused on the dilution
and cancellation of the intra-urban disparities the choremic analysis of the
contemporary model of urban restructuring and the degree of urban
competitiveness of the municipality of
Lugoj.
The last chapter, designed as a
section reserved to the proposals for spatial optimization, comes to provide some
suggestion concerning the forthcoming urban development as well as the urban
evolution boarded on long term. In this context, the parts of the last chapter is
focused on the optimization of the territorial insertion of the town, on the
synchronism of the refinery of the intra-urban structures with the functional
dynamics and not at long last on the urban renewal as outcome of the capitalization
of the anthropical features projected in the natural environment.
In the new conditions of the transition of the Romanian space to the market
economy as well as to the adjustment of this country to the requirements of the
international market economy, the process of the urban restructuring has naturally

evolved in close connection with the social and economic peculiarities of the
Romanian post-socialist society. This reality is revealed by the present analysis
focused on the main features of the town which shows many favorable aspects but
also restrictive and negative characteristics from the spatial and functional
perspective. Moreover, the process of the urban restructuring is very complex and
is too far to be completed in present. That is why this study could open new
directions and perspectives on the current research in the forthcoming future.
Nevertheless for now we consider that this work could inspire (at least to the
geographic perspective) the local authorities in their own demarches concerning the
design and the development of the forthcoming strategies focused on the urban
development of the municipality of
Lugoj.
Finally, we state the certitude that the most proper feed-back of the
evolution and the dynamics of the process of urban restructuring in the
Lugoj
municipality will be reflected by the evolution of the town itself as well as by its
future urban dynamics from the spatial, structural and functional perspective.
