Summary
The creation of the state of South Slavs in
1918
marked the begnning
of the new period in life of
Matica Srpska.
In
1919,
its Literary Board tho¬
ught that the cultural work in the state could be started only upon its politi¬
cal-legal organization. The issues of culture were to be solved at the meeting
of the representatives of all cultural institutions in the country. Since this
did not happen,
Matica
went along its own path. Its new Constitution from
1920
defined
Matica
as the central cultural association of
Vojvodina
which
acted through its local organizations. In
1921,
educational tasks were taken
over by the state, which in
1922
stopped financing
Matica.
That was the re¬
ason to pass the new Constitution in
1923,
which underlined the scientific
and cultural work. Due to bad financial situation in
Matica,
the new Con¬
stitution was passed in
1925,
which curtailed its administration. With the
introduction of dictatorship in Yugoslavia in
1929,
Matica s members divi¬
ded into those supporting the authorities (the so-called young ) and those
supporting the opposition (the so-called old ). With their manupulations
at the assembly sessions, the old managed to stay in Matica s admini¬
stration till
1932.
That year, some political parties from
Vojvodina
formed
the autonomist
Vojvodina
front . The members of this stream would gain
victories in the turbulent election struggles for the functions in
Matica.
Till
the beginning of War, the autonomists would firmly rule
Matica.
With the beginning of the Hungarian occupation in
1941,
a Hungarian
was appointed the commissioner of the authorities at
Matica Srpska.
The
commissioner was appointed to the institutions whose activities were contro¬
versial for Hungary. The transfer of
Matica
Srpska s estates and endowments

under its auspices was carried out in May
1941.
The clerks were dismissed
and the Hungarians were appointed to their positions. Only two Serbs rema¬
ined in their positions. In
Marija Trandafil s
Orphanage there were about
40
Serbian children in
1941.
When the partial autonomy of
Matica Srpska
was
restored in
1943,
out of about
40
children there were only
12
Serbs, while the
rest were Hungarians. The Library and the Museum were taken over without
any transfer protocol and immediatelly sealed. The inspection of the Library
and Museum fund was carried out several times in order to find the works
harmful for the Hungarian state idea. This activity was finished in
1942,
and
all works designated as harmful were removed from public use.
Untili
further
notice,
Matica Srpska s
work was completely stopped.
In
1943,
the Ministry of Internal Affairs of Hungary granted partial auto¬
nomy to
Matica,
which renewed its work with the control of the Ministerial
commissioner and its deputy who were Hungarians.
Matica
had to coordina¬
te its regulations with the Hungarian laws. Matica s administration delayed
the convening of its Assembly where the Constitution would be changed. The
Basic Regulations were passed, identical to the Constitution from
1925,
but
the work was limited to the territory of Hungary, and in case of the anti-state
activity
Matica
would be abolished. Till the end of War Matica s administra¬
tion managed to avoid passing its Constitution, and the Basic Regulations
were not approved. After the transfer of the estates in March
1943,
the new
administration kept only the Serbian clerks, while the Hungarians were di¬
smissed. Instead of them, new clerks were employed. The Library was not
even in this period spared the removal of the works harmful for the Hunga¬
rian state idea. It was open only for those members of
Matica Srpska
who we¬
re engaged in scientific work, and the Museum was open for public. Matica s
grant policy was renewed at the end of
1943.
Matica s administration sent se¬
veral futile pleas to the authorities to get back the endowment estates taken
in
1942.
In
Marija Trandafil s
Orphanage the Hungarian school was located,
so in autumn
1943
Matica
stopped upkeeping the Orphanage. The tenants
changed, but none paid the rent. Upon the withdrawal of the occupying for¬
ces in
1944,
the requision of estates in the endowments occurred, which cau¬
sed a break in the activities and the loss of a great deal of crops.
The assessment of Matica s war damage and the damage in the en¬
dowments under Matica s auspices was carried out upon liberation. Thirty
one member of
Matica Srpska
was killed. The occupying forces devaluated
the Yugoslav dinar in relation to the Hungarian
pengő,
and at the end of
the occupation the
pengő
devaluated in relation to gold. Securities were
taken away, so there was no interest for them. The damage was extended
by non-renting the estates in the period
1941-1944,
as well as by curtailing
the rents of residential buildings in the period
1941-1943.
The commissio-

ners of the authorities issued sums of money from Matica s treasury to help
different persons. A lot of money was used to cover various taxes and the
salaries of the imposed clerks. The Yugoslav state recognized Matica s war
damage, but it was never paid to
Matica.
After the War, the Communist Party held all the power in the country,
and its cultural policy was implemented by the apparatus for campaigning
and propaganda. At the joint session of Matica s Managing and Literary
Board in May
1945,
Matica s secretary and some members of the Literary
Board were accused of cultural cooperation with the occupying forces. At¬
tacks continued in the press and were extended to Matica s president. Sup¬
porters of the Party in
Matica
insisted on convening the Extraordinary As¬
sembly which was organized in July
1945.
Till the Extraordinary Assembly,
members of the Party were massively registered as Matica s members. Be¬
fore the session of the Assembly, two former members of the Literary Board
were convicted at show trials to time sentences. Due to the conflict at the
session, Matica s president dissolved the Extraordinary Assembly. This was
just a postponement of the fall of the old administration, because Matica s
regular Assembly was to be held in September anyway. At the end of August
1945,
Matica s secretary resigned, because a part of writers refused coope¬
ration with him. The Assembly elected a supporter of the Party as Matica s
president, so the Party was in the position to shape
Matica
as it wished.
In
1945,
the sub-board of Matica s Managing Board analysed the fina-
cial situation in
Matica
and the endowments. It was proposed that all the
endowments be placed in the state of rest for the term longer than
50
years,
and their income during that time was to be capitalized. As a consequence
of the agrarian reform, the land estates were expropriated in
1946,
so the
rent for residential buildings became the main source of income. The en¬
dowment buildings were usually old, so all of them which required invest¬
ment larger than the income they produced were sold. Other endowments
had cash and securities at their disposal. Due to a bad financial situation,
no endowment performed its function.
At the end of
1945,
two Matica s sub-boards were formed with the task to
elaboarate the new Constitution and the Book of Regulations about local bo¬
ards. According to the Book of Regulations from
1946,
local organzations with
more than

Matica s members were local boards, and those which had up to
5
members were the committees. The Constitution was passed at the Assembly
held in
1946.
The new Constitution implied cultural-educational work, as well
as work at the scientific level. Membership in
Matica
was open for all citizens
of Yugoslavia. All Matica s members were not the participants at the Assembly,
which was the case before, but there were delegates of local boards. Party and
state leadership carried out cultural-educational work through the Union of

Cultural-
Educational Societies. All national maticas (central cultural associati¬
ons) and unions had to send their reports to the Cultura-Educational Council,
from whom they received guidelines for work. Vojvodina s campaigning apara-
tus in
1948
made the decision to abolish all Matica s local organizations, since
Matica
would no longer deal with mass work. Instead of the Constitution, the
Matica Srpska s
Assembly held in
1948
passed the Statute of
Matica
according
to which it was organized as a cultural and scientific institution.
In
1945,
the Library of
Matica
Srpska
was in a difficult situation and
the Museum was closed for public. Due to the lack of money, instead of bui-
liding the new one, the old building was adapted. The new reading-room and
Museum were opened in
1946.
At the meeting of the Museum Board held
in
1945,
it was proposed that Matica s Museum should become the central
museum for
Vojvodina.
The authorities thought that the
Vojvodina
Museum
should be founded. The agreement between the Commission for Education
of
Vojvodina
and
Matica
was reached in
1947,
so that the
Vojvodina
Museum
and the
Matica Srpska
Gallery were formed from the Matica s Museum. The
Vojvodina
Museum was given all museum items except the paintings, which
were given to the Gallery. In
1947,
the authorities of
Vojvodina
gave up the
formation of the Central Library of
Vojvodina
and decided to use the Matica s
Library for that purpose. The joint committee of the Commision for Educa¬
tion and
Matica
was founded, so in
1948,
after the completed negotiations,
the Library of
Matica Srpska
became the central library administered by
Ma¬
tica,
and the plans were approved by the Commission for Education. Mati¬
ca s educational activity started in
1945.
According to the publishing plan for
Serbia from
1946,
the firm
Budućnost
from
Novi Sad
was responsible for
children s, and
Matica Srpska
for other editions. Publishing practice showed
that the existence of two publishers was not profitable. The decision of the
Vojvodina
authorities was that from
1947
Matica Srpska
would take over the
entire publishing plan of
Budućnost
and its three clerks, thus forming the
Publishing Section, from
1949
the Publishing Department of
Matica Srpska.
The Statute of
Matica Srpska,
passed in
1948,
defined
Matica
as a cultu¬
ral-scientific society of the Serbs in Yugoslavia. The Statute specifies that Mati¬
ca s task was to organize and help scientific work in the territory of
Vojvodina.
In
1948,
the Scientific, Literary and Visual-art Sections were formed in
Matica;
in the next year, the Scientific Department was created out of them. The Book
of Regulations of the Department passed in
1949
specifies that, in addition to
the study of
Vojvodina,
this Department should keep record about scientific
workers from
Vojvodina
and about all others who dealt with
Vojvodina.
The
Scientific Department prepared proposals about Matica s scientific editions.
Since
1947,
Matica
has regularly received subsidies and grants from the
Vojvo¬
dina
authorities, but they did not make a significant item in Matica s income.
