By doing a research into the development of institutional
pre-
school education in
the first part of
20*
century, with its two-sided functions
-
social and educational, we
observed its theoretical basis, normative law aspect, practical work and
pre-
school
teachers education. We had intention to give an integral survey of changes in the
field of pre-school education in order to give a contribution to former knowledge.
Our approach was organized according to problems and chronological data.
We came across the origin of idea about pre/school education in 19th century, in
the text from the end of 50 s, while in
60s
we could say that the continuity of the
pre-school institutions existed. However, the institutions
ofthat
type did not find
their place in school legislature until the end of 19th century. The changes that oc¬
curred in the next couple of decades could only conditionally be considered as a
development of pre-school institutions.
In the scope of four time entirety, which was set on the basis of social and
political events in whose frame certain cultural and educational politics had to
be realized, we noticed that each period had its own objectivities. The periods
were: in the Kingdom of Serbia, by Serbs in Austria-Hungary Kingdom, in the
Kingdom of Serbs, Croatians and Slovenians (Yugoslavia) during World War II
and in Democratic Federative Yugoslavia (FNRJ). However, the absence of coordi¬
nated, undivided social action produced many drawbacks and omissions. It could
be noticed only at the end of the researched period, in the first statute law related
to pre-school institutions was legislated and professional schools for education of
pre-school teachers were founded. The development was not continual, but over¬
burden with attempts, mistakes, interruptions and renewed beginnings.
In spite of this, the significance of these institutions, professional and human¬
itarian associations, together with all forces engaged in founding of pre-school
education, preparation of pre-school teachers, direct work with young children as
a part of educational system, can not be underestimated.
