MUNICIPALITY
SUMMARY
Nikšić
Municipality (2065 km2) is, by its area, the largest
municipal unit in Montenegro, with population of about
76 677 (2003
estimate). The average population density is
37
individuals per km2,
below the national average, which amounts to
49
inhabitants per km2.
Out of the total municipal population,
59 179
live in the urban area.
The
Nikšić
area is one of the most representative
karst
regions in
the world. The area s geological structure is Mesozoic
karst
and
dolomites. The
Gračanica
valley
(Nikšićka župa)
is also composed of
volcanic rock, and along the synclinal, which stretches along
Gatačko
polje, Nikšićko polje
up to the
Zeta
valley, there is a narrow stretch of
paleogenic
flysh. In
the far eastern parts there is some Upper
Cretaceous
flysh
-
the plains
Lukavica
and Krnovo and the tall
mountains Veliki and Mali
Žurim,
Gackova greda
etc. In the vicinity
of
Nikšić
there is a rich deposit of red and white bauxite.
There are a number of tall mountains in the municipality s
outskirts: Orjen
(1893
m), Somina
(1606
m), Golija
(1942
m)
Vojnik
(1998
m), Stožac
(2141
m), Maganik
(2104
m) Prekornica
(1927
m),
Garač
(1436
m) and
Pusti lisac
(1476
m).
To the south-west of
Nikšićko polje
there is a plateau approximately
800 - 900
m
high,
composed mostly of
karst
(Grahovo, Nikšićke Rudine, Banjani and
Oputne Rudine).
This area comprises of smaller plains Grahovsko and
Velimsko
polje,
numerous
karst
depressions and
karst
sinkholes,
dotted with numerous villages and smaller settlements.
To the north-east of
Nikšićko polje
there are tall plateaus:
Donje
and
Gornje Vučje, Konjsko,
Bare
Bojovića,
Krnovo and
Lukavice
(1250
to
1600
m
above the sea level) -these are grassy areas with
temporary settlements of farmers from the lower areas around the
town of
Nikšić
and other parts of Montenegro.
Nikšićko polje,
of the total area of
66,5
km2, is geo-
morphologically and hydrologically one of the most interesting ones
in the
Dinarides.
The
polje
is located at
600
to
660
m
above the sea
level. It was formed in the period of Pliocene, at the meeting point of
dolomite and
karst
areas, by corrosive processes and denudation. It

was created by
fluvio-glacial
deposits of an approximate width of
15
m. At the time of the Ice Age, the tall mountains and plateaus to the
north east of
Nikšićko polje
were covered by layers of ice which were
up to
150
meters thick. A number of glaciers were running into the
valley of the river
Gračanica
so that this river carried massive deposits
of
fluvio-glacial
material, covering by it
Nikšićko polje.
In the lowest
parts of the
polje (Krupac
and
Slano)
there are layers of clay, which
made it possible to create artificial lakes for the use of the
hydroelectric
Perućica.
The area s climate is pretty varied- ranging from the altered
Mediterranean
(Donja
Zeta
-
Pješivci)
to the mountain climate on the
tall plateaus and mountains. The influence of Mediterranean and
Adriatic sea on the climate is strongest across the Skadar lake, the
Zeta
valley and the valley of
Donja Zeta (Pješivci, Nikšićko polje),
across
Boka kotorska (Grahovo)
and the valley of
Trebišnjica
(Banj
ani and Oputne
Rudine).
The average January temperature in the valley of
Donja
Zeta
is
4,0°C, in
Nikšić I, 5°C, Grahovo 0,5°C,
Velimlje 0,2°C, whereas the
average temperature of the month of July in
Donja
Zeta
is 24,0°C, in
Nikšić 20,7°C, Grahovo 19,0°C,
Velimlje

The average annual
rain fall in the town of
Nikšić
is

mm, whereas the tall mountains and plateaus have an
annual rainfall of around

mm.
Nikšićko polje
is rich in water. There are about
300
springs in
the
polje
and the surrounding area,

creeks and rivers which form
together the river
Zeta.
All waters of
Nikšićko polje
sink below the
ground (there about
900
sinking creeks) and they surface again in
Donja
Zeta
in form of a number of strong springs:
Perućica, Glava
Zete
and
Oboštica,
which together form the river
Donja
Zeta.
The
town of
Nikšić,
surrounding villages, and villages on the
Pješivci
region are supplied with drinking water from the system which uses
the waters at of the mouth of the river
Zeta
at
Nikšićko polje.
For the needs of the hydroelectric
Perućica
at
Nikšićko polje,
artificial lakes2

At the mouth of the river
Trebišnjica,
where the river forms a
natural border between Montenegro and Bosnia and Herzegovina, an
artificial
Bilećko
lake

km2) was built,

of which belongs to the
Nikšić
municipality. The water of
Bilećko
lake is utilized by
Grančarevo
hydroelectric. At the mouth of the Grahovska river, in
Grahovsko
polje, Grahovsko
lake was created, the water of which is
utilized for irrigation of farmland and to supply with drinking water
the settlements of Grahovsko
polje.
In the valley of
Gračanica
there is
an artificial lake
Liverovići
(1
km2), whose water is utilized by the
steel plant in the town of
Nikšić.
About
17,0%
of the territory of
Nikšić
municipality is covered
by quality forests: beech (Fagetum silvaticae subalpinum), fir (Albies
alba), red fir (Picetum abietis montanum) and pine (Pinus heldreichii).
26,4%
of the area is farmland, whereas the largest part of the
remaining area are mountain pastures and rocky ground covered by
scanty
karst
vegetation.
The area of
Nikšić
municipality has been inhabited for a long
time. The cave
Crvena stijena
near the village
Petrovići
is an archa¬
eological site of global importance. It is situated in the valley of
Tre¬
bišnjica,
700
m
above the sea. By digging up to
22,3
m,

cultural
layers were found, containing remains of tools and other items used by
prehistoric man who was living in this area from the time of Paleolith.
From the time of the Illyrians many ruins remained
(Nikšićko
polje, Banjani, Grahovo, Rudine),
in which various artefacts were
found, now kept in the museum in the town of
Nikšić.
At the time of the Roman Empire, in the area of today s
Nikšić
municipality there were numerous important stopovers on the road
which connected Shkoder and Narona:
Varis
(Povija), Anderba
(Sanderva) in
Nikšićko polje
and Sallunto
(Riječani).
There are a
number of important Roman sites in
Nikšićko polje: Onogošt,
Ogradice (Ozrinići), Štedim
and Zavrh. The tumultuous history of the
area continued at the time of the rule of the Eastern Goths, whose
main stronghold on the hill in the
polje
got the name Anagastum from
their military leader and following the appearance of
Sclava
Dokleata,
the way the Byzantines called the first Slavic settlers in this area, the
town s stronghold in the middle of
Nikšićko polje
got the name
Onogošt.
At the time of Duklja state
-
Zeta,
the first state of the
Montenegrins,
Onogošt
was the centre of Podgorja province. At the

time of the rule of the
Nemanjićs
(1196 - 1350)
there was a castle and
a monastery complex
(Popi) in
Onogost, and later by the arrival of the
Turks(1465), certain areas of present
Nikšić
Municipality were
governed by the
Balšićs, Crnojevićs,
a Bosnian king
Tvrtko
and other
Montenegrin, Bosnian and Herzegovinian feudal rulers. This book
provides a history of certain tribes which developed at the territory of
the current
Nikšić
Municipality
(Pješivci, Drobnjaci, Ugrenovići,
Riđani, Nikšići, Grahovo, Nikšićke Rudine, Banjani, Oputne Rudine,
Golija).
Special attention is given to the tribe migration and their
centuries-long fight against the Turks. It is around
Nikšić
that crucial
battles for the liberation of Montenegro and surrounding areas from
the Turks were staged (the Rebellion of the duke
Grdan Nikšić
1597,
battle at Grahovac
1858,
battle at
Vučji
do
1876,
battle of
Pješivci
and
Bjelopavlići
-
nine bloodshed days
1877,
the Liberation of
Nikšić
from the Turks
-1877
and others).
Following the liberation of certain parts of the present
Nikšić
municipality from the Turks, new inhabitants migrated from the area
of overpopulated free Montenegro. The inhabitants from under the
mount Lovcen flocked to
Nikšićko polje.
The land was allocated in
such a way that every soldier, a participant to the liberation from the
Turks, would get three
ralos
of arable land
(ralo
- 1862
m2),
whereas
military leaders would get
5-15
ralos
of land.
The town of
Nikšić developped
with a fast pace at the time of
the Principality and Kingdom of Montenegro. Unlike Turkish
kasaba,
which had up to
4000
inhabitants, modern
Nikšić
was built according
to an urban plan, which by a desire of Prince Nikola
Petrović
was
designed by dr
Josip Slade.
In
1892
the road Cetinje
-
Podgorica
-
Nikšić
was constructed, and in
1894
the big stone bridge
(Carev
most)
across the river
Zeta in
Nikšićko polje.
First industrial complexes
(wood processing industry, brewery etc.) were also built. In the year
1900
the building of the cathedral church and Prince Nikola s
residence were completed, these being the buildings which still
dominate the town s panorama.
Nikšić
was developing into an
important cultural centre. Publishing activity was stated, educational
societies were formed, primary schools were being opened both in the
town and in all bigger settlements. In
1913
a comprehensive school
was set up in
Nikšić,
the town s first high school.

The population continued to perish during the Balkan wars and
the First World War. In these wars about
50%
of adult men died.
Many were killed in the
Komiti
rebellion against the decision on the
annexation of Montenegro to Serbia in
1918.
Between the two great wars, the economy was sluggish in the
Kingdom of Yugoslavia including Montenegro,
Nikšić
and its
vicinity. At the time,
Nikšić
was famous as a hot spot of upheaval and
protest against the government. This resulted in a massive
participation in the National Liberation Movement of Resistance
between
1941 - 1944,
and the fight for restitution of equal status of
Montenegro in the new state Socialist Federal Republic of Yugoslavia.
Following the Second World War, like all of Montenegro,
Nikšić
and its surrounding areas developed economically, culturally
and in many other ways. According to a five-year Montenegrin
development plan,
Nikšić
gained the role of an industrial centre in the
republic of Montenegro. During the fifties of the twentieth century the
following companies were set up in the town of
Nikšić:

Mines-Niksic
,
Hydroelectric
Perućica,
Steel factory
Nikšić; Trebjesa
brewery and Wood processing cooperative increase their capacity;
somewhat later, factory
Metalac
was established etc.
Because of the fast urbanization and transformation of
production in the
Nikšić
municipality, a massive migration of
population from villages into towns began. This can be illustrated by
the following data: in
1948
out of
38 359
inhabitants of the
Nikšić
municipality,
15,6%
lived in the town; in
1981
out of
50 399
inhabitants,
70,0%
lived in the town, and in
2003,
out of
76 677
inhabitants in the municipality
77,2%
lived in the urban area. In
Nikšićko polje
and closer area (the valley and the surrounding slopes)
in
2003
there were
71 794
inhabitants, whereas in the villages of
Nikšićko polje,
at an area which comprises around
80%
of the total
municipality area there were
4985
of inhabitants or
6,5%
of the total
number. Birth rate has been in constant decrease over the past
decades. In
1948
birth rate amounted to
31,8
%o, whereas in
2003
it
was ll,6%o. Natural increase was in this period reduced from 23,7%o
to 3,6%o.
The population educational levels have dramatically changed
over the last
60
years. In
1948
out of the total population older than
10
years of age,
18,8%
were illiterate. In
2003
there were
1.7%
illiterate

older than
15
years of age. That year, out of the population older than
15
years of age
21,8%
had a completed eight year (primary) education
53,1%
had a high school diploma, and
11,0%
had a higher education
degree.
For centuries, the area of today s
Nikšić
was one of the well
known agricultural areas in the
Dinarides.
Cattle breeding has mainly
been half-nomadic. Cattle breeders would graze the cattle at the
mountain pastures
(katuni),
and in winter they would move down to
villages. In
1939
in
Nikšić
municipality there were
119 835
small
cattle
(76 784
sheep and
43 051
goat). In
1948
out of the total number
of inhabitants in the area, about
76,6%
did agriculture, mostly cattle
breeding. Fast urbanization caused extensive changes to the pro¬
duction, as well as other types of business. In
1971
already,
35,8%
of
active population was employed in primary production,
35,9%
in
secondary and
23,3%
in tertiary sectors. At the end of the eighties of
the twentieth century out of the total number of the active population
63,1%
worked in industry and mining. This means that the percentage
of active population working in primary activities has constantly
decreased, so that in
Nikšić
municipality it was reduced to only
4,8%
in
2003.
Along with the economy boost, other parts of social life were
developing. In
Nikšić
municipality there are
22
primary schools
(eight-year schools). In the school year of
2008/09
these schools
counted a total number of
8565
pupils. There are eight schools in the
urban area, and five more in the near vicinity. In these
13
schools there
are
8295
pupils. The remaining
9
primary schools have
273
pupils in
total.
There are four high schools in the town of
Nikšić:
a
comprehensive school, economic and catering high school, vocational
school (electro-mechanic) and mechanic-metallurgic school. In the
school year of
2008/09
there were
3855
pupils in these schools.
Nikšić
is a university town. Faculty of Philosophy evolved from
the former Pedagogic academy dating from
1963;
the first students of
a four-year degree program were admitted in the school year of
1976/7.
Today, this is the most developed higher education institution
in Montenegro with

four-year degree programs and a large number
of specialist tracks. Faculty of Philosophy is a centre of scientific and
research work and a publisher of a number of scientific journals,

books etc. At the Faculty of Philosophy, in the academic year of
2008/9
there were
3880
students in total. The annual intake of new
students is around
700.
From the academic year
2008/09
Faculty of Philosophy s four-
year Physical Education and Sports Program was turned into a
separate university unit for sports and physical education.
Tumultuous history, followed by a constant migration of
population is one of the causes of insufficiently preserved cultural
heritage. Among the more important cultural monuments are:

castle (Museum, gallery,
town s library), the Church Cathedral of St Basil of
Oštrog, Carev
most (emperor s bridge) on the river

tombstones, monasteries, churches etc.
Nikšić,
a university town, is a centre of numerous cultural
institutions, such as: Centre for Culture (town s museum, a number of
galleries, archives, library), Zahumlje- a folklore club (with a number
of folklore and contemporary arts classes); theatre etc.
Nikšić
is a town of sports and numerous sports societies and
clubs, many of which take part in national and international
competitions.
In the
Nikšić
area there are many natural attractions. The
Trebjesa hill, the town s park with a number of endemic plant species
and the botanic garden in
Grahovo
are under special protection. In
Nikšićko polje
there is a number of interesting wells (Gornjepoljski
vir
and

estáveis,
intermittent well Mukavica) river beds,
sinking creeks, caves, forests, peculiar types of
karst,
glacial erosion
forms etc. Of special charm, and with a potential for becoming
important tourist attractions, are the artificial lakes of
Nikšićko polje,
the surrounding mountainous landscapes, observation points,
mountain
katuni,
skiing terrains, etc.
Nikšić
is a central point of a wide area gravitating towards it,
which covers more than one third of Montenegro. It is situated at the
point where a number of highways meet: Podgorica

Nikšić
was built according to the
urbanistic
plan of
Dr.
Josip Slade,
and following the Second World War, several authors

developing the original plan. The basis of the plan is the
present central square with a monument of the Montenegrin king
Nikola
I Petrovića.
The
Nikšić
of today, a town of
60 000
inhabitants,
is a modern town, built on rivers and lakes, a town of preserved
natural beauty, a municipal and regional centre, a town of developed
industry, education, health care, cultural institutions, a town of clear
perspective and with a bright future for its citizens.
