SUMMARY
An increased interest in the situation in Macedonia emerged in British
official politics at the start of the 20th century. All the way to the end of
September
1903,
the British politics had been dominated by a strict Turcophile
orientation dating back to the time of Lord Disraeli, which was also reflected in
its attitude toward Macedonia in the sense of supporting the Turkish
administration and the measures which had been undertaken there. Nevertheless,
under the pressure of its own public, strong agitation of the Liberal Party and its
parliamentary representatives, the need to impose itself as an equal partner with
other great powers in Macedonia, but also farther in the Balkans and the Near
East, as well as the intention to assert its interests, the British government started
bringing pressure to bear on Turkey so as to make it accept necessary reforms in
Macedonia and improve the position of the Christian population living there.
The instructions of its Minister of Foreign Affairs, Lord Lansdowne,
summarised in five articles for Macedonia, represented a staring point of the
future

Programme in the autumn of
1903 -
which eventually failed due
to the conflict of interest of the great powers in Macedonia, in other words their
insincere intention to settle the matters finally there. This particularly refers to
Austria-Hungary which, despite formally advocating for the observation of
agreement made with Russia in
1897
on the maintenance of the "frozen" state in
the Balkans, actually fought for fulfilling its economic and military-political
interests which were directed towards the Aegean Sea and farther to the East.
Another concrete result of that insincere policy was Aehrenthal's plan for the
Novi Pazar
Railway from January
1908
along with obtaining the concession for
building the
Novi Pazar-Thessalonica
Railway from the Porte.
After the suppression of the uprising in Macedonia, Great Britain
would develop even a greater interest in the local affairs and start to observe
closely all the activities there, from the revolutionary committees and the
transfer of revolutionary troops from the neighbouring Balkan states, mainly
Serbia, to the supervision of the implementation of reforms, as its primary
interest was still the preservation of the status quo and peace in the Balkans. In
that sense one of the features of London's foreign policy was to make a constant
appeal as well as to demand from the Balkan governments' representatives not
to allow activities of the revolutionary bands in their territory, that is to prevent
their organisation, armament and transfer to the region of Macedonia, because
that could undermine the efforts of the great powers to administer reforms and
establish the long-expected peace. Lord Lansdowne perceived well that Turkey

began to fall more intensely in the arms of Germany in the terms of economy,
in other words that it was staggering under the advances of aggressive German
imperialism, thereby falling under the strong influence of Berlin. That did not
suit the strategic plans of Great Britain, thus forcing it to ask, during
1904
end
especially
1905,
for more radical measures which would enable implementation
of financial, administrative, juridical reforms as well as reorganisation of
gendarmerie forces in the territory of Macedonia. In most cases his proposals
did not find fertile ground not in Austria and Russia, the keepers of the status
quo in the Balkans, nor in France and Italy. Among these proposals that had
been rejected was the one suggesting the creation of autonomous Macedonian
administration with an Inspector-General, a foreigner who was only to be
nominally under the sovereignty of the Sultan, which meant the application of
the Cretan model of autonomy. On the contrary, European powers demanded
uniform politics and action of the members of the Concert in the question of
Macedonia. In the end, Lord Lansdowne himself came to that conclusion as
well. However, part of his proposals stipulated in his Memorandum in six
articles on the formation of a financial commission and more effective control
of the monetary flows in Macedonia, along with the formation of a special
Macedonian budget, were implemented in the notable Financial Regulation for
Macedonia of
1906,
which the powers issued with the Porte.
In the beginning his successor, Edward Grey, was also conducting a
policy of avoiding confrontation, which meant asking for approval of the rest
of the powers in the Macedonian affairs. Only at the end of
1907
and the
beginning of
1908
Grey and the British government realised that the Miirzsteg
Programme of reforms was a dead letter and they started to make a turn toward
undertaking some more radical measures which included agitation for the
expansion of the gendarmerie forces in Macedonia, together with acquiring its
autonomy
—
the
Reval
Interview, all of which were not conducted due to the
outbreak of the Young Turk Revolution. Grey merely revived the idea that had
been proposed by his predecessor several years earlier. Although Austria and
Germany rejected this proposal, things had changed in the meantime as
England approached to Russia and as a result of that mutual convergence an
agreement was reached on the series of global issues along with joint efforts to
create Macedonian autonomy. However, the outbreak of the Young Turk
Revolution prevented realisation of this project and for Edward Grey it created
a temporary illusion that the new Turkish regime would be prepared to turn the
page in Macedonia and administer reforms which were definitely most needed.
Time showed that his expectations had been unrealistic.
The reality of the Balkans as well as the developments in Macedonia
were frequent subjects of discussions and enquiries of the British commissioners,
who discussed the Macedonian problem more than eighty times in the period of

five years. Their discussions often took a critical tone toward the moves of
British authorities and also toward their particular inertness in the Macedonian
issue, thereby demanding more concrete and radical actions. Their efforts and
critical tone contributed strongly to more intense involvement of the English
government in the Macedonian issue. Surely, one of the most significant roles in
the
actualisation
of the Macedonian problem in front of the British public was
played by the members of the Balkan committee. Their activity was aimed at
several directions
-
political, media, humanitarian. Even though strong pro-
Bulgarian influences prevailed in the work of the committee in the first few
years, which was reflected in the efforts to obtain autonomy for Macedonia or to
annex it to Bulgaria as they believed that the majority of the Christian population
consists of Bulgarians, gradually other influences and views were becoming
more and more present, especially among the members of the Committee who
believed that other nations' interests had to be respected too, above all the Serbs
and their right and interests in Macedonia.
At first British politics also expressed mistrust towards gathering of
the Balkan peoples into one alliance because of its anti-Turkish blade, but as
British conflict with Austria and Germany aggravated, and the alliance
acquired anti-Austrian tone, Britain started regarding the allying of the
peoples of the Balkans with sympathy. In the First Balkan War British politics
was still reserved in relation to Serbian intentions in Macedonia, but in the
Second Balkan War upon realising that Bulgarians were the losers, it shifted
to Serbian side and supported their interests.
As far as Serbia is concerned, it received news of the beginning of the
uprising in Macedonia with increased interest and a large number of volunteers
was recruited in order to help the rebels. However, official Serbian politics took
neutral position. Nevertheless,
Thesiger
reported that Serbian government
secretly aided volunteers and prepared them for the desired war in order to divert
the attention from its own internal problems. Even after the suppression of the
uprising, Serbia observed carefully what was happening in Macedonia. The
issuing of the Miirzsteg Programme was welcomed, but it was also believed that
its successful implementation depended on whether the Balkan states would be
involved in the reformation of the administration there. Additionally, Serbia was
prepared to make a settlement with Bulgaria about Macedonia and was even
prepared to renounce its territorial pretensions in the disputable zones, providing
that the Bulgarian party accepted that. Finally, Serbia unlike Bulgaria did not
accept Edward Grey's plan from February
1908
on the autonomy of Macedonia,
judging that it did not recognise Serbian interest. |
