CHAPTER
1
The principle of majority and the status of minorities
One of the fundamental rules of democracy is the
submission of collective problems with vote and the adoption
of decisions by virtue of the point of view of the majority. But
the principle of majority can be applied rather in very
homogeneous societies, where people have, in general, the
same orientations and interests. In reality, because of historical
conditions, very few states have a single nation inward their
borders. In Romania, although defined by its Constitution as an
unitary national state, there are numerous nationalities and
ethnic groups, almost all represented in the Parliament. The
author discusses some problems of these nationalities, linked to
their aim of maintaining their identity, that is to say the
Magyars and the Gypsies, and also by a restrained ethnic
group, not yet recognized as such, that of the
Ceangăi.
The
author insists that the principle of majority has to include the
rights of minorities in order to minimize the sources of conflict,
thus increasing democracy.

2
The atomization of the society and its political
consequences
One of the ideals of the communist society was the social
solidarity as natural result of the abolishment of exploitation. In
reality, the historical experience showed that this ideal was
Utopia and that the communist practice generated the
individual and collective estrangement and social atomization.
After the Revolution of December
1989,
all the citizens
thought that these problems will be rapidly solved. But the
absence of the democratic experience of masses and the errors
of the political class deepened the social atomization. Today,
the Romanian society is strongly stratified on various criteria
and among the social strata there are large conflicts. It is very
difficult to establish relations of collaboration between the
underprivileged of the society and the others. The social
cohesion is not possible as long as the society is not able to
assure a decent existence for all the citizens. Romania is still
far from this situation, and that s why its democracy still
includes very serious risks.
CHAPTER
3
The competitiveness; the inserted and the marginalized
The modern democratic society imposes permanent
competition among its members, competition without which
the progress would not be possible. But the competitiveness
could have adverse effects, minimized only by a redistribution
of welfare and decent life to all the citizens. In Romania, after

the competitiveness, badly aimed and even, sometimes,
unbridled, had serious consequences. One of these
consequences was the numerous and unfair stratification of the
various social categories. This way, a process of social
exclusion developed; i.e. individuals and social groups
-
because of specific features such as age, sex, the place of
provenance, the family material situation, education
-
are
profoundly disadvantaged in the processes of formation,
recognition, reward and further education. They are the
marginalized of the society, and they support a latent or
manifest state of conflicts. At the other pole there are the
privileged, located at the top of the social-economic and
political hierarchy, very well inserted and able to acquire
capabilities of accomplishing their interests. Between these two
extremes it is the middle, in a middle way included. But in the
post
1989
Romania, we are witnessing the marginalization of
the broad masses, so as every professional and social category
(except for the privileged) feels profoundly disadvantaged in
comparison with all the others and marginalized. This situation
is the result of the process of pauperization of the entire
population after the fall of the communist system, and
especially because the new political class was not able to
perform reorganization fast and effectively in the domains of
social-economic life. Today, the big mass of the population of
Romania, either because it lives in the country side or in cities,
is poor and very poor. Extreme poverty is notable in families
with several children, in the uninhabited and aged villages, in
the periphery of the large cities, among the persons without or
with poor education. There are many forms of marginalization,
which affect numerous categories, for instance the unemployed
persons, the retired, the children, the women and sexual
minorities. This is the ground of a climate of discontent and
social tension which marks negatively the democratic

development of our country.

4
Elitism and democracy
Although democracy opposes to the domination of a small
number of privileged people, no society can abandon its elites,
because the social-economic progress depends on a minority
able of upper competences in comparison with masses and
applying these competences in a creative way in every field of
activity. But the former communist regime, guided by a
simplistic vision about social equality, and aiming to liquidate
«the class enemy», exterminate or marginalized almost
completely the political, economic, academicals elite of
Romania, who could regenerate very slowly. After the
Revolution of December,
1989,
the intellectual elite
accomplished a permanent opposition to the power, which in
turn is subordinated to various groups of interests. At the same
time, the positive economic elite still has no force to increase
pace in the Romanian economy. In the entire period of
transition, the governments always neglected the scientific elite
of Romania and marginalized the personnel of educations, in
spite of numerous statements which underlined their
importance for the development of the country.

these
aspects show us that there is not a real preoccupation for the
strengthening of elites, and this represents a major risk for our
democracy.

5
The Freedom
The main reason of the Revolution of December
1989
was, for
the Romanian people, the conquest of freedom. But in spite of
the big initial enthusiasm, this conquest was more difficult and
painful than they believed.
Un
familiarized with the
mechanisms of democracy and still subordinated to communist
mentalities, masses and leaders of the country have put
democracy in danger several times. Even today, one can meet,
on one hand, an abuse on freedom, and, on the other hand, a
violation of rights and civic freedom. In this sense, the author
emphasizes exemplary situations for the violation of the
individual liberty of adults and children, by the justice, police
and gendarmes. The author also gives examples which show
serious damage towards the freedom of speech, the freedom of
information, the freedom of conscience and the religious
freedom. All these serious breaches of the Romanian citizens
freedom of postpone obviously the democratic process of our
country.
