Targeted Killing: Self-Defense, Preemption, and the War on Terrorism
by Thomas Hunter presents an articulate, faultlessly researched
analysis of the tactic known as ^argeted killing. This controversial
practice has been used by such nations as the U.S., Russia, Israel,
and Great Britain and continues to be a present and accessible
policy of choice for various state governments concerned with
the threats posed by global terrorism. Fraught with military
and public policy risks, targeted killing has fueled a private
and public debate that is only growing louder as more nations
discuss its efficacy and relevancy in the hotly contested arenas
of state self-defense and preemption. Author Hunter skillfully
maneuvers through the morass of complex social, political, and
military hazards posed by targeted killing, and through clear and
lucid argumentation makes his case for the role, efficacy, and
reasonableness of state-sponsored tactics geared toward threat
elimination through preemptive means.
Thomas Hunter served as an intelligence officer with the Defense
Intelligence Agency, specializing in the analysis of terrorist tactics,
techniques, and procedures. Mr. Hunter has written for many
leading intelligence and security-related publications, including
Jane s Intelligence Review, the United States Naval Institute s
Proceedings and The Journal of Counterterrorism and Homeland
Security International. He has also served as the managing editor
of the Journal of Strategic Security and Special Operations Journal.
Mr. Hunter holds a Master s Degree in Unconventional Warfare
from the American Military University, a Master s Degree in
International Security Studies from the University of St. Andrews,
Scotland, and an undergraduate degree in English and American
Literature from the University of Southern California.
