Summary
The Republic of Estonia State Library, the predecessor of the present
National Library of Estonia, was established on
21
December
1918
as the library of the Parliament and Government institutions.
The State Library worked in the Toompea Castle and took over the
collection of about
2000
books (the so-called „Castle Collection )
of the Estonian provincial administration which had previosusly
worked in the same location. This collection contained mostly Russian-
language law literature: collections of laws and regulations, statistical
collections and official publications of the ministries of the Russian
Empire, but also rare law publications from die early days of Czarist
Russia, some even dating back to the days of Peter the Great.
Like its predecessor, the State Library also focused on
Juridica
but its acquisition followed a broader spectrum
—
an independent
state had to abide by laws but it also had to prepare new legislation.
Thus the library collected literature on social sciences, politics,
history, economics, etc., preferably in Estonian and German.
The State Library had several acquisition sources. New Estonian
print publications were supplied under the Legal Deposit Copy
Act. Estonian embassies and in particular the Ambassador in
London Mr
Oskar Kallas
helped to obtain foreign-language
materials. A number of state institutions handed their libraries
over to the State Library.
1918
and the following years were
particularly favourable for book purchases as Estonia was then
full of ownerless libraries. Destitute
optants
from Russia were
also selling valuable books at fairly reasonable price. Acquisitions
included literature on law and history in Russian and German,
Baltica
publications, etc.
The
bookmarket
peaked again in
1939-1940
when social
changes forced people to leave Estonia and abandon their libraries;
before their departure the Baltic Germans donated
6500
volumes
to the State Library.
Despite many donations and active purchasing, the State
Library s holdings did not grow very rapidly as it was decided
to follow the library s profile in collection development. By
1940
the stock included about
60 000
publications.
The purchase of rare books was not an aim in itself for the
library, yet did a small but imposing collection of
500-600
books
build up during
1918-1940.
The library collected Baltic law
literature from the very earliest printings, and rare books were
received as donation. The selection of books in Estonian was
rather random, containing the earliest law literature and the first
edition of the Bible in Estonian. Older
Baltica
featured law,
history, the nature and history of the Baltic countries, the Estonian
language. The bulk of Russian-language old books in the State
Library s collection contained legal literature previously belonging
to the Estonian provincial administration. The oldest book in the
Castle Collection, „Orator by Cicero, was published in
Lyon
in
1559.
In
1923
the library received as a gift two first volumes

which were published in London in
1711
and once belonged to the library of the outstanding British
scientist Isaac Newton
(1643—1727).
Most of the early printings from the State Library s holdings
are today preserved in the rare book collection of the National
Library of Estonia.
