SUMMARY
The Government of the Republic of Lithuania is the executive branch that
exercises a highly significant and responsible role in the life of the state.
The present book deals with the 12th Government of the Republic of
Lithuania
(2001-2004)
lead by the former President of the Republic of Lithuania,
Prime Minister Algirdas Brazauskas; it introduces the Governments composition,
constitutional and legislative powers, procedures and activities. This is the first
Lithuanian book of such character on the Government and its activities.
The book presents the political activities of the Government and the
Seimas
of
the Republic of Lithuania after elections to the
Seimas
of the Republic of Lithu¬
ania in the autumn of
2000,
the circumstances of the formation and approval of
the 12th Government of the Prime Minister Algirdas Brazauskas in the summer of
2001,
as well as the policy, programme principles and the chief goals of this Gov¬
ernment. The book introduces the short biography, professional activities, and
the work of the 12th Prime Minister Algirdas Brazauskas as President and Prime
Minister of the Republic of Lithuania. The book notes that it was only doctor
Kazys Grinius who had worked both as Prime Minister and President of the state
in the independent Lithuania during the inter-war period. This Government has
stayed the longest time in office since the re-establishment of the independence
of Lithuania.
The book describes the ministries of the 12th Government, their legal frame¬
work, rights and obligations, activities, and the major achievements during the
Government s term in office. It also introduces principle facts about the minis¬
ters and their biographical data. The Prime Minister and the ministers answer
the questions put to them by the author of the book on the requirements the
Prime Minister and ministers should satisfy, the knowledge, personal features and
professional skills they should possess, the largest problems in their work, rela¬
tions between the state and the society, factors that have determined the success¬
ful work of this longest-serving Government, as well as their hobbies, attitudes to
values and sense of life, etc. This reveals personal traits of the Prime Minister and
the ministers.
The author has made use of legal acts of the
Seimas
and the Government, the
on-line database of the Government, stenographs of the
Seimas
sessions, resolu¬
tions of the Government, press releases reflecting the activities of the 12th Govern¬
ment of the Republic of Lithuania in the period
2001-2004,
and other sources. The
book is illustrated with photos.
This is a publicist-documentary, information publication, and the historical
source for those who are and will be interested in the activities of the Government
as one of the areas that reflect the structure of the state.

чение этого срока полномочий работе. Представлены основные сведения о
министрах, их биографии. Премьер-министр и министры отвечают на во¬
просы автора книги о том, какие, по их мнению, требования выдвигаются
премьеру, министру, какими знаниями, личными и деловыми качествами
они должны обладать, какие основные проблемы их работы, каково долж¬
но быть отношение власти и гражданского общества, также их мнение о
факторах, обусловивших успех работы этого, продолжительней всех рабо¬
тавшего Правительства, рассказывают о своих хобби, точке зрения на цен¬
ности и смысл жизни и т. п. Раскрываются человеческие качества Премьер-
министра и министров.
В книге использованы правовые акты Сейма и Правительства, база дан¬
ных Правительства в Интернете, стенограммы заседаний Сейма, постанов¬
ления Правительства, периодика, отражающая деятельность
