The text deals with the problems of the creation of European identity as a
necessary basis of a deeper European integration. Manuel Castels thinks that it is
impossible to imagine the
EU
without it. At the same time, on the basis of empirical
analyses, the author searches for the answer to the question whether Serbian elite
represents an obstacle in the creation of European identity, and whether and how
much it differs from the elites in other
EU
countries, according to the observed
criteria.

IS THERE THE "TRANSNATIONAL CAPITALIST CLASS"
IN SERBIA?
The most famous representative of concept of transnational class is Leslie
Sclair. He believes that in the modern world Transnational Capitalist Class (TCC)
exists. It consists of people whose work is an integral part of
colective
activities
across the nation-states. Their financial interests, their social connections or cultural
interests are related to transnational, regional and often global level.
Could Sclair's concept be applied to Serbia? With the results of the Intune
project, the author shows that in the part of Serbian elite there is a strong desire for
integration into the transnational (global) structures. The ideology of the upper class
in Serbia also shows great similarities with the TCC ideology, which is
characterized by
neoliberalism,
elitism, and anticommunitarism. An extreme form of
this ideology, present in Serbia, the author sees as an expression of social panic of
the middle class, caused by its feeling of returning too slowly to the financial
position and social status that it had before the transition.

ENTREPRENEURS AND ENTREPRENEURIAL FIRMS IN
SERBIA
1999-2006 -
ARE THERE SIGNIFICANT CHANGES?
Postsocialist transformation in Serbia, which began in the end of 1980-ties,
was somewhat different, of the reduced pace, then in other former "socialist"
countries. In the beginning of 1990-ties there has been a blockade of
fundamental
changes in the economic and global social system in Serbia, in spite of initial
institutional provisions provided by the new laws enacted in the end of
1980-ties.
Still, some real "postsocialist" social changes persisted, primarily through the
process, albeit reduced, of formation of new private firms, established and governed
by new social actors
-
entrepreneurs as founders and owners of these firms. While
there were, in Serbia, about
20.000
private "enterprises" and
146.000
private
"shops" in
1990,
there were about
58.000
private "enterprises" and
194.000
private
shops in
1999.
In the
2006
there have been some
60.000
private "enterprises" and
200.000
private "shops", while some firms that, have been established in the
previous years, ceased to exist and have been canceled out from official register of
"business subjects".
First systematic insights about the social profile of "new entrepreneurs" in
Serbia were based on survey findings provided by the survey study, realized in
1992,
by the Institute for Sociological Research of the Faculty of Philosophy in
Belgrade. Individuals, which were surveyed as "entrepreneurs", have been "owners"
or "chief executive officers" (authorized) by the owner, in

private firms
(enterprises or shops), randomly selected from official registers of firms
m
belgrade
"communes" and "communes" located in other parts of Serbia,
Vojvodina,
but not
in Kosovo. In
2006
this author, through the same research institution, conducted a
new survey study, applying practically the same questionnaire, and the same
research strategy as used in
1992
survey. The idea was to investigate eventual
changes in the social profile of "new entrepreneurs" in
2006
in comparison of
features of entrepreneurs in
1992.
By introducing some new questions in the
2006
questionnaire, it has been intended to highlights eventual differences in "social

traits" of "enterprises" versus "shops" as two somewhat peculiar types of
"entrepreneurial units" in Serbia. Also, it was attempted to discover some social
peculiarities of "successful" versus "less
successali"
private firms, including
differences in social profiles of their key individuals.
Survey findings from
1992
and
2006,
presented in many tables included in
this paper, suggest that, in basic characteristics, private entrepreneurs and private
firms in Serbia in
2006
do not significantly differ from the social profile of "new
ehtrepreneurs^urveyed
in
1992.
So, the great majority
(79%
in
1992
and
77%
in
2006)
of entrepreneurs are men, and some
60%
of them have secondary level
education. Most firms (some
70%)
are very small, "micro" firms, with less than
6
employees. It was found that "private shops" are even more often
(93%)
in the
category of "micro" firms. Entrepreneurs heading "private enterprises" are better
educated than entrepreneurs leading "shops", since they had in
50%
of cases college
or university level education.
Comparative analysis of "social features" of "successful" versus "less
successful"
finns
(the "measure of "success" resulted from the self-evaluation of
surveyed entrepreneurs) suggested that the more "successful" have been somewhat
"bigger firms" (in this case they had
11-30,
or more than
30
employees), firms
engaged in a small segment
(14%
of all firms) "productive
activités"
(manufacturing, construction), while the great majority of firms
(65%)
dealt in
"trade and services". More "successful" firms were those whose key people had
more than secondary level education and which have been included in larger "social
circles'Xdefined in this case as "circle" of more than
40
good acquaintances). It was
evident that better human and social capital of the firms affects the successfulness of
firms and leads to the stronger entrepreneurial orientations of their entrepreneurs.
Still, to achieve proper "entrepreneurial qualities" in firms and by their' key
individuals, singular "entrepreneurial features" and endeavors are not sufficient.
Necessary are proper global "social conditions", which, unfortunately, have been
lacking in Serbia during the 1990-ties and in the years after
2000,
when there has
been the change in the "governmental regime" and when "new authorities" enacted
many institutional changes, aimed at enhancing and strengthening of
entrepreneurship
in Serbia. According to the judgments of
50%
of the surveyed
entrepreneurs, the main obstacle, to their attempts to be "successful businessmen",
in recent years has been the "insufficient purchasing power of people". This is one
of key outcomes of the "years of destruction" in Serbia during the 1990-ties, and of
the slowness in overcoming the "state of societal destruction" in years after the
"regime change" in
2000.
Most findings presented in this paper lead to the
conclusion that the "time of an arduous transition", that is lasting in Serbia for two
decades already, will not end for some time. Entrepreneurs will remain a "new

social force" but
of a limited "developmental" and general social potential, in spite
of the prevailing "political rhetoric's" and of many governmental measures aimed at
enhancing
entrepreneurship
in nowadays Serbia. |
