Capital Controls and Capital
Flows in Emerging Economies
EDITED BY SEBASTIAN EDWARDS
Economists have long debated the optimal speed
and sequencing of economic reform, and these
debates have become particularly heated regard¬
ing the lifting of capital controls. Some scholars
argue that the free movement of capital across
borders enhances welfare, while others claim it
represents a clear peril, especially for emerging
nations. In Capital Controls and Capital Flows in
Emerging Economies, Sebastian Edwards and an
esteemed group of contributors examine both the
advantages and the pitfalls of restricting capital
mobility in these developing countries.
The volume opens with a discussion of system¬
ic issues related to capital mobility that explore
theoretical concerns and provide cross-country
evidence on the effectiveness, consequences, and
costs of restricting capital mobility. The conclud¬
ing chapters offer a series of case studies analyz¬
ing the mechanisms that different countries have
used to slow down, or control, capital inflows,
particularly those associated with fixed income
securities. In the aftermath of the East Asian cur¬
rency crises of

997,
the authors evaluate the
effectiveness of Chile, Argentina, South Korea,
India, and other nations in altering the maturity of
the resulting external debt and reducing macro-
economic vulnerability. An astute assessment of
the costs and benefits of restricting international
capital flows, this book will influence discussions
of emerging economies for years to come. |
