Zusammenfassung
Die
Studie Kosova
in
der EU-Außenpolitik in den Jahren 1991-2007 , die
Ergebnis einer langjährigen Forschung ist, hat das Ziel, anhand einer empiris¬
chen Analyse die Rolle und Position der EU-Außenpolitik bezüglich Kosovo
während der Zeitspanne zwischen 1991 und 2007 aufzuzeigen. Im Grunde ge¬
nommen ist das Buch ein Beitrag zur „Diplomatischen Geschichte , also ein
Versuch, die europäische Diplomatie und ihre zentralen Akteure im Hinblick
auf
Kosova
zu beschreiben.
Im Mittelpunkt der vorliegenden Studie steht die Erforschung der wesen¬
tlichen Interessen, Zielsetzungen und operativen Handlungsmuster der EU bei
der Lösung des Kosovoproblems seit der Auflösung Jugoslawiens bis hin zu
den Statusverhandlungen für
Kosova.
In diesem Zusammenhang wird die Ko-
sova-Fräge aus einer politischen und außenpolitischen Perspektive betrachtet,
ohne dabei die vorhandenen Defizite von
GASP
und die Vorschläge über eine
bessere Gestaltung der
GASP
außer Acht zu lassen. Diese Aspekte hängen
ursächlich zusammen und sind von großer Bedeutung für eine Analyse der
EU-Außenpolitik. Die Studie ist daher als ein Beitrag zur „Geschichte der Dip¬
lomatie zu verstehen, wobei die Erfolge und Misserfolge der europäischen
Diplomaten in der Zeit von 1991 bis 2007 beleuchtet werden sollen. Aus dieser
Sicht wird die
GASP
nicht als eine staatliche Komponente bezeichnet, sondern
als ein dynamischer Prozess, der sich hinsichtlich seiner Strategien und Mitteln
den neuen globalen Herausforderungen anpasst.
Ausgehend von der Außenpolitik der EU in der Kosova-Frage werden in
diesem Buch folgende Fragenstellungen untersucht:
Erstens: Wann beginnt das Interesse der europäischen Politik an der Koso¬
va-Frage? Hätte ein
Kompromiss
zwischen dem Selbstbestimmungsrecht der
Völker (in diesem Fall der Albaner in
Kosova)
auf der einen Seite und dem
westfälischen Souveränitätsprinzip und damit dem Beschluss über die Unve¬
ränderbarkeit von staatlichen Grenzen sowie der Achtung der Souveränität
von Staaten, in welchen ethnische Konflikte stattfinden (wie im Fall von Rest¬
jugoslawien), auf der anderen Seite gefunden werden können?
Zweitens: Hat die EU im Falle Kosovas eine aktive oder reaktive politische
Rolle gespielt? Oder anders gefragt hat Brüssel eine Politik der eigenen Akzen¬
te praktiziert oder verfolgte bzw. reagierte letztere nur auf die Ereignisse? Ist
die EU-Außenpolitik in der Kosovofrage an ihre Grenzen
gestossen,

haben wir es mit einer starken oder einer schwachen EU zu tun bzw. ist die
EU außenpolitisch auf dem Balkan als eine Art „normative Power einzustufen
und verfolgte sie überhaupt eine diesbezügliche Integrationspolitik?
Drittens: Was waren die Ziele der europäischen Außenpolitik im Fall Ko-
sovas und welche Instrumente wurden für die Umsetzung dieser angewandt?
Ist eine Kontinuität oder eine Änderung ihrer Zielsetzung im Laufe des Kon¬
flikts zu beobachten gewesen? War die EU im Stande, mit einer koordinierten
und einheitlichen Außenpolitik ihre Ziele zu verfolgen?
Viertens: Zu welchen Präventivmaßnahmen war die EU zu Beginn des
Kosovakonfliktes bereit? Welche Rolle übernahm die EU-Politik nach
Dayton
und welche politischen Fehleinschätzungen wurden im Fall Kosovas; began¬
gen? Welche Staaten sind in der EU-Außenpolitik bestimmend?
Fünftens: In welchem Ausmaß war die EU in der Lage, eine gemeinsame
Außenpolitik
(GASP)
im Bezug auf das Problem
Kosova
während der ersten
Phase der Kriegshandlungen zu betreiben? Welchen Einfluss auf die Berichte
der EU und der NATO hatte der Krieg in
Kosova
und welche Rolle spielte die
EU in diesem Konflikt? Und welche Rolle spielte der
GASP bei
der Lösung des
Kosovaproblems? War die Kosovaproblematik eine Angelegenheit der EU und
konnte eine Lösung durch diese erreicht werden?
Sechstens: Welche Bedeutung räumte die EU dem Pakt für die Stabilität
Südosteuropas ein und welche Rolle nahm sie in diesem Projekt ein? Welche
Interessen, Ziele und Absichten verfolgt die EU mit dem Prozess des Stabilisie-
rungs - und Assoziierungsprozesses und wie
muss
dieser im Gesamtkontext
bewertet werden? Welche Position nahm die EU-Politik während des Prozes¬
ses über die Definition des Status Kosovas ein? Welche Rolle wird die EU nach
der Statuslösung spielen?

Summary
The Study, Kosovo in
EU
Foreign Policy During the Years
1991 - 2007
is
the result of many years research and has as its goal to show an empirical ana¬
lysis of the role and position of
EU
foreign policy during the period between
1991
and
2007.
Basically the book is a contribution to Diplomatic History and
thus an attempt to describe European diplomacy and its central characters
with regard to Kosovo.
The focal point of this present study is the research of the fundamental inte¬
rests, objectives and the strategic action models of the
EU
to the solution of the
Kosovo problem from the dissolution of Yugoslavia right up to the Status Ne¬
gotiations for Kosovo. The Kosovo question will be examined in the context of a
political and a foreign policy perspective without disregarding the deficit of the
JFP and the suggestions about a better structuring of the JFP. These aspects are
connected and are of great significance for an analysis of
EU
foreign policy. The
study is thus to be understood as a contribution to the history of diplomacy
whereby the success and failure of European diplomats during the period from
1991
to
2007
should be examined. Taken from this viewpoint the JFP is not
described as a state-owned component but as a dynamic process which, with
regard to its strategies and methods is adapted to the new global challenges.
Starting from the foreign policy of the
EU
the following questions will be
examined:
First: When did the interest in the Kosovo question by European politics be¬
gin? Could a compromise between the self-determination of the people (in this
case the Albanians in Kosovo) on the one hand and the Westphalia Sovereignty
Principle and with it the decision regarding the inviolability of state borders as
well as the respect of the sovereignty of states in which ethnic conflicts exist (as
in the case of Rest-Yugoslavia) on the other hand, have been found.
Second: Did the
EU, in
the case of Kosovo, play an active or re-active poli¬
tical role? Or to put it another way did Brussels practice a politics with their
own accent or follow, or rather, react finally only to events? Had the
EU
fo¬
reign policy reached its limits with the Kosovo question, which means have we
to deal with a strong or weak
EU
or rather is the
EU
foreign policy wise to be
classified as a type of normative power in the Balkans and did it follow
anyhow, an integration policy on this matter?

Third: What were the objectives of European foreign policy in Kosovo s
case and which instruments were applied for its conversion? Had it been
possible to observe continuity or an alteration in its objectives during the
course of the conflict? Was the
EU
in a position to follow a co-ordinated and
uniform foreign policy of its goal?
Fourth: To which preventive measures were the
EU
prepared to go at the
beginning of the Kosovo conflict? Which role did the
EU
policy take over after
Dayton and which false political estimations were committed in the case of
Kosovo? Which states are determinant in
EU
foreign policy?
Fifth: To what scale was the
EU
in a position to pursue a joint foreign
policy (JFP) with regard the problem Kosovo during the first phases of the
military action? What influence did the war in Kosovo have on the reports of
the
EU
and NATO and what role did the
EU play
in this conflict? And what
role did the JFP play in solving the Kosovo problem? Was the Kosovo
difficulty an issue for the
EU
and could a solution through it be reached?
Sixth: What significance did the
EU
admit to the pact for the stability of
south east Europe and what role did this project take? What interests,
objectives and intentions did the
EU
follow with the Stabilization and
Association Process and how must this be evaluated in the total context? What
position did
EU
politics take during the process regarding the definition of
Kosovo s status? What role will the
EU play
after the Status Solution?
