This is the third volume of documents on the work of the Czechoslovak National Assembly.
The volume covers its work in the autumn of
1968,
when Czechoslovakia began to return to the
Soviet system. With
57
selected documents it illustrates how this legislative body was gradually
subordinated to the restored hard-line government of the Communist Party of Czechoslovakia
(CPCz) at the beginning of the period known as Normalization . Whereas in spring
1968
the
National Assembly had begun, under the leadership of Josef
Smrkovský,
to emancipate itself
politically, after the signing of the Moscow Protocol in August
1968
it was forced into being
a subordinate body, merely rubber-stamping all legislation submitted to it by the centre of
power. That is illustrated, for example, by the manner in which the National Assembly was
acquainted with the Moscow Protocol, its consent to the new Government programme statement
of

September
1968,
and the legislation presented by the Government concerning the re-
imposition of censorship and the acquisition of powers on security matters. The culmination
of this trend was the passing of the Agreement on the Temporary Basing of Soviet Troops in
Czechoslovakia. It meant the ultimate capitulation of the National Assembly to the reality of
Soviet occupation, and stood in sharp contrast to its statements and appeals of late August
1968.
The final debates and passing of the Act of Czechoslovak Federation
-
carried out in great haste
-
also confirmed that the National Assembly was becoming a mere rubber-stamper of tasks
arising from the political exigencies of Normalization policy. Clear evidence of the restored
dictatorship of the CPCz is provided by the debates carried on by Party groups as well as the
growing anti-reform activity and aggressiveness of the conservative deputies, and also by the
ever-growing influence that the Party
apparat
had on their work.
The volume thus acquaints the reader with the means by which the reform activity of the
National Assembly was suppressed in the last four months of
1968,
and the extent to which it
was suppressed, so that it would, now as the Federal Assembly, be forced in the next phase of
its operation into the unequal position it held amongst the political bodies before January
1968:
from the attempt to clarify the nonparticipation of some deputies in the National Assembly
session in the first week of the Soviet occupation and to obtain their declaration that the Soviet-
led Warsaw Pact armies had not been invited (an indication of their continuing the initial August
position), to debates on the drafting of various pieces of legislation about the National Front,
public order, and censorship, and their subsequently being passed into law at the

session of the National Assembly, all the way to after the

October
1968
debates on
the basing of Soviet troops and the prepared agreement on their being temporarily based in
Czechoslovakia. The documents also reflect the circumstances in which the debates on the Act
of Federation took place, as well as the reaction of the National Assembly to questions of current
political affairs

the student strike, the activity of the Vltava radio station, the distribution
of
Zprávy
(News) magazine, and the attack on
Smrkovský
in connection with considerations
about who should hold the office of the speaker
(předseda)
of the future Federal Assembly. The
restoration of the influence of the groups of CPCz deputies, demonstrating their subordination
to Party discipline, constitutes a special, extraordinarily informative chapter in the work of the
National Assembly in autumn
1968.

Amongst the documents are summaries of minutes of speeches by National Assembly deputies
and of debates at meetings of the National Assembly Presidium, its committees, and groups of
CPCz deputies, supplemented with a concise report on the negotiations of these groups, which
was sent to Alexander
Dubček.
There are also, to a lesser extent, selected parts of press reports
on the meetings of the National Assembly plenum, the resolutions of the National Assembly
Presidium, drafts of legislation and of documents compiled by the National Assembly, reports
from the meetings of committees and delegations, and documents related to the activity of the
National Assembly, for example written statements and letters of deputies, and requested reports
of executive bodies concerning the carrying out of politically important legislation.
The volume concludes with six additional documents: an overview of meetings of the
National Assembly bodies, an overview of legislative work, an overview of ratified international
conventions and agreements from September
1968
to January
1969,
an overview of the
composition of deputies according to party membership, a list of non-Communist deputies, and
statistics of meetings of the National Assembly and its bodies in the fourth term
(1964-68).
A chronological overview provides detailed information on the activities of the National
Assembly and its individual organs in this period.
