An Attempt at Dialogue:
Poles and Jews in Interwar
Białystok
The author describes and explains the discourse appearing in the
Białystok
press
between
1919
and
1939.
The core topic of this study is the Polish-Jewish relation¬
ship.
Białystok
was from its beginnings a borderland city with a plurality of na¬
tional and religious minorities. An overriding issue of the interwar years was that of
the coexistence of the two largest cultural groups: Poles and Jews. The regaining of
Poland s independence and the recreation of a state appeared to be the impetus for
frequent conflict situations. In addition to these, however, the author analyzed other
forms of Polish-Jewish relations: competition, cooperation, assimilation, separa¬
tion, and segregation.
Alongside the ethnic theme, the basic concept applied in this book was dis¬
course. The author understands this term in the sense closest to the definition worked
out by Michel
Foucault:
Discourse is an internally coherent system of meanings,
dominant in the given cultural formation, the way of perceiving and conceptualiz¬
ing the world in the given
époque
and the process of the plural construction of the
worldview by the people who reside in it (Krajewski
1996: 38).
Referring such an interpretation of discourse to ethnic issues one can see that
discourse is a socially constructed structure of meanings, ideas, and means of nar¬
ration which lie at the base of Polish-Jewish social relations. Thus, discourse is
understood here as a tool for the production and reproduction of meanings which
create the system of knowledge typical for the given ethnic group. It distinctively
influenced the shape of the ethnic relations, for example, through the location
of members of other groups and through the construction of the collective identity.
This analysis was inspired by several ideas of discourse analysis present in
contemporary thought in the humanities. The most useful concepts employed in this
work those realized drawn from critical discourse analysis, especially studies done
by a group of scholars associated with the
Institut für Sprachwissenschaft in
Vienna
who developed the discourse-historical method. The author of the work at hand has

paid special attention to context treated as a variable which explains the essence of
the analyzed discourse. The phenomena comprising the context are: the historical
specificity of Polish-Jewish relations in
Białystok,
the nation-building processes
of both Poles and Jews, the specificity of the cross-ethnic relations in a borderland
region, and the relationships between the state and the national minorities.
The results of this study suggest that the problem of Polish-Jewish relations
was one of the most important topics in interwar
Białystok
press discourse. The
ethnic diversification of the city was one of the main platforms on which the press
discourse functioned. This was closely related to the high and almost equal popula¬
tions of these two national groups. Additionally, Jews, due to their active presence
and participation during this period, had become real political enemies, economical
rivals, or, sometimes, partners in cooperation.
However, the cultural diversity of
Białystok
and its surroundings was rarely
perceived as a value then
-
as a positive feature of the city and the region. In con¬
trast, in the press discourse, this peculiarity was typically presented as a problem or
even as a threat. In the press materials studied images of economic, political, and
cultural competition dominated; relatively often they described conflicts, especially
those arising at the beginning of the
1920s
in the context of the new social order
being shaped in the city.
In this study, special attention was drawn to the image of the generalized Jew in
Polish discourses. Throughout the entire interwar period negative images of Jews
prevailed in the Polish press. The most distinct and the most frequently employed
was the image of the communist Jew. In other negative representations such fea¬
tures like dishonesty, shrewdness, disloyalty (towards the Polish state), cowardice,
and intra-group solidarity were presented. These negative images of Jews had far
reaching consequences. Clearly evident was that this was the principal strategy for
legitimization of the relations of domination and subordination. Its other function
was to strengthen the negative stereotypes present in Polish culture and influence
future relations between both groups.
Three basic forms of discourse were distinguished in the analyzed material:
(1)
cooperative,
(2)
competitive and exclusive, and
(3)
indifferent discourses.
Cooperative discourses included an orientation towards dialogue, but alongside
an awareness of existing differences. Negotiation strategies leading to mutually
beneficial conflict solutions were visible. Here disparities between Poles and Jews
were marginalized and the common formula of
Białystok
citizens was propagat¬
ed. This strategy avoided the negative stereotypes regarding either Jews or Poles.
Participants in this discourse often directly appealed for cooperation. Within this
type of discourse two subtypes
wem
distinguished: discourse of the local homeland
and socialist discourse.
Competitive and exclusive discourses were based on a feeling of strangeness
and even hostility. Mutual obligations or a susceptibility to compromise in the name

of the common good were completely absent in this discourse. In this perspective
the other was often depersonalized, presented as a subject acting senselessly and
irrationally. Frequently appearing was the rhetorical formula portraying us as
those governed by morality and values versus them as determined by interests.
Thus, the other was denied ethical behavior and moral motivation. Within the
competitive discourse, again two subtypes were distinguished: the pro-Jewish, and
the pro-Polish which constituted the dominant form of Polish-Jewish relations in
Białystok.
The exclusive discourse presented in the Polish press has to be described
as anti-Semitic.
The third kind of discourse distinguished was indifferent. An indicator of
the existence of this type of discourse was, paradoxically, silence
-
that is, the
absence of Jewish issues in the Polish press, paying no heed to the contributions
of Jews to the life of the city. The basis for this type of writing about
Białystok
was
either indifference or a lack of any knowledge about its Jewish citizens, and was
enforced by the strong separatism of both national groups. This discourse appeared
relatively less frequently than the other two.
Throughout the two interwar decades all three types of discourses co-existed,
albeit with different intensity. The worsening of the Polish-Jewish relations in the
1930s
was reflected in the local press discourse. The relationships between Poles
and Jews in
Białystok
were full of tensions and challenges then; still greater effort
would be required if the dominant message of public discourse were to depict a
community based on the pluralistic category of
Białystok
citizens.

was to strengthen the negative stereotypes present in Polish culture and influence
future relations between both groups.
Three basic forms of discourse were distinguished in the analyzed material:
(1)
cooperative,
(2)
competitive and exclusive, and
(3)
indifferent discourses.
Cooperative discourses included an orientation towards dialogue, but alongside
an awareness of existing differences. Negotiation strategies leading to mutually
beneficial conflict solutions were visible. Here disparities between Poles and Jews
were marginalized and the common formula of
"Białystok
citizens" was propagat¬
ed. This strategy avoided the negative stereotypes regarding either Jews or Poles.
Participants in this discourse often directly appealed for cooperation. Within this
type of discourse two subtypes
wem
distinguished: discourse of the local homeland
and socialist discourse.
Competitive and exclusive discourses were based on a feeling of strangeness
and even hostility. Mutual obligations or a susceptibility to compromise in the name

of the common good were completely absent in this discourse. In this perspective
the "other" was often depersonalized, presented as a subject acting senselessly and
irrationally. Frequently appearing was the rhetorical formula portraying "us" as
those governed by morality and values versus "them" as determined by "interests."
Thus, the "other" was denied ethical behavior and moral motivation. Within the
competitive discourse, again two subtypes were distinguished: the pro-Jewish, and
the pro-Polish which constituted the dominant form of Polish-Jewish relations in
Białystok.
The exclusive discourse presented in the Polish press has to be described
as anti-Semitic.
The third kind of discourse distinguished was "indifferent." An indicator of
the "existence" of this type of discourse was, paradoxically, silence
-
that is, the
absence of "Jewish issues" in the Polish press, paying no heed to the contributions
of Jews to the life of the city. The basis for this type of writing about
Białystok
was
either indifference or a lack of any knowledge about its Jewish citizens, and was
enforced by the strong separatism of both national groups. This discourse appeared
relatively less frequently than the other two.
Throughout the two interwar decades all three types of discourses co-existed,
albeit with different intensity. The worsening of the Polish-Jewish relations in the
1930s
was reflected in the local press discourse. The relationships between Poles
and Jews in
Białystok
were full of tensions and challenges then; still greater effort
would be required if the dominant message of public discourse were to depict a
community based on the pluralistic category of
"Białystok
citizens." |
