Summary
The period
of Croatian Spring Movement in
Istria
and
Rijeka,
has been re¬
membered by sudden development of tourist economy, high average salaries
in relation to the other parts of Croatia and Yugoslavia, large economic pos¬
sibilities and unequal development of other parts of the
ïstrian
and
Rijeka
region. The largest economical and financial interventions were related to the
modernization and completion of the infrastructure (water supply, electricity
supply, roads) hotel and gastronomy capacities.
During this period the Istrian Croatian employees and employees of
Rijeka
questioned all of the components of the national culture and started consider¬
ing and accomplishing the national cultural program, in some smaller part
through branch of
Matica hrvatska
and in larger part through Chaccavian
Parliament. Publishing production has been strengthened and increased, the
historical-scientific research has been directed and publicist writing enriched
with new
programe
developed for keeping cultural ethnic heritage. Although
the foundation of new branches of MH was planned along with the spread¬
ing of
Matica
movement, there has been formed just a few movements boards.
Besides the branch of MH in
Rijeka,
which in this period, especially in
1971
quickly increased number of their members (through access of students and
pupils), other branches in
Istria
could not say the same, moreover, some not¬
ed decrease of memberships. Many
Matica
members from Central office never
understood Istrian specific features
.
For them, this is quite understandable
in such processes, where only one thing existed, firm and compact Croatian
society that covered entire Croatian ethnic region. However,
Istria
had strong
cultural activities of Chaccavian Parliament and their Cathedra which goal was
to show the values of the local ethnic-cultural, linguistic and literature spe¬
cific features on Croatian Glagolitic script and Chaccavian dialect within the
frames of entire Croatian cultural heritage. Later, those disagreements were
resolved, but at the time when the unity of national cultural and political
program had to be achieved, it failed, so it became one of the reasons of non-
existence of mass national movement.
Along with the active efforts of social-political organisations and economy
organisations the reform and processes went very slow. Existing foreign cur¬
rency regime, insufficient investments to economy and weak accumulation of

the capital brought Istrian and

economy to unfavourable position, as
well as, economy factors of the entire Croatia as well. Therefore, Istrian and
Rijeka
economists hoped for and expected adoption of those amendments
that would be able to relieve Istrian and
Rijeka
economy and prevent large
financial company concerns , re-exporters that through investments gained
theur undeserved profit.
During
1971
existed somewhat larger attention and welfare of social-
political factors in Zagreb, as well as short-term attention of Croatian intel¬
lectuals gathered around
Matica hrvatska.
While the first justified why Is-
trian-Rijeka economy has not been helped through development programs
for this region and offered new relations of metropolis towards
Istria
and
Ri¬
jeka,
second dealt with blaming unitary and centralism for unfavourable
economy state, blaming the guilty ones for neglect towards poor
Istria ,
of¬
fering some of their visions and models of development of national culture
and Croatians in those regions. The problem was that neither understood
the mental configuration of Istrian Croats and history components of Istri¬
an Croats, nor they were thrilled and accepted without setting it aside.

Croatian Spring Movement
1970-1972,
has been different for many
reasons, but then again similar to spring movement events in other Croatian
regions. The fact that separates
Istria
and
Rijeka
from others is small or none
response of the population to mass national movement, firmly and clearly
most of the population took side of reformed Croatia but within the frames
of reformed Yugoslavia, and their interest in, first of all, economic reforms
and possibilities of fast economy development. Along with that, the only
part of the Croatian committed intellectuals ( of Zagreb region ), in the pe¬
riod of national euphoria towards national statehood, Croatian sovereignty,
standardized literary language and similar, confronted those political factors
that did not understand or did not wish to change the survivors and neces¬
sary unequal relations in society. Besides them, there were conflicts with in¬
tellectuals directed toward Italianism which were gathered in leadership of
Italian Union of
Istria

Rijeka
or Italian Cultural Clubs and that was all. The
conflict remained at verbal and intellectual affrayment . The leadership of
Istrian-Rijeka Communist League stopped those tensions, in one moment by
threatening with sanctions for all persons in conflict.
Municipal committee of Communist League prevented all activities that
would Istrian population, especially intellectuals and students, connect to the
national movement in other Croatian regions. Only students directed towards
Croats of
Rijeka
f
acuities attempted to follow the instructions of student lead¬
ership in Zagreb, through connection with the
Rijeka
Branch of MH and or¬
ganizing student strike, which at the end, has been unsuccessful, and it did
not last long enough (it ended before it started), in order to gather all students
in
Rijeka.
On the contrary to
Rijeka,
Pula
never even had such movement.
Therefore, the break of the maspok (mass movement) has not been that
dramatic, although those that felt retaliation on their skin never experienced
it as such. In
Istria
and
Rijeka
(more), the consequences of taking for national

values of Croatian people mostly felt students directed towards Croats gath¬
ered in Synaxis (with few exceptions) and their professors which supported
their requests. Besides, there are numerous examples of personal revenges,
intolerance and denouncements which no longer have nothing to do with the
ideological disagreements. There are much more victims of such exiles, social
and political isolation.

Summary
The period

Rijeka,
