Research on the persecution of Czechoslovak citizens
in the Soviet Union
(1918-1945)
This was the title of an international science conference which took place in the
building of National Archive of the Czech Republic in Prague on November 30th,
2006.
The conference was organized by the archive in cooperation with the Institute
for Contemporary History of the Academy of Sciences of the Czech Republic in
Prague and Silesian Municipal Museum in
Opava.
One of the aims of the conference
was to present findings of the research grant by Grant Agency of the Czech Republic
no.
409/04/0779,
which pursues the fortunes of Czechs, Czechoslovak citizens and
the inhabitants of the Czech Lands who were persecuted in former Soviet Union.
Conference had a working character and apart from the researchers of the above
mentioned institutions, there were also other specialists from the Czech Republic,
Russian Federation and Ukraine participating in the conference.
The conference was inaugurated and presided by
Jaromír Kalus,
director of Sile¬
sian Municipal Museum in
Opava,
which is a holder of the grant project. He pointed
out that the museum has been systematically for many years engaged in the problem
of totalitarian regime and has investigated the fortunes of people being the victims
of the totalitarian repression and persecution. Having investigated victims of Nazi
occupation, internment, labour and punitive camps for Germans and politically un¬
reliable persons, communist camps of forced labour, post-war vindicatory jurisdic¬
tion and Czechoslovak prison service, the research focused also on the persecution
of Czechoslovak citizens in the Soviet Union.
Mečislav Borák
from Silesian Municipal Museum, the person in charge of the
project, had an opening speech. He summed up the process of developing the
project whose objective is to identify forms and the scale of persecution performed
on Czechoslovak citizens and other inhabitants of the Czech lands together with the
members of Czech minorities in the Soviet Union. He defined main stages of the
research and pointed out that its focus was on systematic study of materials from So¬
viet institutions in central and regional archives of Russia and their comparison with
materials from Czech archives. Among the most significant outputs of the project
was creation of an electronic database of the persecution victims which already in¬
cludes two thousand entries.
Dušan Janák
from Silesian Municipal Museum outlined the situation of Czechs
and Czechoslovak citizens in the Soviet prisons and camps. Based on archive mate¬
rials analysis, he pinpointed several stages of severe persecution and characterized
first of them, the period between
1917
and
1921.
Despite the fact that many direct
sources are only fragmented, hardly accessible, or didn t stand the test of time, he

managed to gather some basic information about the causes and the course of some
Czechs and Czechoslovak citizens imprisonment. He drew the attention to the sig¬
nificance of
extrajudicial
organs of political police and special courts which handled
cases of foreigners.
Tomás
Staněk
from Silesian Municipal Museum pursued the fortunes of Czech¬
oslovak citizens, war prisoners and internees, imprisoned in GUPVINKVD-MVD
establishments in years
1945-1953.
He characterized main problems connected with
the imprisonment and internment of people with different nationalities from the
territory of pre-war Czechoslovakia, especially the circumstances of their service in
foreign armies, work mobilization of Germans and internment of civilians arrested
by Russian army and dragged off to the USSR. He showed how much the situation of
war prisoners and internees in the archive materials is interconnected and empha¬
sized the importance of establishing internees nationality and citizenship.
Stanislav Kokoška
from the Institute for Contemporary History focused his
attention on the activities of UPVI NKVD organs on the territory of Carpathian
Ruthenia
and Eastern Slovakia in years
1944-1945.
He briefly described system of
Soviet prison camps and the course of Red Axmy Carpathian-Uzhorod campaign.
After the front line had passed there was mass preventive arrestment taking place.
Many people of Hungarian and German nationality together with some Czechs,
Slovaks,
Ruthenians,
and Jews fell into captivity. Total number of interned civilians
which were dragged off to work in coal mines in Soviet Union is still impossible to
determine. However, it was possible to identify two transports from
1945
and get
information about number and structure of people released from internment.
Jiří Friedl
from the Institute for Contemporary History talked about the way
Czechoslovak soldiers from the Lieutenant
Svoboda
unit, who in
1939
got into in¬
ternment in the Soviet Union, were persecuted. He mentioned particular cases of
some individuals and groups and through the help of archive materials he illustrated
how the NKVD surveillance was carried out. In camps and their surroundings they
set up a wide espionage net with spies also among Czechoslovak soldiers. Reports of
anti-Soviet spirits and attitudes were conducive to imprisonment of some people but
the unit as a whole was not persecuted during the internment.
Galina O. Buvina
from public association Memorial in Moscow informed the
conference about how the memory about victims of political repression in Russia
is being treasured and the problems connected with keeping record of the victims.
She stated that the nationwide interest in the fortunes of political terror victims be¬
came overshadowed by the social upheavals in Russia in the
90s.
Today it is apparent
only at a regional level. Although the Law on the Vindication of Political Repression
Victims from
1991
imposed publishing the lists of victims, up to now, there is no
single center for publishing commemorative volumes. Locally and on various levels
of elaboration, records about
2
million victims have been published, which is about
15
percent of total number of victims.

Evžen Topinka
from Czech
Society
in Lvov mentioned his personal experience
with doing research on the victims of political persecution, who were members
of Czech minority in Ukraine. His main focus was on the captured and interned
Czechoslovaks, who died in camps and hospitals in the Lvov region, where they are
also buried. Later, he expanded on some cases of Czechoslovak citizens who after
war went through transit prison in Lvov. From documents found in the archive of
the Department of Home Affairs it is possible to learn about the circumstances of
their imprisonment and their subsequent lots. Great many people were on trial for
illegal crossing the soviet border. List of their names is included in the contribution.
Edmund
Nowak,
director of the Central Museum of War Prisoners and Intern¬
ees in Lambinowice-Opole, in his contribution came forward with the information
about how the museum keeps record of Polish prisoners of war from the territory of
Soviet Union and their fortunes. Although the museum is traditionally engaged in
keeping record of German prison camps, they are also interested in various aspects
of Soviet prison system, which involved almost

thousand Polish prisoners of
war. They are carrying out comparative analysis of prison systems of Nazi and com¬
munist totalitarianism. In subsequent research they plan to focus on pursuing the
fortunes of
Armia Krajowa
soldiers, imprisoned by NKVD organs after
1944.
