Summary
Joachim Litawor Chreptowicz
(1729-1812)
had a special position in the
tumultuous period of the last years of the Polish-Lithuanian Republic existen¬
ce. The politician, coming from the Lithuanian-Russian ancient family, was
the nearest co-worker and friend of the king
Stanislaw
August for almoust

years. The attempt at getting to know the political activity of the last Lithu¬
anian Chancellor, especially in the year of the Four-Year Seym, was the more
intriguing.
The significant trump in Chrcptowicz s career was his erudition. His pas¬
sion for books resulted in building of an impressive library in Szczonsy. Becau¬
se of the scientific maening that main centre of the Chreptowicz s properties
received the honourable name of Lithuanian
Puławy .
The region of Szczor-
sy became the place of a famous experiment. The experiment, because of
freeing peasants from serfdom, made Chreptowicz a famous phisiocrat in the
Enlightenment Europe.
Clireptowicz s position at the court had been increasing since the Bar Con¬
federacy. The first patition of Poland made the king search for people willing to
support his policy in the times of restricted sovereignty. In the June
1773
the king
entrusted Chreptowicz with the senatorial office of Lithuanian vice-chancellor.
Soon
Chreptowicz, in
the name of the king, presented the project of setting up
the National Education Committee (accepted by the Seym on
14
October
1773).
Since than, the vice-chancellor had become a symbol of the royal party in Lithu¬
ania, famous for supporting the Vilnius Academy, the art patronage and the
support for the court policy at Seym and Regional Councils.
The outbreak of the Ruusian-Turkish war (in
1787)
evoked in Chrepto¬
wicz the fear of the patriotic, anti-Russian emotions in Poland and Lithuania.
It was the reason of supporting the project of Polish-Russian alliance presen¬
ted by the Icing in
Kaniów
at the meeting with
Catherin
II. The failure of the
Russian policy was intensified by the
Clireptowicz s
effors to elect the de¬
puties to the Warsaw Seym from Lithuania in
1788.
Abolishing of the Russian protectorate by the Seym (19th January,
1789)
Chreptowicz accepted with a faer that the policy of the leaders of the patriotic
party will
couse
the revenge of Petersburg and the destruction of the fragile
Polish-Lithuanian contry. In spite
ofthat,
he took part loyally and hopefully in
the reformatory work, creating amonf athers the project of the Municipal Law.
From that period comes from the approving opinion of the king: If they had
listened more carefuly to the old chancellor
Chreptowicz,
and if he had been
more active, he would have been concidered a man deserving the name of a
statesman.
The plan of creating the
3rd
May Constitution was for Chreptowicz a big
suprise, because the king decided to let him into a slate secret not earlier but
during the last days before the coup de etat. The minister was still loyal and
the king considering him a reliable advisor designated him for a post of the
Minister of Foreign Affairs.
Taking up the duties of the chief of dyplomacy took place at the period of
changes on the arena of the international politics. Meanwhile the main as¬
sumption of the minister was to make Russia, with the Austrian and
Prusian
help, to accept officially the independence of the Polish-Lithuanian country.
All the
illussions
despersed with the denunciations about Catherine s II
preparations to the war. Since than, Chreptowicz did not hesitate to show
(also to the foreign diplomats in Warsaw) his defeatism and belief on a sense
of resignation of the reforms of the Four-Year Seym. Because
ofthat
on the
23rd of July
1792
he was one of the seven ministers prsuading the king to
capitulation and acceding a tracherous
Targowica
Confederacy.
