They were convinced, though, that their retreat would be of short duration, some 14 days or so, and so they took with them only the most necessary clothing and modest supplies of food and other necessities. Upon their arrival to Carinthia, Austria, the British Army assigned to them temporary bivouacs in Camp Viktring (Vetrinj), southwest of Klagenfurt (Celovec). From there, at the end of May, the British returned to Slovenia almost all members of the Slovene National Army (Domobranci), while the civilian refugees were transferred by the end of June to four refugee camps: Peggez near Lienz, Spittal on the Drau, St. Vitus on Gail and Judenburg. As all these camps were situated within the British Zone of Occupation, identical guidelines regarding the accommodation, food supply and camp admin¬ istration prevailed. The basic rule established prescribed that all refugee (DPs) be provided with just the basic needs in order to make them realize their untenable situation, depending on the good will of the British occupation authorities, with - above all - the possibility of a forced repatriation to Yugoslavia looming over them at all times. Gradually though, during the era of refugee camps (1945-1950) certain com¬ mon traits evolved and a social equalization was achieved through the adaptation to the rather boring camp life. Given the circumstances of the time this proved to be of certain advantage, for the refugees did not have to be concerned with anything else besides observing the rules of the camps (including mandatory labor), while they could use all the remaining time for their own education, cultural activities, sport activities, social games, conversation and their own hobbies. All this time the Slovene exile community lived under a double administration. The overall command over the camps rested with the British Military Government, with part of its responsibilities (food, living quarters, clothing) transferred to the international refugees organizations (UNRRA at first and IRO later on). Due to a lack of personnel, however, part of the administrative responsibilities was entrusted to the so-cold camp-committees , composed of representatives of the individual nationalities living in a given camp. In the case of Slovene refugees these were the representatives of the Catholic 363 Summary Church (priests) and pre-war political parties (above all the former Slovene People s Party), and they exercised a strict control over the public as well as private life of the camp. The refugees were required to maintain their religious and anticommunist stance, as well as high moral and ethical standards. Most refugees could not return to Yugoslavia due to their political orientation, so they started to resettle in overseas lands towards the end of the 1940s, mostly in Argentina, where they continued to nurture hopes for eventual return to their homeland, after the collapse of the communist rule in Yugoslavia. 364
