SYNOPSIS
Summary
On
13
June
2004,
for the first time in Polish history, elections to the European
Parliament took place. The Polish people elected
54
eurodeputies. Very low attendance
was noted on the country scale
- 20.87%.
The following study is an attempt at analysing elections to the European Parlia¬
ment in constituency No.
13,
incorporating
Lubuskie
and Western Pomeranian Prov¬
inces. Election attendance here was even lower, it amounted to
18.6%.
In this study,
among others, the role of the European Parliament in the European Union was described,
as well as Polish election law to the European Parliament, course of the campaign of
particular election committees, the vote results have also been analysed. In the annex
the election materials of selected committees have been presented. The bibliography
has also been displayed, in which the used campaign leaflets were enclosed, as well as
selected literature from the field of election marketing and political parties.
Election campaign to the European Parliament in
Lubuskie
and Western
Pomeranian Province lacked dynamios and originality. It was not insignificant that ac¬
cording to the awareness of management of particular political parties, taking into ac¬
count the form of electoral law, the constituencies are preferred which are inhabited by
greater number of electors. In the context of regulations in electoral law the constitu¬
ency No
13
appeared as one of less attractive, in particular for the election committees
which gained lower support in the polls. The election campaign was limited to an unde¬
veloped slogan based on strengthening position of Poland in the
EU
and effective use
of Union funds, maintaining silence about the fact that the latter does not fall among
competences of the European Parliament.
Dull, futile campaign also had its effect on the attendance. The reasons for low
attendance in the constituency No
13
were similar as in other regions of the country.

Negative evaluation of the political situation by the majority of society.
2)
Insufficient knowledge of candidates to the European Parliament.
3)
Perceiving by the part of society the eurodeputy s position as sinecure
-

litical pension .
4)
People running in the election who did not live in the constituency, the so-called
drop-outs.

Lack of essential preparation of many candidates
6)
Many candidates to the European Parliament treated the campaign in an instru¬
mental manner, as preparation and public relations campaign to the parliament
election.
7)
Lack of basic knowledge among the electors concerning the principles of elec¬
tion and significance of the European Parliament.
8)
Perception of the European Parliament as the institution of minor real compe¬
tence.
As a result of low attendance, the candidates from Western Pomeranian and
Lubuskie
Province received only two seats in the Parliament. The election success of
Bogusław Liberadzki
was the result of the following factors: long term parliamentary
seniority, formerly performed function of the minister of transport and maritime economy,
integrated election campaign, using many billboards, playing for leader by the elec¬
tion staff of
Sojusz Lewicy Demokratycznej.
On the other hand, the success of
Zdzisław
Chmielewski was influenced by: professional achievements
—
function of the chancellor
of the largest university in the region, declared lack of political bias (although he ran
the election from the election list of
Platforma Obywatelska),
integrated election cam¬
paign. The number of votes given to particular lists was the proof of reorienting elec¬
tors to the side of central and right-wing parties, which was confirmed by the election in
2005.
Election to the European Parliament forces us to assume certain inferences, im¬
portant both for political scientists and for decision makers, as well as electors.

Hitherto prevailing knowledge of the society concerning functioning of the Eu¬
ropean Parliament is superficial. The government, local governments, organisations of
the third sector, schools and universities and political parties should intensify the ac¬
tions leading to inform, and in broader terms to educate the citizens in terms of the
European integration.

It would be advisable if the state authorities of political parties obeyed the rules
of candidates preselection for the European Parliament. The basic criteria of being al¬
lowed to ran in the election should be: knowledge of foreign languages, higher educa¬
tion, knowledge of competence and role of the European Parliament, professional and
social experience associated with activity in supranational, including the Union, organi¬
sations.

In the context of the European Parliament election in
2009
the thesis can be
posed that only multi-layered, dynamic, original election campaign shall enable effec¬
tive communication with the electors, which in turn can influence increase in election
attendance, so essential for the quality of democracy.
Let us hope that next election to the European Parliament shall be treated more
seriously by the politicians and arouse greater interest of the Polish citizens.
